Allawi's agenda includes 22 ministers and about 60 alternatives in anticipation of the protests of Parliament

2020/02/16 09:01:31

Baghdad / extent

Political circles are talking about "preparing" the Prime Minister-designate, Muhammad Tawfiq Allawi, about 80 candidates, including 22 ministers, and others as alternatives if Parliament refuses to include them.

Circles also indicate that the American and Iranian sides are "not opposed" to Allawi's moves, as they said was supported by President Barham Salih.

On Saturday, Prime Minister-designate Muhammad Tawfiq Allawi announced that he was close to achieving a "historic achievement" through an independent ministerial cabinet, stressing that the names of the cabin will be presented this week.
Allawi said, according to official television: "We are close to achieving a historic achievement through an independent ministerial cabinet of the competent." "We will put the names of this booth, this week, away from rumors and leaks, and we hope members of Parliament will respond and vote on them in order to start implementing the people's demands," he added.

Former Parliament Speaker Mahmoud al-Mashhadani revealed that Prime Minister-designate Muhammad Tawfiq Allawi attended a list of eighty candidates that he will submit to the House of Representatives in the coming hours to choose twenty-two ministers.

Al-Mashhadani said in a telephone conversation with (Al-Mada) that "the number of representatives close to and supporting the government of Muhammad Tawfiq Allawi has doubled and increased to reach one hundred and seventy deputies." For Allawi. "

Al-Mashhadani adds that "the number of Sunni representatives who support and support the government of Muhammad Tawfiq Allawi has reached about thirty-five out of seventy Sunni representatives."

The former Speaker of Parliament shows that "there are objections by some representatives of the Sunni as well as the Kurdish component regarding the mechanism of nomination and selection of ministers in the new government," noting that "the position of the Kurdistan Democratic Party stems from the idea that its ministers are politicians representing the region in Baghdad, and therefore no party has the right to You appoint them. "

The former deputy continues, "The blocks of change and the new generation, numbering about fifteen representatives with other Kurdish blocs (except for the Kurdish National Union and Democratic blocs) insist on the Prime Minister-designate not to nominate any minister from the parties."

In contrast to al-Mashhadani, the information indicates that Allawi will present his government in two installments in the House of Representatives to avoid objections.

Earlier, deputies announced the alliance of Saeron, which is supported by the leader of the Sadrist movement Muqtada al-Sadr, that the Shiite forces will resort to the option of a political majority to pass the Allawi’s government in the House of Representatives after many blocs adhere to the principle of quotas.

Al-Mashhadani points out that "the next government will not be a government of strategic decisions, but rather a government that is in line with the work of its primary mission to prepare the atmosphere for early parliamentary elections," adding that "what concerns us is not to give parliament confidence to the new government, but what it will provide the achievements of the street."

The former Speaker of Parliament reviews the positions of the rejectionist and supportive blocs of the government of Muhammad Allawi, saying that "the coalition of the rule of law led by Nuri al-Maliki, with the National Sind Bloc led by Ahmed al-Asadi, the Kurdistan Democratic Party, and the Union of Iraqi Forces led by Muhammad al-Halbousi stands against the Allawi government."

And on the fifth of this February - days after Allawi’s mandate - the State of Law coalition revealed to (Al Mada) a political movement led by parties he called “forces of moderation” preparing to overthrow the government of Muhammad Tawfiq Allawi within the parliament, believing that Allawi’s mandate came contrary to the will of the protesters and the authority Religious.

The Dawa Party expressed reservations about entrusting Allawi to form the transitional government, stressing that he has nothing to do with the election of any personality that does not conform to the specifications agreed upon by the Iraqis, namely that he be independent, efficient, and impartial, capable of preserving the sovereignty and unity of Iraq and satisfying the aspirations and mobility of the people.

Al-Mashhadani notes that "the Prime Minister-designate took into consideration the representation of all components in his new government, as he granted the Shi'a component (11) ministries, the Sunni (6) ministries, and the Kurdish (5) ministries, and minorities have one ministry," noting that "this method It was present in the government of Adel Abdul-Mahdi, but the way to choose the ministers came differently this time. "

As for the names of the candidates for the forthcoming government booth, al-Mashhadani reveals that "the Prime Minister-designate has prepared eighty names distributed to each ministry with three candidates," noting that "Allawi provided each ministry with three alternatives in order to facilitate the process of passing his government into Parliament."

