Iranian anger from Abadi: visit to Tehran is threatened

Baghdad Zeid Salem

13 August 2018

The visit of Iraqi Prime Minister Haidar al-Abadi to Tehran is still uncertain, with the two countries not officially confirming it, and leaks on Sunday about Tehran's refusal to receive the Iraqi official. All information about the visit seems to be an attempt by the Iraqi government to take a pulse on Tehran. . Prime Minister Saad al-Hadithi refused to confirm the visit and its interlocutors, saying "the new Arab", "the visit has not been officially announced, and when the declaration will give full details, and its causes and themes, as well as the personalities that will accompany Abadi."

And after the leaks indicated that Abadi will go from Baghdad to AnkaraOn Tuesday, and then to Tehran one day later, the agency "Agence France Presse" yesterday an unnamed Iraqi government official, that Abadi will visit Ankara only without Tehran, because of the crowded schedule and the lack of integration of the preparation for it. But an Iraqi official close to Abadi told the "new Arab" that "the Iranian side had sent an official invitation to Abadi to visit Tehran last April, but because of the elections and other internal files the visit was postponed, but apparently Tehran is no longer willing On this visit now. " He pointed out that "the Iranian Foreign Ministry and President Hassan Rowhani welcome the visit, but the conservative movement and the Revolutionary Guard and close to Khamenei oppose it "He said. He added "

Clear signals reached the office of Abadi that it is not welcome

"
Abadi's keenness not to announce his planned visit to Iran in an unprecedented manner appears to be justified, according to Iraqi researcher Ahmad al-Rubaie, who said in an interview with "the new Arab" that "the prime minister was not confident in the way Full of welcome Tehran visit, after his declaration to comply with US sanctions on Iran and stop all forms of trade with them in dollars. " He pointed out that Abadi succeeded in avoiding the embarrassment that would have been caused by Iran had announced the visit officially and then refused to receive Tehran, adding that "Iran's rejection of this visit means that it opposes the second term, and this is a big problem and may withdraw on the consultations of the current political blocs to form a government "He said.

On the other hand, a minister close to Abadi, told the "new Arab", that Foreign Ministers Ibrahim al-Jaafari and water resources Hassan al-Janabi, are preparing to accompany the Prime Minister, "and will be during the visit to open a dialogue on files related to Iraq's future water, but the most prominent is to explain the point of view of Iraq On US sanctions on Iran, which has lost its proper understanding. " The minister said that "Abadi had intended to visit Iran and Turkey for months, but the parliamentary elections in Iraq and the country after the period of political movement, did not allow Abadi to implement the program of the visit."

"The issue of sanctions against Tehran is one of the most important issues that will be discussed in this regard, and Abbadi will clarify the point of view of Iraq. He will tell Iran again that his country is against the embargo against it or any other country, but at the same time, "The visit of Abadi to Turkey will also be for the purpose of discussing the issue of sanctions, but the entry into this matter will be simple, because the important thing is to discuss the water issue, and will offer Abadi Congratulation to Turkish President Recep Tayyip Erdoğan As well as the opening of economic files such as foreign trade and political issues related to the strategic files in the region. " The Minister considered that "

"We do not sympathize with the sanctions and we do not interact with them because it is a strategic mistake, but we are committed to it," Abadi said on Tuesday. Iranian officials, however, denied their knowledge of the visit and said it was "not on the agenda." The Iranian news agency ISNA quoted Iranian Foreign Ministry spokesman Bahram Qasimi as saying that he was not aware of a visit to Abadi in the coming days.

For his part, the leader of the "National Alliance" ruling, MP in the outgoing parliament, Mohamed Chihod, "open the door to discuss with the neighbors Turkey and Iran on the water file was supposed to take years ago and not now, before the start filling the Turkish Alesso Dam "He asked in an interview with the new Arab." Why did not Abadi begin at that time to start a dialogue with the countries that cut off water from Iraq, especially in the period in which he had wide powers, and not now that it has become expired?

