Turkish FM to Visit Erbil Next Week

ERBIL — Turkish Foreign Minister Mevlut Cavusoglu is scheduled to visit Kurdistan Region’s capital Erbil next week on Monday, according to Turkish state-run Anadolu Agency.

Cavusoglu will embark on a two-day trip to Iraq starting on 28th April, the report said.

After Baghdad, he will visit Erbil and Basra as well.

The Turkish top diplomat is expected to meet with top Kurdish officials while in Erbil.

Trade and economic ties would possibly top Chavusoglu’s agenda while in Erbil.

Turkey on Thursday confirmed the readiness of its companies to invest and establish vital projects in Iraq. 
"The President of the Republic, Barham Salih, received at the Peace Palace in Baghdad, the Turkish ambassador to Iraq Fatih Yildiz and the delegation of the Turkish Contractors Union headed by Medhat Ynigon," a presidential statement received by Mawazine News. 
Saleh pointed to "the depth of the relationship between Iraq and Turkey," stressing "the need to strengthen the bonds of economic and trade cooperation to serve the mutual interests between the two countries." 
He stressed that "Iraq is a country attractive for investment and is in need of companies to build firm projects and provide employment opportunities for young people," calling on Turkish companies to "contribute to the reconstruction and construction of cities because of its expertise in this area."

BAGHDAD, Iraq — Turkey and Iraq emphasized the significance of strengthening border control and trade ties in a meeting on Sunday in Baghdad.


"We focused on increased trade volume with Turkey," said Iraqi's Foreign Minister Mohamad al-Hakim at a press conference with Turkish counterpart Mevlut Cavusoglu.

Iraq-Turkey trade volume stands at around $10 billion. However, Turkish President Recep Tayyip Erdogan told a press conference in March alongside his Iraqi counterpart Barham Salih they want to expand it.

"Let's increase it to $20 billion. We want to keep it at this level or even double it. We have the power to do this. The Turkish private sector is capable of revitalizing the Iraqi economy," Erdogan said.  

 

Hakim described terrorism on the Iraq-Turkey border as an "important" part of their meeting.


"Iraq is strongly rejecting the use of its land for any military activities against Turkey," he said, referring to the nearly four-decade long cross border conflict between the Kurdistan Workers Party (PKK) and Turkish state. 
 

Conflict between the PKK and Turkey is nearly a daily occurrence along the border. 


Cavusoglu said Turkey and Iraq will need to cooperate to "eliminate PKK terrorist group as well."

Also on security, Hakim noted Iraq was plagued by a three-year battle against the Islamic State (ISIS), leaving areas the group had once controlled in ruins.

"We spoke of the importance of the reconstruction of areas damaged by conflict and the return of Iraqis back home," Hakim said. 

During the ISIS takeover of Mosul in 2014, Turkey was forced to close its consulate and nearly 50 workers at the facility were taken captive by the group before they were released later that year.

Cavusoglu again reiterated, "we have plan to open a consulate in Basra, one in Kirkuk and one in Najaf," in addition to reopening their consulate in Mosul.

He echoed the sentiment that "
trade barriers" between Iraq and Turkey "must be removed" for the interests of both sides. 
 

Cavusoglu said Turkey and Turkish companies "are keen to taking part in the reconstruction of Iraq and that Turkey has been the best helping side for Iraq." Ankara has offered $5 billion in credit for Turkish companies rebuilding in Iraq. 


Ankara and Baghdad have been at loggerheads over water as Turkey has threatened to stop its flow from the Tigris River into Iraq in order to fill its Ilisu Dam. 

"Last year, there was a huge water crisis and problem. But this year was the year of compassion and blessings. This year we instead have the problem of flooding," he said. 

Cavusoglu added Turkey would address the water problem with Iraq "so we do not face any potential drought crisis in the future."

Hakim hailed his Turkish counterpart's visit as "very crucial for increasing coordination and strengthening friendship" between Ankara and Baghdad.  

The Turkish foreign minister added his next two stops will be in Basra and Erbil.

BAGHDAD (Reuters) - Turkish Foreign Minister Mouloud Gawishoglu said on Sunday that his country is seeking to open two consulates in Najaf and Kirkuk, while Turkey is ready to clear the border of the remaining terrorist groups.

"We have a meeting with the prime ministers and the parliament," Oglu told a news conference with Iraqi Foreign Minister Mohammed al-Hakim. "Last year there was a problem with water, but this year there was rain. .

