The politician and former lawmaker, Mishaan al-Jabrawi, confirmed today, Thursday, that Muhammad Tawfiq Allawi has two alternate names for each candidate that the political blocs object to in his cabinet formation for the interim government.


Al-Jubouri said in a tweet on his personal page on Twitter followed by "Al-Akhbariya", that "the person in charge of forming the government, Mohammed Allawi, will present his cabinet members who were chosen as independent on the parliamentary and political blocs as of Saturday."

#1; A new individual that is voted on by Parliament.

Designated Iraqi Prime Minister Mohammed Tawfiq Allawi faces significant obstacles to forming his prospective government, despite strong expectations that Shiite political forces, which have a majority in the Iraqi parliament, are ready to accept any cabins offered to them, with the aim of overcoming the crisis of popular demonstrations, which almost toppled them .

A negotiator in the Allawi team told Al-Arab that the Prime Minister-designate chose the candidates to fill the portfolios that were from the share of the Shiite forces in the government of his predecessor, Prime Minister Adel Abdul-Mahdi, and he might call Parliament to convene in order to vote on it at any moment.

The Iraqi laws allow the Prime Minister-designate to offer incomplete cabins to the parliamentary vote, and when it gains the confidence of Parliament, the government becomes fully legitimate, provided that the voting is completed on the rest of the cabins at later times, not specified precisely.

The Iraqi political forces had opened for themselves this legal loophole early, because they realized the impossibility of the prime minister-designate to persuade all parties of the sectarian and ethnic quota model that governs political action in the country, within the legal period of forming the government, which is thirty days.

Allawi still has some time, as his deadline to form his government extends until the third of next March.

According to Allawi’s negotiator, the prime minister-designate filled bags that ensure a quorum in the cabinet when it is held, which is the basic condition for the new government to be considered legitimate, adding that the candidates Allawi’s chosen so far are Shi’ite ministries that were within the share of Shi’ite parties in the resigned Abdul Mahdi’s government, while he affirmed Candidates for these bags are independent.

And it is not possible to define the independent in the Iraqi political situation or control the limits of the area in which he can move, which allowed the parties to repeatedly dominate positions by claiming independent nominations, who are in fact people who do not belong to them, but they confined themselves to undertakings that obligated them to achieve their interests, if they nominated them or Voted for candidacy by the Prime Minister.

The "Saeroon" bloc sponsored by Shiite cleric Moqtada al-Sadr allowed the head of the resigned government, Adel Abdel-Mahdi, to choose whom he deems appropriate to occupy the ministerial portfolios that fell within his share, and was proud to have abandoned the quota system.

As soon as the government of Abdul-Mahdi gained confidence, the "Saeron" sent its representatives from the general directors, ministries' agents and special grade employees, to control the ministries that fell within its share, and directed its performance to serve its interests.

But the negotiator acknowledged that the future of Sunni and Kurdish participation in the Allawi government is ambiguous, as it is not clear that the seats reserved for candidates from these two components will be filled with independents or partisans.

And if the mass popular protests, which started in the beginning of last October and continue for the fifth month in a row, against the corruption of the ruling political class and its total dependence on Iran, have limited the ability of the Shiite forces to confront the Prime Minister-designate’s desire to choose independent ministers, the Kurdish and Sunni powers do not feel that They are obliged to apply the same.

Political parties have leaked that the Kurdistan Democratic Party led by Masoud Barzani, the most prominent Kurdish political force, informed the prime minister-designate of his desire to retain his current ministers within the Abdul-Mahdi government, namely Finance Minister Fouad Hussein and the Minister of Housing, two banks Rikani, within the Allawi government, but close to the latter they spoke of “the impossibility Nomination of any former minister for a position in the new cabinet.

Kosert Messenger of Allawi: The Kurds will participate in the talks to form the new government with one team

The Prime Minister-designate, Muhammad Tawfiq Allawi, today, Friday, telephoned the President of the Supreme Political Council of the Patriotic Union of Kurdistan, Kosarat Rasul, to discuss talks on forming the new government and the role and demands of the Kurds in it, while Rasul confirmed that the Kurdish forces will discuss their demands uniformly.

 


During the call, Allawi congratulated the success of the Fourth Conference of the Patriotic Union of Kurdistan, wishing the National Union to play an effective role on the Iraqi political scene. For his part, thanked Kosert Rasul, the Prime Minister-designate, and affirmed his support and the support of the Patriotic Union of Kurdistan for the efforts to form a new government, and wished him success in his tasks. The two sides also discussed the details of forming the new government.

The President of the Supreme Council of the Patriotic Union of Kurdistan confirmed the support of an effective national government that guarantees the constitutional and financial rights of the Kurds and the formation of a government based on achieving a balance between all components and nationalities and implementing the demands of the demonstrators. He added that the Patriotic Union of Kurdistan desires the participation of the Kurds in the talks to form the new government with one team and to install all the rights and demands of the Kurds.

Deputy: 170 deputies expressed their willingness to vote on Allawi's booth

Independent MP Nada Shaker Jawdat revealed, on Saturday, that 170 deputies were ready to vote on the government of Prime Minister-designate Muhammad Tawfiq Allawi, stating that the latter had ended all the names of ministers and sent them to the Accountability and Justice Commission.

Jawdat said in a statement to "The Information", that "the Prime Minister-designate has terminated all the names of the ministers and sent them to the Accountability and Justice Commission to ensure that they are not included in the resurrection of the Baath," noting that "Allawi did not choose any current or former minister and adopted all names personally."

Jawdat indicated that "Allawi will present the names of the ministers in next Sunday's session in front of the House of Representatives, and he will pass by 170 national representatives who confirmed their support for Allawi in the reform process."

A well-informed parliamentary source revealed in a previous statement to "Information", that Allawi intended to announce his cabinet cabinet next week, and that the cabin would be missing three bags, affirming that the squad was facing objection from the Speaker of Parliament, Muhammad al-Halbousi, and the head of the Kurdistan Democratic Party, Masoud Barzani.