He pointed to al- Zahud that " AbadiWill discuss the files of services, economy and energy with Iran and Turkey, if the visit, "but he considered that" Abadi will represent himself, not Iraq, because he is the head of the caretaker government now, "adding that" when Abadi agreed to US sanctions on Iran became more tense relationship, To explain his position, and find ways to get out of this crisis. "He felt that" Abadi is fully aware that Iraq will be severely affected by sanctions on Iran, through trade between the two countries, and the volume of trade exchange, so he is working on mediation between Washington and Tehran, "likely" There are indications by the Americans that Abbadi mediated in this Thread, against the opening of the second term to rule Iraq, especially that speech Abadi, when imposing sanctions on Iran was courting explicit Americans. "

Hama Amin: Abadi wants to withdraw the current tension between him and Tehran so as not to oppose his re-prime minister again

"
For his part, said the leader of the "Kurdistan Alliance" Hama Amin, "The information available indicates an Iranian spasm towards Abadi, and so far no welcome signal from Tehran to visit," pointing out that "Abadi wants to withdraw the current tension between him and Tehran to not Oppose a second term, even at the expense of reaching a trade formula away from the dollar and choosing another currency, such as the euro or even Iran's own currency. " "If the visit actually takes place in this period, Abadi will have more justification than presenting the files and agreeing on them. The US administration is pushing to give Iraq more independence than Iran."

The Iraqi political analyst Mohammed Shafiq, he considered that "Iraq now has a position to enter the mediation between America and Iran, or bring the views of the two parties because of his strong relations with Washington and Tehran," adding, "The success of these steps, this is linked to the extent The flexibility shown by the Iranian and Turkish parties on the one hand, and the American on the other. "
Shafiq said in an interview with "The New Arab" that "Abadi's position is still balanced despite the storm of reactions raised by his position on sanctions against Iran, and Iraq is not in a position to antagonize America, so I think that what came out of Abadi is one of the resolutions "The Iranian officials have stressed on more than one occasion that they are ready to dialogue with the Americans, and therefore sitting at the negotiating table and conducting dialogues is not unlikely at all."

Conflicts in the reasons for canceling Abadi's visit to Tehran

Iran: We will not give Abbadi a free political asset

There were conflicting reports about the cancellation of the visit of Prime Minister Haider Abadi to Iran, while an Iraqi government official confirmed that the cancellation of the visit came because of the crowded schedule of the Prime Minister, Iranian sources confirmed that the visit refused due to increasing unease among Iranian political circles.

The Iraqi newspaper Okaz quoted an Iraqi government official as saying on Monday, 13 August 2018 that the Prime Minister Haider Abadi, canceled a visit scheduled to Iran this week and will only visit Turkey, adding that the cancellation of the visit came because of the crowded schedule.

The Iraqi official said that the Iranian authorities insisted on Abbadi's visit without the integration of pre-preparation, but was canceled.

In the meantime, Iran announced that it refused to receive Abadi as a result of growing unease among Iranian political circles believes Abadi's commitment to US sanctions on Iran as a loss to a single outlet which Tehran relied on as a way out could reduce the direct impact of sanctions on the local economy .

The Iranian Foreign Minister's visit to Iran was a reflection of Tehran's desire to distance itself from Abadi, as indicated by the unwillingness of the Iranians to give Abbadi a free political asset, amid the efforts of the Iraqi political forces to form alliances to ensure their participation in the The upcoming government.

Observers believe that the refusal to receive Abadi in Tehran reflects a double dilemma for both sides. On the one hand, Iran aspired to be a way out of Iraq to prolong the resistance of the US sanctions. On the other hand, Abadi's position to accept these sanctions runs out of options.

An Iraqi observer told Al-Arab newspaper that "in the days of his last rule, Haider al-Abadi seeks to leave the impression that he is a statesman whose decisions have a regional effect, which is not based on reality. The sanctions imposed on the neighbors of Iraq, Iran and Turkey, , Thus satisfied the neighbors of the two countries, including Iraq, or refused .

"Therefore, the auctions that are taking place in Baghdad and aimed at getting Abadi out of the political process will not affect anything on the nature of Iraq's contribution to the application of sanctions on Iran in particular."

