In Mosul, Nineveh Operations Command killed six members of the Dahedash organization who were hiding on the island of the Tigris River in the south of the city. 

For his part, deputy commander of operations in Nineveh, Major General Ahmed Salim, "The joint security forces are currently pursuing the elements of the organization in several areas," and called on the people of Nineveh "to cooperate to eliminate extremist organizations." 

In Diyala, a police force carried out a search operation in the villages of Mayah and Karim al-Hims, which belongs to al-Nada area in the east of the governorate, with the aim of establishing security and stability in those areas. 

This is not the first operation launched by Iraqi forces in areas between the provinces of Kirkuk, Salah al-Din and Diyala, which launched raids and searches in the area of Mutibijah and surrounding areas last month to pursue "terrorist groups and criminal and wanted to eliminate."

Prime Minister Haider al-Abadi refused on Thursday to approve the payment of salaries of members of the House of Representatives for the past two months, while the payment of salaries by ratifying the certificates of members of the Council and scrutinize them. 

A member of the National Alliance said in a press statement that 'members of the House of Representatives did not receive their salaries two months ago', stressing that 'Prime Minister Haider Abadi stands behind it'. 

The deputy, who asked not to be named, said that Abadi's office had earlier demanded that it be provided with authenticated and certified certificates to the members of the council, pointing out that the same salaries can not be paid to members with doctorate degrees for members of primary education. 

He continued that 'his office' Abadi 'intransigence pay salaries and told members that the situation will remain the same unless it is provided with these documents required'.

"Prime Minister Haider al-Abadi received on Thursday a delegation comprising a number of Kurdish parties," the statement said.

Abadi stressed "the unity of Iraq while ensuring ethnic and sectarian diversity, noting that we were able to win the victory alone," adding that "the responsibility entrusted to us is the care of all Iraqi citizens."

He added that "the central government is continuing to secure the salaries of employees in the Kurdistan region in a clear and fair and according to a precise mechanism," explaining that "was directed to follow up the dues of the rest of the peasants whose money was disbursed from the Federal Ministry of Commerce."

"The Kurdish delegation congratulated Abadi on the victories achieved and his wisdom in leading the battle against the gangs," the statement said. "The delegation is convinced of a united Iraq and resolving the problems between the center and the region."

BAGHDAD (Reuters) - Iraqi Vice President Nouri al-Maliki called on Friday to secure the salaries of Iraqi Kurdistan employees and to overcome the tension between Baghdad and Erbil since the start of the crisis of the separatist referendum held last September.

Maliki's invitation came during a meeting with a delegation representing Kurdish parties in the Kurdistan region, which began Thursday a visit to Baghdad and met with Prime Minister Haider Abadi.

The delegation included representatives of the Movement for Change, the Islamic Group and the Movement for Democracy and Justice, all opposed to the referendum in the region.

The media office of the owners said in a statement that the latter "received a delegation of Kurdish parties visiting Baghdad, and reviewed during the meeting the latest political and security situation in the country, and outstanding issues between the center and the region."

Maliki stressed, according to the statement, the importance of "ending the outstanding problems between the federal government and the region under the Constitution and secure the salaries of staff of the region," calling for "to overcome the state of tension to avoid the Iraqi people in all its components any threat or threat."

During a security crackdown on 16 October, Iraqi forces took control of the vast majority of disputed areas between the two sides, including the province of Kirkuk (north), with little resistance from Peshmerga forces.

Baghdad also imposed economic sanctions on Erbil, including the prohibition of international flights to and from the airports of Erbil and Sulaymaniyah in the region, as well as neighboring countries to close their border crossings with the region.

The Secretary-General in the letter that the outstanding issues between Baghdad and Erbil should be resolved peacefully through political negotiations on the basis of the Iraqi constitution, "calling on both sides to take the necessary steps to create an enabling environment in which there can be real negotiations.

 

"I am encouraged that the Iraqi government and the Kurdistan Regional Government have publicly expressed their openness to these negotiations on several occasions," Guterres said.

