The Independent High Electoral Commission (IEC) announced Saturday that it will begin distributing the electronic voter card as of Sunday.

The Electoral Commission requested the House of Representatives to make amendments to (12) articles in the Political Parties and Organizations Law to avoid loopholes revealed by the actual application of the law. The Parliamentary Legal Committee will review the articles to be amended before reformulating them and submitting them in the form of a bill that also includes articles that were revoked by the Federal Court three years ago. 
"The Electoral Commission, represented by the Party Department, called on the House of Representatives to amend 12 articles in the Political Parties and Organizations Law, The former House of Representatives voted on the 27th of August 2015 on the draft political parties law No. (36) including paragraphs governing the process of establishing and organizing the work of parties participating in parliamentary and local elections.
Amiri pointed out that "one of the most important amendments to the draft law on political parties and organizations is the addition of a fourth paragraph to Article (3), including: follow-up and evaluation of the work of political parties to see their performance and supervision by the Department of Political Parties and Organizations. 
Article (3) of the Political Parties and Organizations Law stipulates the following: 
First: Organizing the provisions and procedures related to the establishment of political parties or organizations and their activities. 
Second: Achieving the principle of political pluralism and party or political organization based on constitutional legitimacy. Third: To guarantee the freedom of citizens to establish or join political parties or organizations or to withdraw from them.
"The amendments will also include paragraphs of Chapter IV on registration procedures, including the determination of the fate of the constituent body after completing the procedures of the first electoral conference of the party by the General Assembly," the official said. 
Article 11 (I) (a) requires that the application for incorporation be submitted in writing, signed by the representative of the party (for the purposes of registration) to the Party Department, along with a list of the founding body of not less than seven founders.
"The new amendments will include the abolition of granting political parties conditional leave until the completion of legal procedures for registration in the Party Department," he said, noting that "the suspension of this article will keep the Commission from confusion in the preparations for the electoral process." The Electoral Commission granted conditional leave to 20 political parties prior to the May 2018 parliamentary elections, where they were excluded from the regulations and regulations that state the registration mechanism of parties prior to the electoral process as a result of their inability to complete the registration process. While the number of parties registered in the Political Parties Affairs Department was approximately 209, the Board of Commissioners extended the period granted to the parties to complete registration procedures until 3/3/2019, calling on the political parties that have been granted a conditional establishment leave to review.
Article (11) first obligates in the law of the parties in force to submit the application for incorporation to the Party Department, including a list of the names of at least 2,000 members from three governorates. Amiri pointed out that "there is a conflict between Articles 36 and 41 of the Parties Law regarding the donations and subsidies received by the party after registration," stressing that "the proposals of the Commission calls for the abolition or deletion of Article 41." Article 36 of the Act states: Upon receipt of the donation, the identity of the donor is verified and recorded in the party's register of contributions or political organization. 
Second: A list of the names of the donors is published in the party newspaper or political organization.
Article 41 prohibits the party or political organization from accepting money in kind or in cash from any party, political organization, association, organization, person or any foreign entity, except with the consent of the Party or Organization Department. The Director General of the Political Parties and Political Affairs Department in the Electoral Commission explained that "there are amendments that include adding some words to articles and paragraphs in the parties' law to remove confusion in the concepts and interpretation of some articles, including Articles 43 and 39 of the original law relating to party funds." In addition to these amendments, there is a veto of the Federal Court, which rejected four articles, including requiring the founder of the party a university degree, and holds the editor of the newspaper or magazine party responsible for what is published, and the proportion of state subsidies to parties.

Electoral Commission: Kirkuk is ready to run local elections

Parliament hosts the Electoral Commission next Tuesday