On Tuesday, US sanctions against Iran began, despite appeals by Washington's allies. Trump wrote on Twitter: "These are the worst sanctions ever. In November, they will reach a higher level. Anyone who deals with Iran will not be able to deal with the states. United, ask for world peace, no less "!

The spokesman for the Prime Minister's Office, Saad al-Hadithi, said that "Iraq's position on these sanctions was not improvised or hasty, but was subjected to a study and calculations of interest to Iraq and the Iraqis, and was not affected by the positions of other States or political parties ."

BAGHDAD - Mawazine News The
Turks began Tuesday, using the blue carpet instead of the red with the visit of Abbadi.
"The Turks used the blue carpet instead of the red with the visit of Abbadi because of a decision issued by the Turkish cabinet on 19-11-2013 regarding the color of carpets used in receiving official visits," the Turkish media reported. It was decided to replace the red carpets, blue and the decision was formally applied. "
The Turkish media attributed the change in the color of the carpets to the sensitivity of Recep Tayyip Erdogan when he was prime minister. He did not accept that the carpets should be the same color as the Turkish flag.

I guess he got some religion. The USA kind.

Nah, I don’t think so.  He has been, is and will be a big opponent of Iran and their “Big Grab” approach to Iraqi politics.  He likes what Trump is doing and supports it.  It serves the purposes of both countries.  With Turkey, Iraq has a desperate need of getting their source of water opened back up.  Hence Abadi is making nice to Erdogan, whom I suspect he despises but has to publicly tolerate, so the Iraqis can meet their drinking (water) and agriculture needs at this time.  Does he have alternatives available like desalinization, sure.  But time is of the essence.  Later someday he/they can tell Erdogan off, but not yet.

Baghdad / Sabah / Istanbul / Firas Saadoun

The visit by Prime Minister Haidar al-Abadi to Ankara yesterday was an important turning point in the bilateral relations and the beginning of more agreements and joint cooperation between the two neighbors, especially in the water field, a file that Turkish President Recep Tayyip Erdogan said " Full share of water ".

Al-Abbadi's visit concluded yesterday, according to Al-Sabah's opinion, the importance of its departure by consensus in other important and sensitive files, no less important than the water file, notably security, energy, trade and investment between two countries, which are important pillars in the Middle East.

trade," Abadi said in a joint press conference with Erdogan  .

"We also heard a confirmation from the Turkish president of what was promised at the Kuwait conference regarding the active contribution to the reconstruction of Iraq and the opening of consulates in Basra and Mosul, and we welcome this," he said.
"The security, prosperity and stability of Iraq is a security, prosperity and stability for Turkey. The fate of our two countries is one," he said. "Iraq and Turkey have to increase the volume of their trade exchange, which currently stands at 11 billion dollars."
In the same context, Interior Minister Qassim al-Araji announced an agreement with his Turkish and Iranian counterparts to secure the border and prevent smuggling. Erdogan confirms that Iraq will receive full water share

Baghdad / Sabah  / Istanbul / Firas Saadoun
Turkish Prime Minister Recep Tayyip Erdoğan welcomed the active participation in the reconstruction of Iraq and the opening of a Turkish consulate in Basra and Mosul, stressing that Iraq stands with Ankara in its current crisis. Rejecting any aggression from Iraqi territory towards Turkey, Erdogan stressed that his country is ready to provide all kinds of support to Iraq so that it gets its full water share.

At the same time, Interior Minister Qassem al-Araji announced an agreement with his Turkish and Iranian counterparts to secure the border and prevent smuggling. The Turkish ambassador in Iraq said that the new Ovakui crossing, which will be opened after the Ankara and Baghdad delegations meet in the next two weeks, Commercial and economic city of Mosul. A joint news conference , said Abadi, at a joint press conference with Turkish President, Recep Tayyip Erdogan «We discussed strengthening cooperation in water security, agriculture, energy, ports and border investment and files related to culture, industry and trade areas». "Erdogan assured us that Turkey will provide Iraq with its water quota in full, and there was a working session between the two ministerial delegations to confirm this meaning."

