He pointed out, "The oil and gas law serves all Iraqis and not a specific party, because oil and mineral investments belong to all the people."

On Sunday, the Oil, Gas and Natural Resources Committee announced the existence of a political “near-consensus” to legislate the oil and gas law.

The head of the committee, Hibat al-Halbousi, said in an interview with the reporter (Iraqi Media News Agency / INA) that “the oil and gas law prevented its passage due to the presence of major political differences and a small technical side,” stressing that “there is almost a political consensus to proceed with the legislation of the law.”

He added, “The committee set a course of action to visit the heads of political blocs, to expedite the enactment of the law and present its vision,” according to the official agency.

He pointed out, "The oil and gas law serves all Iraqis and not a specific party, because oil and mineral investments belong to all the people."

ERBIL (Kurdistan 24) – Iraq's Oil, Gas and Natural Resources Committee announced on Sunday that there is a quasi-political consensus to legislate the oil and gas law.

The head of the committee, Haibet al-Halbousi, said, "The passage of the oil and gas law was prevented because there were big political differences and a small technical aspect."

At the same time, he stressed that "there is a quasi-political consensus to proceed with the legislation of the law," according to the Iraqi News Agency (INA).



"The committee has set a course of action to visit the heads of political blocs to speed up the legislation of the law and present its vision," al-Halbousi said.

"The oil and gas law serves all Iraqis and not a specific party, because oil and mineral investments belong to all people," he said.



The Oil and Gas Committee of the House of Representatives announced earlier that there is an agreement between Baghdad and Erbil to legislate the federal oil and gas law.

He pointed out that the House of Representatives "will work on its legislation during the coming legislative quarters."



In a related context, the Iraqi Ministry of Oil announced on Sunday a voluntary reduction in production by 211,2023 barrels per day, starting from next May until the end of <>.

The ministry said in a statement that the move comes "with the aim of taking precautionary measures to meet the challenges facing the global oil market and to achieve a balance between supply and demand and market stability."

Al-Mashkoor told {Euphrates News} agency: "The decision of the Paris court was a positive case for accelerating the approval of the oil and gas law," stressing that "negotiations of the law are progressing."
He added that the international decision "was the first step towards enacting the law because it will regulate all oil financial relations between the region and the center, and there has been confirmation that without the legislation of the law, no process or understanding between the center and the region can continue on the oil side."
The federal government signed with the Kurdistan Regional Government, last Tuesday, a final agreement stipulating that Baghdad assume the process of full supervision of the export of oil from the fields of the region, which allows the resumption of oil export again through the Turkish port of Ceyhan.
The export had actually stopped since the issuance of the arbitral tribunal of the International Chamber of Commerce, a ruling in favor of Baghdad to stop exporting the Kurdistan region of oil through Turkey, due to the lack of permission from Baghdad.

The Parliamentary Oil and Gas Committee stressed the need to legislate the oil and gas law for the permanence of the oil agreement between the federal government and the Kurdistan Regional Government.

Shafaq News/ The Parliamentary Oil and Natural Resources Committee announced today, Sunday, its refusal to increase the tax and prices of oil derivatives in the general budget law for the year 2023. 

 

Committee member Sabah Sobhi told Shafaq News agency, "The Parliamentary Oil and Natural Resources Committee rejects any increase in the prices of oil derivatives in the budget law, and that any increase in prices will affect the poor class and employees who receive lower salaries."

 

He added, "The Oil Committee will hold a meeting with the Parliamentary Finance Committee to discuss the articles and paragraphs of the budget law and work to cancel the tax imposed on oil derivatives and keep the prices of oil and its derivatives unchanged."

 

Article 42 of the Federal Budget Law for the year 2023 states the following:

 

First: Fees are collected according to the percentages listed below, and a final revenue is entered into the public treasury:

a. Percentage (5) of the revenues of gasoline sales per liter

b. (10%) of the proceeds from sales of gas oil (kerosene) per liter

c. (1%) of the proceeds from sales of black oil
