Nermin Maarouf, a member of parliament for the Patriotic Union of Kurdistan (PUK) parliamentary bloc, confirmed that the legislation of the oil and gas law will see the light soon.
MP Nermine Maarouf said that the legislation of the oil and gas law is part of the government curriculum and is supposed within six months by the federal government to send the copy to parliament based on Article One Hundred and Twelve of the Constitution.
The MP for the Patriotic Union of Kurdistan parliamentary bloc explained that according to this agreement, the legislation of the law is close and will see the light after the approval of the federal budget for the year two thousand and twenty-three.

Information/Baghdad.A member of the Oil, Gas and Natural Resources Committee, Kazem Al-Toki, revealed that there are parliamentary efforts to approve the oil and gas law soon, indicating that all roads are passable towards passing the law.
Al-Touki said in a statement to Al-Maalouma that "the political situation that the country is going through is ready to speed up the oil and gas law and all controversial laws."

He added that "the legislation of the law will serve the oil-producing provinces," noting that "the legislation of the law is among the priorities of the government program and the political agreement within the State Administration Coalition."

He stressed that "the legislation of the law during the current session will be a radical solution to the dispute over oil wealth," and added that "there are efforts to pass the law inside the dome of Parliament."

The Fatah Alliance parliamentary bloc has earlier the adoption of the oil and gas proposed law during the current session due to the presence of political will for all forces, including the Kurdish forces, stressing that the recent meeting of the forces of the state administration discussed the issue seriously in order to approve it in the current session. Finished / 25 hours

The Parliamentary Oil and Energy Committee on Tuesday submitted a request to the Council of Ministers that includes an amendment to the draft oil and gas law and sending it to the House of Representatives.


Committee member Ali Saadoun al-Lami told the Iraqi News Agency (INA) that "the draft law stipulates that the extraction file belongs to the federal government, and on the other hand, the Kurdistan region is the one who agreed with companies within licensing rounds there and drilled and extracted oil without referring to the center," noting that "when the law is approved, how will the file be managed, what is the fate of licenses, and who will complete the management of their projects?, and this dispute has not yet been resolved."

"Our committee demanded in an official letter the Council of Ministers to amend the law and send it to the House of Representatives in order to proceed with its legislation in this session to regulate oil and gas affairs in the country," al-Lami said.

I'm fully expecting a final agreement next week as they have stated they are meeting again next week for final talks. We have never been closer as it appears the pressure is on them from the worldwide community more so than ever, and they themselves state the atmosphere is one of getting it done once and for all.

The Oil, Gas and Natural Resources Committee in the House of Representatives said
today, Tuesday, that the Oil and Gas Law has not yet been sent to Parliament.

The head of the committee, Haibet al-Halbousi, stated that “the oil
and gas law is still in the cabinet and has not yet been sent to parliament in order to proceed with
its legislation during this session, and there is a real vision to pass the law through the
political blocs.”

Al-Halbousi added, “Disputes over the law have existed
since 2007 until now, and the committee called on the ministry to send the law to Parliament,” according to the official newspaper. Ended 29/N33

The Oil, Gas and Natural Resources Committee said that the oil and gas law is still in the Council of Ministers and has not yet been sent to Parliament, while specialists have called for the preparation of a developed base for the oil and gas industries in the country. 

 

The head of the committee, Haibet al-Halbousi, told Al-Sabah: "The oil and gas law is still in the cabinet and has not yet been sent to Parliament in order to proceed with its legislation during this session, and there is a real vision to pass the law through the political blocs."

 

He added, "Disputes over the law have existed since 2007 until now, and the committee called on the ministry to send the law to Parliament."

 

Regarding investments, Al-Halbousi explained, "The Ministry of Oil seeks to publicize the reality of existing investments and oil and gas patches inside the country."

 

For his part, a member of the House of Representatives, Ahmed Al-Rubaie, told "Al-Sabah": "The development of the oil industry requires benefiting from the national capabilities in developing the fields by involving them with the advanced foreign effort to develop national expertise through the transfer of expertise and new technology to the national oil industry."

 

He added, "Many fields have not yet been produced and need technology and technical capabilities to develop them, in addition to rebuilding the fleet of oil tankers owned by Iraq by rehabilitating them or purchasing new tankers commensurate with Iraq's weight in the global oil market." 

 

Amer Naji Saleh, a specialist in economic affairs, told Al-Sabah: "The country needs an invitation to build an advanced gas industry, which requires maintaining oil and gas as a main source of energy in the world for the coming period."

The Parliamentary Committee on Oil, Gas and Natural Resources called on the government to send the final version of the draft oil and gas law, stressing its "intention to proceed with the legislation of the law."

The deputy chairman of the committee, Adnan Al-Jabri, said in an interview with (Baghdad Today), that: "The draft oil and gas law will proceed with this session."

"The producing provinces will benefit greatly from the legislation of the law and will participate in the process of financial profit from oil and gas production," he said.

Al-Jabri explained that "the draft federal oil and gas law will be a regulator of the relationship between the center and the Kurdistan region, and therefore we are waiting for the arrival of the draft law," stressing that "the political blocs are the owners of the last position to pass the law or not."

The Prime Minister, Mohammed Shia al-Sudani, announced in a seminar he participated in last Saturday on the sidelines of the Munich Security Conference, that "the draft oil and gas law will be enacted during the current year 2023."

The Kurdistan Regional Government announced on Sunday that it had reached an agreement with Baghdad to form a joint committee to draft a federal oil and gas law.