"We also heard a confirmation from the Turkish president of what was promised at the Kuwait conference regarding the active contribution to the reconstruction of Iraq and the opening of a Turkish consulate in Basra and Mosul, and we welcome this," he said.
Abadi, who renewed his rejection of «any aggression emanating from Iraqi territory towards Turkey, and Iraq is committed in accordance with its constitution to prevent any organization to attack from its land towards its neighbors», he stressed by saying «we condemn and stand against it (aggression), and will not allow it and stand with Turkey in the matter Border control ".
"We are working to open the border crossing between the two countries," he said. "We are with Turkey in its crisis, and with our cooperation we can overcome many challenges."
"The security, prosperity and stability of Iraq is the security, prosperity and stability of Turkey. The fate of our two countries is one," Turkish President Recep Tayyip Erdogan said at a joint press conference. "Iraq and Turkey have increased their bilateral trade volume, which currently stands at 11 billion dollars." .
"We discussed the steps that we can take in the field of water and energy," Erdogan said. "We are ready to work with the next Iraqi government to deepen our bilateral relations and develop cooperation in many fields, especially security and the economy."
The Turkish president stressed that he reached an understanding with Abadi "in the field of combating terrorism," including the PKK.
Erdogan also said that the two sides discussed the opening of a second border gate between Turkey and Iraq, adding that it would be in the interest of the two countries, and said: "I trust that we will take the necessary steps in this regard."
The Turkish president also stressed the need to reopen the consulates of Turkey in both Mosul and Basra. Strengthening the bilateral cooperation In the same context, said a statement of the Office of the Prime Minister Media, received by «morning», that the Prime Minister met in Ankara with Turkish President Recep Tayyip Erdogan. "During the meeting, they discussed enhancing bilateral cooperation between the two countries, water, security, electricity, energy, economy, culture and the situation in the region," the statement said. The statement pointed out that «was confirmed by Erdogan that Iraq will get its share of the full water, in addition to the importance of relations between the two countries and strengthening and reconstruction of Iraq and Turkey's commitment to what was announced at the Kuwait Conference».

The Prime Minister, before leaving Baghdad for Ankara, said that "the water file is a priority in the talks with the Turkish side," noting that «Iraq has great potential and we are keen to establish balanced relations with neighboring countries that achieve the interests of our people at the base level» .
A statement by the Information Office of the Council of Ministers said that "during the visit, cooperation between the two countries will be discussed and a number of issues related to water, electricity, health, industry, investment, security, culture and other joint files will be discussed."
"The government delegation includes ministers of oil and interior, agriculture and water resources, in addition to the Secretary-General of the Council of Ministers and Director of the Office of the Prime Minister and the Governor of Basra." Ovacoi Crossing

On the other hand, Interior Minister Qassim al-Araji said in a press interview from the Turkish capital of Ankara: "There was a meeting between the Iraqi, Turkish and Iranian Interior Ministers."
"It was agreed to secure the border and prevent the infiltration of narcotics and smuggling, which occurs from time to time."
On the opening of a second border crossing between the two neighboring countries, the Turkish ambassador in Iraq, Fatih Yildiz, said that delegations from Ankara and Baghdad will meet during the next two weeks to open the new "Ovacoi" between the two countries.
Yildiz said in a press statement that the new Ovakui crossing, which will be opened after the Ankara and Baghdad delegations meet during the next two weeks, will bring further economic and commercial recovery to the city of Mosul.
He added that «Turkey pledged to provide 5 billion dollars for the reconstruction of Iraq, and that the start of the reconstruction process depends on the formation of the new government in Baghdad». Opinions on the visit

In addition, the morning followed the views of the researchers and the media in Turkey, who were all interested in the visit of Prime Minister Haider al-Abadi to Ankara on Tuesday and the results achieved after his meeting with President Recep Tayyip Erdogan on a separate level and in a ministerial framework.
Abadi's visit, according to the opinion polled by Al-Sabah, is important for its exit by consensus in important and sensitive files, notably water, security, energy, trade and investment between two countries, which constitute two important pillars in the Middle East, which gives the visit and its outputs two bilateral and regional dimensions. The double dimension of the visit

