Prime Minister Muhammad Shia al-Sudani revealed today, Monday, that reducing the exchange rate of the dollar is a decision taken in advance to be implemented within two years, and the two years ended with the start of the work of the new government.

Al-Sudani said in a speech he delivered at the Military Defense University in front of the students of the 26th session, according to a statement from Al-Sudani's office, which was received by "Baghdad Today", that "we are honored to be present today in this ancient scientific edifice with its contributions on the military and civil scientific level, and the courses, studies and specializations it offers that contribute to in consolidating the concept of state administration.

 

He added, "We adopted a set of foundations in the ministerial curriculum, the first of which is the constitutional state, based on the constitution, which represents a social contract that binds all Iraqi components. In addition to the system of freedoms and rights that represent constants in the constitution."

He pointed out that "the second basis is legitimacy and legitimacy, because the federal authorities are based on legal legitimacy in their existence and management of their functions. They are also based on popular legitimacy by touching the aspirations of the people in their program that they are working to implement," noting that "the third basis in our ministerial curriculum is realism." Objectivity in preparing an implementable curriculum and program, which is translated into a set of priorities and axes.

He continued, "The accuracy in prioritizing the ministerial curriculum is very important, because our battle is how we can win the people's trust, and the rest of the problems and challenges come successively."

He explained, "I was accurate in defining the priorities of our current government, and identified them with five priorities that govern the government's direction and work, and focused on issues of reducing poverty and unemployment rates, improving services, combating corruption, and economic reform," noting that "the cabinet resolved all problems related to unemployment, and the government It inherited problems and did not create them, so resolving problems was a stabilizing factor for the government's work during the six months of its work, and we have achieved success in the file of combating unemployment."

 

He stressed that "the government has expanded to include individuals and families who are below the poverty line, and at the same time the expansion of subsidies for the children of the poor in order to complete the study, in addition to a special food basket," noting that "every day there is an achievement or a project that is completed, among the lagging service projects." He stressed that "there are no red lines in front of us in the field of combating administrative and financial corruption, whatever it is and in every joint, and at the civil and military levels. Starting with oil smuggling networks and reconsidering decisions to the rest of the joints and reforming the concerned bodies, especially the Integrity Commission," explaining that "we have established The concept of (money recovery) is in all our procedures and state institutions initiated it, and even countries began to work under the International Convention against Corruption.

 

And he continued: "The sectoral issues that the government targeted were distributed on 23 axes, for the service sectors of all kinds, security, energy, the environment, foreign policy, development and anti-corruption, and from them 119 priorities emerged," noting that "the government is keen to exercise a transparent role with citizens in what has been achieved or what has been lagging." On this basis, we are committed to evaluating the employees, starting from the general manager and ending with the minister in the cabinet.”

In his lecture, the Prime Minister discussed the most important foundations he adopted in the government's ministerial curriculum, as well as the details of this curriculum, which represents a political and executive reference.

The following are the most important points of the lecture delivered by the Prime Minister:

🔹We are honored to be present today in this ancient scientific edifice with its contributions on the military and civil scientific level, and the courses, studies and specializations it offers that contribute to the consolidation of the concept of state administration.

Therefore, resolving the problems was a stabilizing factor for the government's work during the six months of its work, and we have achieved success in the file of combating unemployment.

🔹The government expanded to include individuals and families who are below the poverty line, and at the same time expanded the subsidies for the children of the poor in order to complete their studies, in addition to a special food basket.

🔹Every day there is an accomplished or a project being completed, among the lagging or modern service projects in order to provide services to citizens.

🔹Changing the exchange rate was a basic demand, and included a previous agreement between the government and the central bank with the Federal Reserve and the US Treasury. The agreement was not implemented within two years, and the two years ended with the beginning of our government's work.

🔹We had to either step back and look for exceptions and stop the process of dealing with fiscal policy and cash transfers, or we should continue the reform, and bear the social cost of this reform despite its impact and investment by some.

🔹There can be no economic reform without a sound financial and banking system that is recognized by international contexts. We do not live in a village isolated from the world.

🔹We started with projects and agreed on the fifth licensing round, as part of economic reform and directing funds to their proper place.

🔹There are no red lines in front of us in the field of combating administrative and financial corruption, whatever it may be and in every joint, on both the civil and military levels. Starting with the oil smuggling networks and reconsidering decisions to the rest of the joints and reforming the concerned bodies, especially the Integrity Commission.

🔹We have established the concept of (money recovery) in all our procedures and state institutions have initiated it, and even countries have begun to work under the International Convention against Corruption.

🔹The sectoral issues targeted by the government were distributed over 23 axes, for the service sectors of all kinds, security, energy, environment, foreign policy, development and anti-corruption, from which 119 priorities emerged.