And he confirms that "the prime minister will check these names in the integrity, accountability and justice bodies, as well as the criminal record before they are sent to Parliament," noting that "there are five names nominated in the cabinet cabinet of Iraqi personalities residing abroad as well as a figure from the protest arenas."

Al-Mashhadani quotes that "President of the Republic Barham Salih is convinced of the method of choosing the government cabinet and conducts a series of dialogues and meetings with the refusing blocs to persuade them to participate in the upcoming parliamentary session," pointing out that "the last moments may bring views with many opposing and rejecting blocs."

The former Speaker of Parliament shows that "the Americans are not opposed to Allawi's options, as well as the Iranians and even the religious authority did not oppose until this moment," expecting "to present the government to Parliament during the days of Tuesday, Wednesday or Thursday of this week."

In a related context, former Vice Prime Minister Bahaa Al-Araji saw Sunday that the government be strong in its program, not just its men.

"Many of us are awaiting - unfortunately - the names of the ministers of the next government ... the government is not only strong with its men, but with its program that rebuilds state institutions, applies the law and returns the state to its prestige!" Al-Araji said in a tweet on Twitter.

Monday 17 February 2020

Baghdad / Al-Sabah

Representatives suggested that the voting session for the government will take place within 10 days, while political blocs and 34 deputies agreed to support the government that Prime Minister-designate Muhammad Tawfiq Allawi plans to present to the vote in the House of Representatives. 170 deputies will be added to them a number of representatives of the 158 intercepted blocs, as a section of them began with the understanding to join the pro-government supportive front for the government of the new prime minister.
This comes at a time when MP Abboud Al-Issawi confirmed, in a press statement, that "the prime minister's assigned team is the only one who knows the names that were chosen for the new government, and that the leaks announced here and there are incorrect."

Independent characters
Al-Issawi added, "The mechanism for choosing names was done by naming ministers and personalities who did not participate in previous governments or even from military leaders." It is being deducted so far, because it is from the Kurdish share.
Al-Issawi pointed out that "those close to the Prime Minister-designate demanded that the choice be from the personalities of the interior," noting that "the Shiite blocs support the government greatly, especially the alliance of those who are continuously present in the meetings on forming the government."
Al-Issawi expressed his hope to "give confidence to the new government this week, and not face rejection by political blocs that believe in partisanship and quotas."
In the same context, the head of the Bayader al-Khair bloc, Muhammad al-Khalidi, told Al-Sabah: The ministerial cabinet has been completed, but some negotiations with the Kurds are still ongoing, while 35 deputies from the Sunni blocs out of a total of 64 (the majority 55%) are authorized The ministers in charge of naming the ministers away from the parties, pointing out that the cabinet is ready to vote, and the Presidency of the House of Representatives is calling for a parliamentary session to vote on it.
Al-Khalidi added that the cabinet will include 22 ministers, indicating that in the event that negotiations with the Kurdish component are not completed, it is possible to postpone the submission of three ministries from the Kurdish entitlement and vote on them later.

Early elections
While the MP expressed the Al-Fateh alliance Fadel Al-Fatlawi, hoping that the cabinet will be complete when offered to vote in order to proceed with preparing the ground for the early elections.
In an interview with Al-Sabah, Al-Fatlawi added that the Prime Minister-designate must fulfill the promises he made to the Iraqi people by putting forward the government program that fulfills the demands of the demonstrators, pointing out that all political blocs agreed that the transitional government paves the ground for early elections and exclusion Public money for political influence and made the government exceptional by all accounts.
Whereas, the independent deputy, Maha Al-Janabi, considered that the Prime Minister-designate should guarantee in his government program the return of IDPs from Amiriya of Fallujah, the region, and Baghdad to their areas of origin.
Al-Janabi told Al-Sabah that the prime minister-designate made a promise that his ministerial program include this issue and we will vote for him because it is a basic demand, in addition to revealing the fate of the disappeared and kidnapped people from these areas.