Erdogan said that Erdogan will visit Iraq later this year 2019 "to participate in the fourth meeting of the Strategic Cooperation Council between the two countries high-level."

"We got Iraqi approval to open Qansayleh in Najaf and we are looking for another opening in Kirkuk."

Turkish Foreign Minister Javishoglu said on Sunday that his country intends to open two new consulates in two Iraqi provinces.

"Turkey will provide support for the reconstruction of Iraq in its next phase," Oglu told a news conference with his Iraqi counterpart Mohammed al-Hakim, expressing his country's readiness to "help Iraq fight against Da'ash and all other terrorist organizations."

BAGHDAD (Reuters) - Turkish Foreign Minister Mouloud Gawishoglu said on Sunday that his government was close to reopening its consulate in the province after its closure for five years, while stressing that President Recep Tayyip Erdogan was visiting Iraq.

"The Turkish government is determined to reopen the Turkish Consulate General in Basra," Oglu said during a meeting with several officials in Basra.

He pointed out that "Turkey is working to develop its relationship with Iraq, and seeks to play a major role in its reconstruction," adding that "President Recep Tayyip Erdogan is going to visit Iraq soon, and Basra will be part of the program of the visit."

The Turkish government closed its consulate in Basra in mid-2014 and announced last year that it would open its consulate in Mosul. During a press conference held in Baghdad a few hours ago, it revealed Turkey's desire to open two consulates in Najaf and Karbala, Between the two countries.

ERBIL — Turkish Foreign Minister Mevlut Cavusoglu arrived in Baghdad for a scheduled visit where he is discussing counter-terror efforts, trade and water issues between Ankara and Baghdad.

Cavusoglu, alongside his Iraqi counterpart, Mohammed al-Hakim, held a press conference after their meeting and said they are working to address the issues between the two neighbors.

The Turkish top diplomat is scheduled to visit Erbil and Basra after concluding meetings with the top Iraqi officials in the capital city.

According to Cavusoglu, Turkey will open two new consulates in Iraq, one in Basra and the other in Mosul.

He also said they had discussed the presence of Kurdistan Workers’ Party (PKK) in the border areas between Iraq and Turkey. Ankara presumes Baghdad to take action in removing the PKK fighters from its territories who are in armed conflict with Turkey for more than three decades over the Kurdish cause.

The source said in a statement to "Mawazin News," that "the Turkish Foreign Minister Mouloud Javishoglu arrived, just before, to the province of Basra at the head of a delegation from the Turkish government."

ERBIL (Kurdistan 24) – Turkish Foreign Minister, Mevlut Cavusoglu, on Sunday met with his Iraqi counterpart, Mohammed al-Hakim, to discuss a range of issues, including “border security” between the two countries.

Cavusoglu arrived in Baghdad on Sunday and is expected to visit the city of Basra as well as the Kurdistan Region, with which Turkey shares part of its southern border that it regularly shells while targeting alleged Kurdistan Workers Party (PKK) positions.

Such attacks have led to the evacuation of many villagers from the Kurdistan Region as Ankara’s warplanes continue to extensively damage their pastoral and agricultural lands, and, on occasion, kill civilian bystanders about whom there are no claims of PKK affiliation. Aggrieved locals have long urged both sides to take their conflict elsewhere.

The PKK has been engaged in a decades-long insurgency against Turkey over Kurdish rights and self-rule. Turkey, the United States, and the European Union all designate it as a “terrorist” group.

Along with regional developments, the two ministers “also discussed the issue of border security between Iraq and Turkey,” Hakim told a joint news conference with Cavusoglu in Baghdad.

Ankara has long called on Baghdad and Erbil to put an end to PKK activities along their borders, and both of the latter governments have stated the group must stop using the Kurdistan Region’s territory as a launching pad for its attacks on Turkey.

Hakim also said that the “PKK issue” was an important part of their meeting, with Cavusoglu stating the two sides need to “cooperate” to “put an end to the group.”

The ministers also discussed future visits by their respective heads of governments, but did not specify a date for such events.

The two had extensively explored the future of bilateral trade and Iraq’s post-ISIS reconstruction, to which, Cavusoglu claimed Turkey would contribute. The Turkish FM also spoke of plans for Ankara to open multiple new consulates in Najaf, Kirkuk, and Basra and reopen the existing one in Mosul.

