Erbil (Kurdistan 24) – The Kurdistan Region’s top security chief on Monday received Turkey’s foreign minister in Erbil and discussed the latest “regional developments,” including the Syria situation.

Islamic State members continue to wage an insurgency across the country as they have in Iraq, concentrated in areas they once controlled. As such, they still pose a security threat to the US-backed forces in Syria.

However, the de facto autonomous areas to the north and east of the country, administered by the SDF's political wing, face another challenge. Their territory is landlocked between the Syrian government to the south and west and the Turkish government to the north.

The Kurds have achieved no progress in talks with Damascus, despite multiple rounds of talks, with the latter’s unwillingness to concede to demands of the Kurds, who have suffered close to 40,000 casualties in the fight against the Islamic State.

Moreover, Turkey has invaded Kurdish-held and inhabited parts of northwestern Syria, including al-Bab and Afrin, in 2016 and 2018 respectively, in an attempt to crush Kurdish aspirations of autonomy in the region.

Barzani “expressed concern about the future of the Kurdish people,” and urged the Turkish foreign minister “to help advance peace for all of the Syrian peoples.”

ERBIL, Kurdistan Region – Erbil-Ankara relations are “very important and strategic,” Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani said on Monday following talks with visiting Turkish Foreign Minister Mevlut Cavusoglu.

Barzani said the Region has taken measures to encourage Turkish companies to invest and boost cross-border trade. According to a KRG statement, he and Cavusoglu stressed the need for more border crossings.

Turkey and the Kurdistan Region currently have just one road crossing, Ibrahim Khalil (Habur), near Zakho, Duhok province. The Iraqi side of the crossing is controlled by the Peshmerga and Kurdish border officials.

Customs revenues are paid to the KRG, which also issues its own visa stamps independently of Baghdad.

There have long been discussions over a potential new crossing in Ovaköy, 12 km southwest of Ibrahim Khalil, which could bypass the Kurdistan Region entirely and allow Turkey to trade directly with Iraq.

Such a new crossing could boost trade and tourism and relieve notoriously long delays at the border. However, a new crossing manned by Iraqi officials could see the KRG sidelined, eating into trade and 
revenues.

Iraq-Turkey trade volume stands at around $10 billion. However, Turkish President Recep Tayyip Erdogan told a press conference in March alongside his Iraqi counterpart Barham Salih they want to expand it.

A delegation of businessmen from Turkey’s Kurdish provinces of Diyarbakir and Sirnak recently visited Erbil for a construction trade expo.

According to a statement published by the KRG, Barzani and Cavusoglu also discussed mechanisms to counter terrorism and to address the situation in Kirkuk and other disputed areas.

Kirkuk has a large Turkmen community and historic buildings dating back to the Ottoman period.

The Turkish foreign minister said his country is ready to help rebuild war-ravaged regions, particularly Mosul, which urgently needs help with reconstruction. Turkish construction firms are likely to pick up contracts.

Cavusoglu also met with Deputy Prime Minister Qubad Talabani and Kurdistan Region Security Council Chancellor Masrour Barzani, who is slated to replace his cousin as prime minister in the next government.

Cavusoglu arrived in Erbil late on Sunday. He earlier held talks with Iraqi officials in Baghdad and Basra, including Iraqi Prime Minister Adil Abdul-Mahdi.

Erdogan and Trump discussed the latest developments in Syria and agreed to continue to cooperate closely in the fight against terrorism. 

The United States has threatened to impose sanctions if Turkey completes the S-400 deal with Russia, while Ankara said its purchase of Russian missiles does not require sanctions, because Turkey is not a rival to Washington and fulfills its obligations in NATO. 

Last week, the director of the Russian state arms export company said that Moscow would begin delivery of S-400 systems to Turkey in July. 

To date, Washington has rejected a Turkish offer to form a special working group to consider resolving the issue of US objections to the purchase of Russian missiles.