Appointment conflicts
Regarding the date of the cabinet presentation of the vote, MP Sadiq Al-Sulaiti suggested holding the voting session within 10 days.
Al-Sulaiti told Al-Sabah: All the deputies are fully prepared to attend the special session that is held to vote on the government formation, indicating that this session is held either at the request of the President of the Republic or the current Prime Minister or from 50 deputies.
He added that if Allawi completed his government formation and submitted a request to the President of the Republic, the latter would instruct the House of Representatives to hold a session to vote on it.
Al-Sulaiti ruled out that the session would be during the current week, indicating that political maneuvers, pressures and deliberations in selecting personalities may delay the submission of the government formation to the end of next week.
For his part, Bader Al-Ziyadi, MP of the Alliance Alliance, said in a press statement that Allawi completed the nomination of 19 ministers out of 22 and wanted to present them to Parliament this week, but some of his advisers and those close to him advised him to wait until the completion of 22 ministries, considering that he It is difficult to return to Parliament and obtain the approval of the rest of his cabinet.
Al-Ziyadi explained that "the names of the candidates for the ministries are known only to Muhammad Allawi, and one or two of his close associates, and he did not present them to the political blocs, members of the House of Representatives or the media." ».
Al-Ziyadi stressed that "Muhammad Allawi did not acquiesce to some political blocs seeking to choose their candidates for ministries, and he will present new, independent names, according to those close to him."
Al-Ziyadi pointed out that "consensus within the parliament dome between the political blocs is important to pass the government cabinet," stressing that "there are efforts to contain the refusal of some Sunni and Kurdish blocs of the new government cabinet, because national consensus is important in the current and future stages."

Choose ministers
However, the deputy from the Al-Fateh Alliance Fadel Al-Fatlawi believes that "there are some successful ministers in the government of Abdul-Mahdi and they can be re-nominated again to run their ministries in the new Allawi government."
Al-Fatlawi added, in a press statement, “We have no objection to the nomination of a successful minister in his work to re-choose him in Allawi’s booth, but at the same time, we refuse to have partisan domination and impose the nominating personalities in Allawi’s government,” noting that “the Prime Minister-designate must He should have enough space to choose his ministers, despite the presence of question marks regarding his failure to send the names of the ministerial cabinet to the House of Representatives. ”
Al-Fatlawi stressed that "Sadiqun Bloc will not participate in the cabinet of Muhammad Tawfiq Allawi, and no personalities have been provided for his cabinet, and the choice will be made for the Prime Minister as he deems appropriate, provided that he comes with competent personalities away from political pressure."
The deputy of the Sadikoun Parliamentary Bloc, Muhammad al-Baldawi, said in a press interview: “Whoever decides to pass this ministerial cabinet or not, is what it contains of figures that meet the aspiration of the Iraqi street and are independent and not partisan.”
He added that "the political blocs were placed and informed Allawi of their terms, therefore, of course, in the event that it considers that the cabin will not be consistent with its vision and violate its terms, it will be rejected."
And that "the Kurds and Sunnis also look at the national interest, in order to stop the bloodshed, meet the demands of the demonstrators and get rid of the turmoil in the country, by forming a strong government capable of leading the country."

Pro blocks
Regarding the parliamentary blocs that announced their support for the government of the Prime Minister-designate, a joint statement of the National Alliance first, the Arab Project, Justice and Charity and the Salvation and Development Front, was received by Al-Sabah, that in light of the critical political circumstances the country is going through, the national duty requires all loyal people to adopt a supportive position To support Muhammad Tawfiq Allawi, in forming his government from independent ministers, provided that no candidate is accepted by any political party.
The statement added that accordingly, the political blocs and 34 deputies agreed to support this government, calling on the Allawi government to preserve the rights and interests of the people of all walks of life.
The blocs urged Allawi to speed up the completion of his government and invite the parliament to convene and vote on the squad in response to the nation's call.
For his part, former Speaker of Parliament Mahmoud al-Mashhadani explained, in a press statement, that “the number of parliamentarians close to and supporting the government of Muhammad Tawfiq Allawi is one hundred and seventy deputies.” He added that “the number of deputies of the opposition blocs reaches approximately 158 deputies, a large part of which began with understanding, in preparation for To join with the Loyalty Front For Allawi.
He added, "The number of Sunni representatives who support and support the government of Muhammad Tawfiq Allawi has reached about thirty-five, out of seventy Sunni representatives."