Mustafa al-Jalil, a researcher specializing in Turkish-Iraqi relations, told Al-Sabah that "Abadi's visit brought about mutual benefits for both Iraq and Turkey because it came at the right time." He pointed out that «the benefits of Iraq manifested first in the agreement with the Turkish President to launch sufficient water quotas, a strategic agreement because all previous visits did not resolve this controversial issue, and this agreement carries a guarantee for food security of the Iraqi citizen, which is in itself completed if only The visit is enough. "
"The benefits of Iraq are also reflected in understandings about securing the electricity that Iraq badly needs, and the export of oil wealth in Iraq, and the expansion of the border crossings with profits.
"One of the most important messages that Abadi succeeded in getting to Erdogan through the press conference and in front of the public is saying:" We are with Turkey in its crisis, and I am sure that Erdogan will not forget this phrase, "he said.
The Turkish officials, led by Erdogan, used to repeat the praise of solidarity positions on every occasion that requires mentioning these positions.
The Turkish lira has suffered large losses against the dollar due to tension between Ankara and Washington.
Jalil said that «Turkey will also benefit from the visit of Abadi and will employ them in the framework of its efforts to get out of the recent US sanctions against it and the losses caused to the Turkish economy». "Turkey needs to continue the flow of the dollar from Iraq through the movement of banking and banking funds and the trade movement. It needs Iraq to remain a market for its products, and it aspires to increase openness to this market," Erdogan said.
"Turkey needs Iraq in dire need of its war against the PKK and its efforts to end its threat to its national security and interests, a side that Abadi was clear and reassuring
," he said. The regional dimension of the visit and the  opening of Abadi's visit will be followed by the duo on a regional dimension that concerns the entire region.

"A consensus between Iraq and Turkey at this stage is based on common files in the region concerning the possibility of broader action to participate in securing borders and limiting the movement of armed or terrorist groups that threaten more than one country in the region," said Murtada al-Khatib, an academic specializing in Turkish politics. The PKK and its allies, and even the factions of the terrorist organization and other extremist factions, especially that Turkey is known to possess strong security agencies based on databases of dangerous entities and persons in the
region ».
Khatib finds that "the Iraqi-Turkish consensus can extend to the Syrian arena and reflect the more calm that has been desired in this arena that has occupied the region and the world for seven years, not only by virtue of the common borders, but by the Iraqi-Turkish relations with the powerful forces in the Syrian arena. The experience that the regional powers are more effective than the international forces in the Syrian crisis ».
"The consensus between Baghdad and Ankara may be reflected in the Gulf because Iraq enjoys strong relations in Gulf countries and Turkey enjoys another power, and thus the two countries can be parties to the resolution of the Gulf crisis and give the region more calm and stability, More than at any other time
. "
And concludes that «what ended by Abadi and Erdogan may also contribute to support Iran, which is with Iraq and Turkey, the closest triangle in the region to face the time of new US sanctions, especially that both Abadi and Erdogan expressed their rejection of the proposals to punish the people and the policy of siege». The visit and the demands of the demonstrators In another form of the visit, the political expert, Ihsan al-Shammari, said during his speech to Al-Sabah that it was the "visit" to meet the demands of the demonstrators and to develop the medium-level strategy approved by the government,

1 - Water releases and agreement with Ankara to increase the water quota commensurate with the need of Iraq and the signing of an agreement in this regard.
2 - Electric power both at the level of mobile stations or fixed and the processing of the national system to meet the shortage in processing.
3 - Attract Turkish investment companies to create increasing employment opportunities for Iraqi youth.
4 - Strengthening Iraqi health institutions with Turkish expertise to achieve better services for citizens.
Al-Shammari pointed out that Ankara's visit is important in the economic aspects, which could lead to "raising the volume of trade exchange between Iraq and Turkey to a higher level, as well as activation of the oil file and the Turkish financial grant for the reconstruction of Iraq."
As the political expert believes, the meeting between Abadi and Turkey's leaders will activate many of the current agreements in the field of combating terrorism, coordinate intelligence work, and control the common borders and enhance security stability on the border between the two countries.
Al-Shammari said that the other benefit expected from Abadi's visit to Turkey lies in the diplomatic file, exchanging views on regional issues, emphasizing political solutions to crises and strengthening stability in the Middle East.