 

"The current situation must be destabilized in order to promote national reconciliation, promote greater stability in a volatile region and confront the threat posed by the organization of the Islamic state in Iraq and Syria," the Secretary-General said in his message.

Government of Kurdistan recognizes the Parliament the law of the reform of salaries: will satisfy everyone

The Kurdistan Regional Government (KRG) announced on Wednesday that the parliament of the Kurdistan region has handed over a bill to reform the salaries of employees and retirees, calling on the parliament to speed up its legislation.

"The government has conducted a comprehensive constitutional and legal review before the bill is handed over to Parliament, and we believe that its current version will satisfy everyone," Amang Rahim, secretary of the provincial council of ministers, told reporters before the parliament building.

He pointed out that the government will provide salaries to the actual beneficiaries of employees and retirees, noting, "Unfortunately, during the previous years there were people who are not entitled to receive salaries."

He added that this law has been written in agreement

with the executive, legislative and judicial.

Butifldrm Thanks, DV,  The Corrupt Barzani's &  KRG Politicians know darn well they have had ghost payments paid out to the their coffers.   This is why PM Abadi is conducting a thorough audit of all KRG Gov"t employees before paying their salaries.

Abadi gives the technical delegation "green light" to complete negotiations with Erbil

On Thursday, Deputy State Minister Kamel al-Zaidi gave Prime Minister Haider al-Abadi the green light for the technical delegation to complete negotiations with the Kurdistan Regional Government (KRG) to hand over border crossings, airports and mixed areas before embarking on political understanding.

ERBIL, Kurdistan Region – Iraqi’s prime minister requested the oil minister to prepare for talks with the Kurdistan Region about oil, the minister revealed, adding he expected a visit to take place within the next few days.

“No time frame has been set yet,” said Oil Minister Jabar al-Luaibi in an interview with Iraq’s al-Mirbad radio. “It is predicted that the talks will be held in the next few days.”

When talks do take place, Luaibi said he anticipates they will be fruitful and positive.

The oil and gas issue has been one of the major factors behind strained and deteriorating relations between Erbil and Baghdad over the course of the past ten years, despite numerous talks.

Baghdad is opposed to the Kurdistan Region independently exporting its oil and gas and the two governments have had disagreements over disputed Kirkuk’s oil.

Oilfields in Kirkuk, which had been operated by the Kurdistan Region since 2014 after Kurdish forces secured the province in the face of ISIS advances, fell to the Iraqi government on October 16 after Peshmerga pulled out their troops and Iraqi forces and Shiite militias moved in. 

The two governments have disputed Kurdistan’s oil exports, with Baghdad claiming the KRG is exporting enough oil to meet its expenses. 

The KRG hired Deloitte to conduct an audit of its oil and gas sector. 

On Friday evening, KRG’s Ministry of Natural Resources tweeted figures, subject to audit, of its oil exports for the last four months of 2017, showing a dramatic drop in exports after losing Kirkuk.

The KRG has on many occasions expressed willingness to begin talks with Baghdad to resolve their outstanding issues and international allies, including Germany and France, threw their support behind Kurdish calls for talks within the framework of the Iraqi constitution.

The past few days have seen the first real progress as technical delegations from Erbil and Baghdad have met in both capitals, largely discussing the matter of the central government paying the KRG’s civil servant salaries. Baghdad requested the employee lists of the health and education ministries to audit them in order to start sending their salaries.

Delegations from three opposition parties, Gorran, the Islamic Group (Komal), and the newly founded Coalition for Democracy and Justice (CDJ), visited Baghdad on Thursday. Bafel Talabani, the eldest son of the late Iraqi President Jalal Talabani and an influential member of the Patriotic Union of Kurdistan (PUK), separately visited the Iraqi capital on the same day.

Both held talks with senior Baghdad officials, including Prime Minister Haider al-Abadi.

Iraq will set up a parliamentary committee to resolve disputes with its Kurdish region including control over border crossings and sharing of oil revenue, a member of prime minister Haider Al Abadi's ruling bloc has said.