Ankara has already offered Washington the formation of this group to arrive at a reasonable solution for both sides in regard to the "S400". During his visit to Washington this April, on the sidelines of IMF meetings, a Turkish delegation, including Finance Minister Barat al-Bayraq, received a US rejection in this regard.


According to the newspaper "Khobar Turk", the American rejection clearly indicates the existence of wings within the Trump administration of the influential who wish to escalate with Turkey working in parallel with Congress in this framework, and will work to push the outstanding problems between the two countries to Congress if the Turks returned to the US administration and remind negotiations Constructive. 

However, the Turkish pilot training program continues  on the F-35 fighter jets, which Washington has threatened to prevent from supplying to Ankara, reflecting a US desire to reach a solution before the delivery of four such fighter jets to Turkey in October, American Foreign Minister Mike Pompeo to talk about hopes to overcome differences over the purchase of Turkey by Russian missiles. 

The United States claims that Turkey's purchase of the Russian system poses a threat to the advanced F-35 fighter jets while looking with concern at the Russian-Turkish rapprochement.

Direct: The US dollar is on track to reap gains this year, albeit at a slower pace than in 2018.

The performance of the green card comes amidst developments on risky asset markets as well as changing the tone of the Fed and overall economic concerns as the International Monetary Fund (IMF) cut global economic growth estimates for the third time.

The US currency is struggling to keep pace with strong gains in the past year, gaining only 0.2% in April.

The dollar lost ground last year as trade fears eased amid US-China trade negotiations to find a solution that is expected to be resolved within two weeks .

The transformation of the hardline monetary trend followed by the Federal Reserve Bank last year to the tone of a very cautious increase pushed interest to the standby mode with the termination of the possibility of taking such action in the entire year.

However, strong gains on the greenback took hold in the last days of April as economic conditions improved markedly.

The dollar's main index, which followed the performance of the US currency against 6 major currencies, managed to gain 1.36% in the first four months of 2019 after posting the best quarterly gains in almost a year in the first quarter.

Although the gains of the US paper were almost marginal in April, they succeeded in recording strong numbers this year against a basket of major currencies except the British and Canadian currencies.

The dollar was unable to record a significant performance against the euro and sterling in April, with little change but since the beginning of the year it has risen 1.36% against the single European currency amid concerns about economic performance in the euro area while losing 2.12% of its value against the currency of Britain With the developments of the position on the bricast.

As for the performance of the dollar against the Japanese yen , it achieved a monthly gain of 0.5% and rose by 1.58% from the beginning of 2019 until the end of April.

The greenback gained gains against its Swiss, Australian and Canadian counterparts at 2.42%, 0.68% and 0.29% respectively last month.

At the same time, however, the dollar gained 3.79% against the Swiss franc in the first four months of the year, while the greenback was little changed against the Australian dollar but lost about 1.83% of its value against the Canadian dollar for the same period.

On the other hand, the picture was sharply different between the weighted yield and the sharp losses on the performance of emerging market currencies against the dollar.

The Argentine peso is the biggest loser against the dollar this year after losing 15.04% of its value in the months of January to April, and lost 2.16% of its value last month amid growing economic crisis.

The Turkish lira witnessed the largest decline compared to its performance against the green paper last April to lose about 6.68% of its value, which led to an increase of losses since the beginning of the year to 11.32% amid problems related to foreign exchange reserves as well as political and geopolitical tensions.

While the Russian ruble has taken a strong stance against the dollar this year, recording monthly gains of 1.97% and 6.90% in the first four months of this year, supported by rising oil prices.

Both Mexico and South Africa followed their counterparts in Russia to gain gains against the US dollar by 2.52% and 1.30% respectively in the last month. Since the beginning of 2019, they have gained 3.73% and 0.43% respectively.

It should be noted that Mexico 's economy showed a surprise contraction in the first quarter of this year , the preliminary estimate.