🔹The government is keen to play a transparent role with the citizens in what has been achieved or what has been delayed, and on this basis we have committed ourselves to evaluating the employees, starting from the general director to the minister in the cabinet.

🔹Whenever we prepare a viable plan or program, the more this is an indication of the institution's performance in the right direction and the efficiency of the correctness of the administrative decision in it.

A statement by the Sudanese office, a copy of which was received by NAS (April 3, 2023), stated, "The meeting witnessed a review of the overall service effort and the lagging and new projects initiated by the executive agencies, or reactivated and the progress of their completion rates."  

  

According to the statement, Al-Sudani pointed to "the importance of involving the legislative authority in its oversight duty in order to enhance the momentum of work, and to inform the Parliamentary Services Committee of plans and projects first-hand, in an unprecedented application, of integration between executive and legislative responsibility towards improving the level of services."  

  

The Prime Minister reiterated "the inclusion of service files among the government's priorities, and that it has made important progress in completing tangible achievements, touching the lives of citizens in a short time, stressing that the adoption of the budget bill will make a positive difference, reflected on citizens and their aspirations."

20 years ago I said to my friends also in this investment, Iraq was going to be dragged kicking & screaming into the 21st Century whether they liked it or not.

He explained that "the Iranian-Saudi agreement is very important, and it will contribute to the stability of the region," and pointed out that "development and the economy can only be in an atmosphere of cooperation between the countries of the region," and stressed that "an attack on any country is unacceptable, and we do not allow the use of Iraqi land." To attack neighboring countries, and this is a constitutional and moral obligation, and it is a settled matter for us."

 

Al-Sudani noted that "Iraq has made the greatest stride in the understandings with Kuwait in all files, and the file of the maritime borders remained, and the committees continue to hold their meetings." Regarding the relationship with Turkey, he said: "We have many commonalities and interests with neighboring Turkey, and that despite the existence of security-related problems And water, but the opportunities that exist are greater than these problems, and we are heading towards Turkey to establish an economic partnership, and there are strategic projects that will see the light soon that strengthen this relationship.

 

The Prime Minister affirmed that "our security forces are at a degree of readiness and ability to provide security in all parts of Iraq, and we do not need combat forces and a foreign presence, but rather security relations and cooperation at the level of training and information exchange."

I get that but honestly it pulls everyone else down. We all wish it would have happened many years ago. However if it had happened 18 year ago or even 16 yrs ago I would not have had this opportunity. Like many of the others here. Every one compares this to kuwait but they are very , very different. The complex economics of rebuilding a country and its finances needs a lot of work , time, and a will to do so. Remember, when the US and the un went into Iaq they litterly wiped it out. Many areas are still bomb sites today. They lived under Saddam for so long they were no where near westernised like other countries in the region. Yeah they had a strong dinar but their live in general were garbage. They needed and still need the help and guidence of Western countries to help direct their economy and rebuild. Law needed to be developed and put in place. They need to comply with international laws. They need to provide for the people , develop health and education systems and a whole host of other things that I haven't mentioned. Yeah it is really frustrating because we all have plans and lives to get on with. We all have hopes and dreams pf better lives, easier lives but so do the people of Iraq and they can't have that without a country that has developed and been rebuilt from the foundations up. It is not just a case of " we will flip the switch today or tomorrow. Yeah they do things at a snails pace and it can be 1 step forward 10 steps back but consider the lives they had before the world went into their country. Saddam made the decisions. He decided what to provide for the people. They had few choices and were not conditioned the way Western society is. It takes them longer because of that and it scares them. It doesn't matter if they are rich or poor. There are many corrupt politicians in Iraq but it is the same the world over. Western politicians are just better at hiding it because in our society it is not as acceptable to the people as it is in Iraq where their live are more controlled by who ever is sitting at the top of the tree. I firmly believe it will happen but it is difficult to have patience when we have waited this long. When it does we will all move on with the plans we all have. Some of us will loose the wealth we gain very quickly and some of us will be set for the rest of our lives. . Have a good day. and be thankful, You are alive, you have greater freedoms than many people in the world. You have a roof over your head, food and clean water to drink

 You are not living in a mud shack with not enough food for your family  and compared to many you have health

I am just sick of this Al sudani or whoever works for Iraqi government that always talk talk talk about " changing the exchange rate " for almost 20 years and they never dare to take the risk to implement it. I am a psychiatric nurse. I am not implying you experience mental illness. What I do find is you are a glass half empty kind of person rather than a glass half full kind of person. Like I have already said. Sudani has done more for the iraqi people in the short time he has been in office than any other PM. Things are looking very positive  at the minute and we can only hope it finally gets done. The agreement made yesterday between Kurdistan and BAGHDAD IS HUGE.  That is real progress. Look at what the good thing are in your life and be thankful.