Another topic of discussion was the issue of water supply to the Tigris from Turkey.

The Speaker of the House of Representatives Mohamed Halboussi met on Sunday with Turkish Foreign Minister Mouloud Gaooshoglu, accompanied by a Turkish parliamentary delegation, in the presence of Iraqi Ambassador to Ankara Hussein Khatib and a number of members of the Iraqi Council of Representatives.
During the meeting, they discussed ways to enhance bilateral cooperation in various fields, notably the economic and humanitarian field, by contributing to the efforts to return the displaced and stabilize the liberated areas, and the security file through the exchange of intelligence; to eliminate terrorist cells and extremist ideology, Parliamentary Friendship Committees.
The meeting also tackled the formation of joint committees to solve the water problem and exchange experiences in this field, as well as discuss procedures to facilitate the obtaining of entry visas between the two countries.
He stressed Iraq's keenness to build balanced relations with all on the basis of respect for mutual sovereignty, and be a meeting point and a factor of balance and stability in the region, stressing the position of Iraq, which rejects any opposition on its territory threatens the peace of a neighboring country.
He also paid tribute to the President of the Turkish Parliament Mustafa Shintop to the Baghdad Summit of parliaments of neighboring countries of Iraq, describing his presence with the good message of the Iraqi street, pointing to the need to work with a unified vision of the countries of the region, which will have positive results on the reality.
For his part, Oglu stressed his country's commitment to support Iraq and to enhance the prospects for cooperation at all levels.

Hakim described terrorism on the Iraq-Turkey border as an "important" part of their meeting.


"Iraq is strongly rejecting the use of its land for any military activities against Turkey," he said, referring to the nearly four-decade long cross border conflict between the Kurdistan Workers Party (PKK) and Turkish state. 
 

Conflict between the PKK and Turkey is nearly a daily occurrence along the border. 


Cavusoglu said Turkey and Iraq will need to cooperate to "eliminate PKK terrorist group as well."

Also on security, Hakim noted Iraq was plagued by a three-year battle against the Islamic State (ISIS), leaving areas the group had once controlled in ruins.

"We spoke of the importance of the reconstruction of areas damaged by conflict and the return of Iraqis back home," Hakim said. 

During the ISIS takeover of Mosul in 2014, Turkey was forced to close its consulate and nearly 50 workers at the facility were taken captive by the group before they were released later that year.

Cavusoglu again reiterated, "we have plan to open a consulate in Basra, one in Kirkuk and one in Najaf," in addition to reopening their consulate in Mosul.

He echoed the sentiment that "trade barriers" between Iraq and Turkey "must be removed" for the interests of both sides. 

 

Cavusoglu said Turkey and Turkish companies "are keen to taking part in the reconstruction of Iraq and that Turkey has been the best helping side for Iraq." Ankara has offered $5 billion in credit for Turkish companies rebuilding in Iraq. 


Ankara and Baghdad have been at loggerheads over water as Turkey has threatened to stop its flow from the Tigris River into Iraq in order to fill its Ilisu Dam. 

"Last year, there was a huge water crisis and problem. But this year was the year of compassion and blessings. This year we instead have the problem of flooding," he said. 

Cavusoglu added Turkey would address the water problem with Iraq "so we do not face any potential drought crisis in the future."

Hakim hailed his Turkish counterpart's visit as "very crucial for increasing coordination and strengthening friendship" between Ankara and Baghdad.  

The Turkish foreign minister added his next two stops will be in Basra and Erbil. 

 

He also met with Mohamed al-Halbousi, Iraq’s parliamentary speaker.

According to Halbousi’s office they discussed entry visas, economic relations, and humanitarian cooperation, focusing on the return of displaced people and the stabilization of areas liberated from ISIS. 


Halbousi stressed the importance of respecting mutual sovereignty and said Iraq rejects the use of its territory by opposition groups. 

Although he did not mention any group by name, Halbousi was likely referring to the PKK.

Turkey has repeatedly launched airstrikes and sent troops into the Kurdistan Region and areas of northern Iraq to target PKK positions. Iraq and the Kurdistan Regional Government have criticized Turkey for violating their sovereignty, but have also called on the PKK to withdraw. 

 

Halbousi and Cavusoglu also discussed the regional water crisis and the formation of joint committees to solve the water problem and to exchange expertise.
