the article talks about spending remaining 70% from 20th til end of december.....then in my opinion new rate for 2024 financial year!   lets NOT forget there was also an article back in 2013 that talked to or mentioned the supplementary budget whichat the time included social security welfare and reconstruction was based on a new rate!

AL Sudani also posted on his twitter account that Iraq wlll make a move that will shock the world??? we are twelve months out according to his post but they did delay connecting to correspendent banks and dumping USD  in commercial transactions by 12 months! which puts us now or Jan 1 2024.....even first quarter

And I hope he goes with a scorched earth policy against them. It is long past time we run these communist, that is what they are, out of town or throw them in jail. Personally, I would like to see them swing from a nice big oak tree or from the lamppost lining the roads in Washington DC. Baghdad /Nina/ The International Monetary Fund expected the growth of Iraq's non-oil gross domestic product by 5%, while stressing the adoption of the method of budgeting over a period of three years, constituted a shift in the practice of budgeting in Iraq, in order to improve the level of financial planning, the International Monetary Fund said in a statement, that a team of its experts led by Jean-Polan, met with representatives of the Iraqi authorities in Amman, Jordan, during the period 12-17 December,With the aim of discussing The latest developments, developments and expectations, in addition to discussing policy plans in the coming period." "

Non-oil GDP is expected to grow by 5 percent in 2023 in light of the significant expansion of public finances within The framework of the three-year budget law is in force," Bolan said, noting that "continued budget implementation should help sustain strong non-oil growth in 2024. However, the decline in oil production after the closure of the oil pipeline between Iraq and Turkey, and the reduction of production at the request of the OPEC+ group, will together reduce overall GDP growth in 2023 and 2024.
He added that "the inflation rate has declined from its peak of 7 percent in January this year, and inflation is expected to stabilize in the coming months, thanks to a tighter monetary policy by the Central Bank of Iraq, the impact of the appreciation of the Iraqi dinar exchange rate, the decline in global food prices, and the return of trade financing operations to normal with improved compliance with the anti-money laundering and combating the financing of terrorism framework."
He continued: "The adoption of the budget method over a period of three years in June 2023 constituted a shift in the practice of budgeting in Iraq, in order to improve the level of financial planning, and the continuity of the implementation of important development projects in the medium term," stressing that "despite the delay in starting the implementation of the budget this year, the public finance balance is expected to turn from a large surplus achieved in 2022 to a budget deficit for the year 2023."

Experts expect the government's fiscal deficit to expand further in 2024, reflecting the full annual impact of budget measures. "The significant expansion of public finances, including a substantial increase in public sector enrollments and retirements, creates permanent public spending requirements that will put pressure on public funds over the medium term."
"Ensuring fiscal conditions are sustainable, in the context of the uncertain outlook for oil prices, requires gradually tightening the fiscal policy stance while ensuring that critical infrastructure and social spending needs are protected. This would also require mobilizing more non-oil revenues, containing the wage bill for government employees, and reforming the government pension system. These measures must be supported by moving towards a more targeted social safety net that better protects vulnerable groups."
The mission welcomed the government's plans to strengthen public financial management, including the steps taken by the government towards the establishment of a unified treasure account. In this context, the mission reiterated the importance of adhering to the framework for managing government guarantees, pointing out that "the Central Bank of Iraq has appropriately tightened its monetary policy, and this tightening includes increasing the interest rate on monetary policy tools and raising the mandatory reserve requirements. The mission welcomed the progress made in strengthening the domestic liquidity management framework, and encouraged continued efforts to eliminate excess liquidity and develop theto promote the transition of monetary policy."

"Structural reforms aimed at stimulating economic diversification and private sector-led job creation remain pivotal to achieving sustainable and inclusive growth. Iraq’s non-oil GDP expected to grow by 5% in 2023: IMF

Baghdad (IraqiNews.com) – The International Monetary Fund (IMF) said on Tuesday that with a significant fiscal expansion in place, it is anticipated that non-oil GDP will increase by 5 percent in 2023.

The IMF mentioned in a statement that robust non-oil growth should be sustained with continued budget implementation in 2024. However, in 2023 and 2024, global GDP growth will be less due to decreasing oil output because of the shutdown of the Iraq-Turkey pipeline and OPEC+ production reductions.

The IMF released its statement on the Iraqi economy following meetings with Iraqi officials in the Jordanian capital, Amman, between December 12 and December 17.

With the Central Bank of Iraq’s (CBI) stricter monetary policy, passthrough from the exchange rate revaluation, lower international food prices, and normalization of trade finance as compliance with the new anti-money laundering/combating the financing of terrorism (AML/CFT) framework improved, inflation has decreased from its peak in January and is expected to stabilize in the upcoming months.

The three-year budget that was passed in June 2023 signaled a change in Iraq’s budgeting procedures, with the goal of enhancing fiscal planning and extending significant development initiatives into the medium run.

It is expected that the fiscal balance will change from a sizable surplus in 2022 to a deficit in 2023, considering a delayed start to budget implementation.

According to IMF staff projections, the deficit will continue to grow in 2024 because of the current measures’ year-round effects.

Significant fiscal growth results in long-term spending that will strain the government’s finances over the medium run. This includes a significant rise in public hiring and pensions.
