Thank you Thugs.  Make no mistake the US, China Trade Deal being signed today may be just the beginning to a new level of economic reform and Growth worldwide.  We can only hope Iraq will be a big beneficiary of this growth.  I think so as long as Iran is held in check.

The chief adviser to the Iraqi government for financial and economic affairs, and one of the negotiators in the Iraqi-Chinese agreements, the appearance of Mohammed Saleh, said on Wednesday that the China agreement does not mortgage Iraqi oil for many years as it is rumored, while it is possible to cancel it at any time Iraqwants.

"The agreement between China and Iraq is technical, and we are surprised by the chaos of the current analyzes of economists and politicians alike. He continued, "All oil revenues go to the operational budget, while this is an opportunity to allocate a portion of the revenues well to reconstruction and construction." He stressed that "the issue of mortgaging Iraqi oil for many years, as some warn and heard about the past two days, is incorrect, there is a clause in the agreement that enables Cancel it any time you want, it is an aid agreement from China as a friendly country to Iraq.

He considered that "there are no fears of any US economic or other sanctions, in light of the application of this agreement, because the American side has nothing to do with this file, and we have not heard that there are American objections or warnings about the agreement or its application," noting that "there is an intention in The future, if Chinese projects succeed, is to allocate 300,000 barrels of oil a day for reconstruction projects, instead of the current 100,000 barrels.

Thank you Synopsis.  I think this market will hit 30k in the DJ-30 in short order and then pull back some.  That’s when I plan to load up on great companies like AAPL, Amzn, Nvda and other earnings leaders.

Data on Tuesday showed that China's imports of crude oil rose 9.5 percent year-on-year in 2019, to record highs for the seventeenth year in a row, as demand growth from new refineries constructed last year boosted purchases of the world's largest importer of crude

Last year, China imported a record 506 million tons of crude oil, up 9.5 percent from the 2018 level, according to data from the General Administration of Customs. This equates to 10.12 million bpd, according to Reuters data-based calculations

According to customs data from Refinit Aikon, China's oil imports have reached record levels every year since 2003

Customs stated that imports in December amounted to 45.76 million tons, equivalent to 10.78 million barrels per day, to come in second only after the monthly record recorded in November, when imports reached 11.13 million barrels per day

The annual increase is equivalent to 882,000 bpd of additional purchases, mainly due to demand from new refineries that added 900,000 bpd to China's oil processing capabilities, although some units began operating only in December

Hengyle Petrochemicals and Zhejiang Petrochemicals, which are controlled by Zhejiang Rongsheng Holdings, added processing capacity of 400,000 bpd each, mainly concentrated in petrochemical production. This boosted China's imports of crude oil, especially from Saudi Arabia, which helped the kingdom regain its title as the largest supplier of crude to China from Russia

Meanwhile, imports of natural gas, including fuel supplies as liquefied natural gas and across pipelines, reached 9.45 million tons, the third highest on record on a monthly basis

2019 imports increased 6.9 percent to 96.56 million tons, with annual growth slowing from 31.9 percent, the rate recorded in 2018

The Ministry of Planning announced, on Tuesday, the completion of preparations for the implementation of the population census during the last third of this year.

A statement of the ministry, which received {Al Furat News} a copy of it, stated that, “Today, Tuesday, Minister of Planning Nuri Sabah Al-Dulaimi presided over an expanded meeting of the Operations Room and the Executive Management of the General Population and Housing Census 2020, in the presence of members of the Commission.”

The statement added that "Al-Dulaimi announced during the meeting that he will continue to complete all preparations for the implementation of the general population census during the last third of this year," indicating "the ministry's efforts in conducting field experiments and training of staff and testing smart devices that will be used by the census and working with national and international agencies to overcome all challenges That can be encountered during work. "

The Minister stated, according to the statement, that "the census will be concerned with the developmental aspects of the various sectors with its importance in providing data and statistics related to economic and social development, which will be used to provide the best services to citizens." .

The statement pointed out that "the meeting discussed what has been achieved from the steps taken, the organizational structure of the census formations and their respective mechanisms of action in the governorates, districts, and related areas and villages, and the best way to invest international support and the efforts that the United Nations Population Fund (UNFPA) will contribute to."

On Wednesday, a member of the Iraqi Economic Council, Ghadeer Al-Attar, announced the importance of the new financial management law recently passed by the parliament.

A statement by Al-Attar received by ( Iraqi Media News Agency / INA ) stated that "the Financial Management Law aims to regulate the rules and procedures governing financial and accounting management in the field of planning, preparation, implementation, control and audit of the federal public budget."

He added, "The law will direct all federal revenues to the public treasury to cover public expenditures, determine the internal control units' link in administrative and technical terms, establish mechanisms related to budget implementation, the commitment of each implementing agency, and determine the responsibility of the Ministry of Finance in the implementation phase."

Al-Attar indicated that “through the Financial Management Law, it will be possible to set specific dates to present the final accounts and adhere to the principles of the budget (budget transparency, budget comprehensiveness, budget unity, annual budget, and non-allocation) when preparing and implementing the federal public budget and related matters in a manner that ensures the stability of the economy Macro and financial stability, enhancing budget allocation, improving spending efficiency and effectiveness, ensuring optimal cash management and improving the quality of budget information provided to the House of Representatives and public opinion. ”

The House of Representatives voted in its session yesterday, Monday, to amend the Financial Management Law

The economist, Nabil Al-Marsoumi, outlined several notes on the book issued by the Central Bank of Iraq on 12/30/2019, regarding the Iraqi-Chinese agreement.

Text of notes:

1. The term singular has been mentioned three times in the book and the agreement is a contract concluded between two parties to cooperate in specific fields and carries a legal character and is binding on both parties throughout the agreed period. Accordingly, this agreement must obtain the approval of the Iraqi parliament and be published in the Iraqi Al-Waqa'iq newspaper in order for it to be valid.

2. It is too early to say that the agreement has entered into force, as the amounts of the oil shipments exported to the Chinese STC Bank have not yet been transferred, and no international consulting firm has been contracted to monitor the accounts, as indicated in the Central Bank of Iraq’s letter.

3. The book refers to a deposit of 418 million dollars on Sumo sales of crude oil for October and November (which represents sales of 100,000 barrels to China). This means that the agreement with China was not a construction trade for oil but rather reconstruction or investment for money and this money is deducted from Total oil revenues are part of Iraq’s share in OPEC, not outside it, which I referred to in previous publications

4. The deposit of this amount in the account of Iraq with the American Federal Bank, as is the case with all Iraqi oil revenues, means that the American bank can prevent the transfer of this amount to Chinese banks for the purpose of implementing the agreement, or in other words that the implementation of the agreement is related to the approval of the United States and if the United States feels That this agreement threatens the American economic interests, it is possible to abort it with ease by preventing the transfer of the amounts of oil shipments from the US Federal Bank to the Chinese (Bank) bank. Therefore, the claim that this agreement will deal a strong blow to the United States does not become a mere Facebook foolishness from bloggers who are ignorant of the ABC economy.

5. Deducting part of the oil revenues and then transferring them to the account of Iraq in the Chinese bank (Stek Bank) and then converting them to investment spending to implement specific projects in Iraq requires creating new allocations or transferring the allocations between budget items and this is one of the tasks of the House of Representatives and therefore requires implementation This agreement is legislation for the 2020 budget law, and without it, the agreement can only be implemented if the federal budget law is broken in Iraq.