While the Brazilian Real did not perform well in April, it lost about 0.97% of its value this year against the Dollar.

In view of the ongoing trade negotiations, the Chinese yuan fell 0.34% against the dollar in April but gained 2.13% in 4 months amid a marked improvement in the country's economic growth .

The Indian currency did not move in front of its US counterpart during the month of April and also since the beginning of the year, to be flat performance is the dominant feature of the Indian Rupee in 2019.

TOKYO (Reuters) - The Turkish lira fell on Monday amid investor fears of political uncertainty to give up gains in late last week when two sources told Reuters government banks had sold billions of dollars to shore up the currency. 
The lira dropped to 6.10 against the dollar, retreating from the close at 5.9955 on Friday.

On Thursday, the Turkish currency hit its lowest level in more than 7 months at 6.2460.

The lira rose overnight, touching 5.9610, before easing as morning trade rallied.

it seems cbi has it where they want it and pretty satisfied since they run a dual currency with the USD doing all the heavy lifting ... all my opinion of course.... cheers , we wait

Mubasher: After more than 10 years of the global financial crisis, is the global economy back to the "zero square" again?

In 2008, the global financial crisis took place against the backdrop of the bankruptcy of Lehman Brothers , which led to the turmoil of the financial markets in addition to the downward trend that dominated the global economy at the time.

The crisis has prompted major central banks around the world to resort to quantitative easing programs that will inject liquidity into markets to boost the economy and boost growth.

A few years ago, however, these central banks began to move away from those stimulus policies and monetary tightening, in line with strong growth in the global economy.

While the loosening of loose monetary policy is accompanied by signs of a global economic slowdown amid trade and geopolitical concerns.

This uncertainty prompted central banks to change their hawkish rhetoric and raise the banner of "waiting and waiting" until further notice for fear of entering a global recession.

If the economic slowdown becomes too severe, countries may need more stimulus measures that boost economic growth.

The International Monetary Fund (IMF) cut its forecast for global economic growth this year for the third time in six months due to growing trade tensions and monetary policy conditions.

The IMF expects the world economy to grow 3.3 percent this year, 0.4 percent lower than its October 2018 forecast.

At the beginning of 2019, global central banks resorted to changing their hawkish tone to become more cautious while postponing some of the proposed tightening plans.

The Federal Reserve cut its forecast for this year's interest rate hike to zero after it had been expected to raise it twice with its announcement to stay within the "patience with anticipation" policy.

The Fed is setting interest rates at 2.25 to 2.50 percent this year after raising it nine times since the start of the monetary tightening cycle in 2015, including 4 times last year alone.

In this context, the bank has slowed the pace of reducing the balance sheet of the Federal Bank from May last year and be stopped in September.

The Fed's decision comes after several criticisms by US President Donald Trump of the bank's policy on raising interest rates, saying it was hurting the economy.

But the financial markets expect the Federal Reserve to cut interest rates twice by the beginning of next year, to support growth and thwart the prospects for a slowing economy.

Looking at the ECB, it was hinting at an interest rate hike at historically low levels that was moving towards a delay.

At the recent ECB meeting , the bank pledged not to change its monetary policy until at least the first half of 2020 after it had intended to revise it by the end of this year.

At the same time, the bank's president, Mario Draghi , who leaves office later this year , put forward the idea of cutting interest rates by pointing out that the ECB is ready to cut rates or implement other measures if needed.

Earlier this year, the ECB expressed its intention to launch a new series of long-term and cheap bank refinancing from September 2019 to March 2020.

On the other hand, the Japanese government has shown its willingness to implement a flexible policy in the event of escalating economic risks in an effort to maintain the recovery of the economy.

Elsewhere, central banks moved in a large number of emerging markets to cut interest rates amid concerns about the strength of the global economy and trade tensions.

While Turkey's central bank continues to set interest rates at 24 percent since the September 2018 meeting but is also open to adjusting the monetary policy stance based on new data or information.