“The two sides are about to form a seven-member committee, including five members from Baghdad and two others from Kurdistan. The committee will review all controversial issues between the two sides,” an MP of the Shiite National Alliance told the pan-Arab newspaper Asharq Al Awsat.

“We expect the committee to produce fruitful results, that can solve the crisis between Baghdad and Erbil,” the source said.

Relations between the the central government and the semi-autonomous Kurdish region deteriorated after the Kurdish Regional Government (KRG) held a non-binding independence referendum in September. Baghdad said the vote, which saw an overwhelming response in favour of secession, was against the constitution.

Baghdad responded by halting all international flights to and from Iraqi Kurdistan and sending troops to retake disputed areas outside the region that were held by Kurdish forces. The measures have left the KRG in Erbil grappling with an economic and political crisis.

Baghdad has so far refused to hold direct talks with the KRG, but remarks by Kurdish and Iraqi officials this week suggest moves are being made to resolve the standoff. On Thursday, a delegation representing several Kurdish parties met Mr Al Abadi, the prime minister's office said.

Renas Jano, spokesman for the Kurdistan Democratic Party, said on Wednesday that the crisis was “likely to be resolved soon, in case the central government showed flexibility”.

On Tuesday, a KRG spokesman said Baghdad had shown interest in starting dialogue.

“There was interest to send a delegation of the Iraqi government to the Kurdistan Region, to form a joint committee and to hold talks about border points, airports, the region’s dams,” Safin Dizayee said.

Ihsan Al Shamri, an adviser to the Iraqi prime minister, said on Monday that the government was expected to decide on several issues before holding talks with Erbil.

He said the talks would include the "taking over of Kurdistan’s border crossings with Iran and Turkey, and forming a committee to regulate land ports, customs and airports”.

In response, Mr Dizayee rejected handing over border management to the central government, saying “the law states joint administration” over border control.

The need for talks between Baghdad and Erbil was raised during a meeting between Iraqi president Fuad Masum and US ambassador to Iraq, Douglas Silliman, on Tuesday. They discussed the importance of establishing a “serious dialogue to resolve all outstanding issues between the federal government and the Kurdistan region on the basis of the Constitution,” the president's office said.

Mr Masum has repeatedly called for the federal government and the KRG to hold talks.

The KRG is also seeking to mend ties with Turkey and Iran, which threatened to close their borders to oil exports from the Kurdish region over the independence vote. Iran this week reopened three border crossings with the Kurdish region that had been shut after the vote. The Kurdish prime minister is also seeking to visit Turkey, according to the Turkish foreign minister.

“Ankara received a visit request from Kurdistan region’s prime minister Nechirvan Barzani," Mevlut Cavusoglu said on Wednesday. "We want to be certain of some things. The request is being evaluated.”

The KRG has no choice but to reconcile with neighbouring countries. The region is facing an economic crisis after losing revenue from oilfields in Kirkuk, a disputed area that was retaken by Iraqi government forces in October, and has a high rate of unemployment.

Mr Cavusoglu said Ankara would play an “effective role” in resolving the dispute between Baghdad and Erbil.

Jassim Mohammad Jaafar al-Bayati, a close associate of Prime Minister Haider al-Abadi, said on Saturday the reason for the visit of the Kurdish delegation to Baghdad and meet with a number of officials, indicating that the delegation tried to find a case of differentiation of Sulaymaniyah.

He pointed out that "the delegation discussed the other points about Kirkuk and the return to the natural situation and how to manage it and the issue of the provincial government and consider it an overtaking government has no parliamentary legitimacy because the speaker of parliament resigned and some ministers Resigned and there is further pressure on the provincial government of its illegitimacy. " 
It is noteworthy that a Kurdish delegation consisting of the Movement for Change and the Islamic Group and the Alliance of Justice Justice, arrived in Baghdad, last Wednesday, for negotiations with all parties involved in the political process.
