It strikes me funny that lately the article have been saying Barzani and Allawi will not be attending. So how can you have a national meeting with just maliki and Talabani? Isn't the reason to show the world a unison government? They are far from that.

It can't mean September 15th.

Do we really want to assume it means October 15th?
