A spokesman for the Iraqi Oil Ministry on Wednesday, close to reach an agreement between Baghdad and Erbil on the oil file, noting that the talks between the two sides have made good progress.

Asim Jihad said in a special statement to (Basneoz) that "there is good progress in the talks between Baghdad and Erbil, especially after the recent meetings between Prime Ministers of the Kurdistan Region, Najirvan Barzani and Iraqi Haider Abadi."

 "The (Federal) Oil Minister held a number of meetings with Kurdish officials regarding the existing problems and there is an attempt to solve them and reach an agreement," the spokesman of the Federal Oil Ministry said.

Regarding the contract between the Ministry of Oil and BP, the ministry spokesman did not hide their intention to export Kirkuk oil. "Whether the (export) operation through Turkey or Iran will not differentiate for us," he said.

The sale of Kirkuk crude since the restoration of militias popular and other Iraqi forces control of the fields of the Kurds in October last in light of the continuing tension between the federal government and the Kurdistan Regional Government after the referendum on the independence of the territory from Iraq on September 25 last.

Analysts are unable to justify these plans by extending a pipeline to transport oil through Iran while the distance to Iraq's southern ports in Basra province is shorter than the pipeline route across Iranian territory.

Iraqi oil officials announced in December plans to transport crude from Kirkuk by truck to Iran's Kermanshah refinery.

Iraqi move to bring foreign investment in the oil sector

The Iraqi Ministry of Oil is actively working these days to encourage the international oil companies to establish oil refineries in several provinces and pipelines to transport oil and its products with neighboring countries, to meet the local need and search for additional outlets for the export of oil derivatives. 

In the field of the establishment of new oil refineries, the Iraqi Oil Ministry called on foreign companies and investors to bid in the process of building and operating a new refinery of 100,000 barrels per day near Mosul, northern Iraq. 

"The terms of reference include investment models: the first is construction, ownership and operation, and the second is the construction, operation and transfer of ownership," the ministry said. "The deadline for obtaining the tender is April 1 and offers are due by May 15. 

The ministry also aims to rehabilitate Baiji refinery in Salahuddin province and also expand Kirkuk refinery.

The Ministry of Oil revealed that Baghdad and Tehran signed a memorandum of understanding to study the construction of a pipeline for the export of crude oil from the fields of Kirkuk in northern Iraq via Iran. The agreement, signed by the oil ministers of the two countries in Baghdad, calls for the formation of committees to resolve a dispute over joint oil fields and study the transfer of Iraqi crude to the Iranian refinery Abadan. 

Iraqi Oil Minister Jabbar Ali al-Luaibi said he also agreed with his Iranian counterpart, Bijan Zanganeh, who is visiting Iraq, to "coordinate positions in OPEC to achieve the required balance in world oil markets and in support of oil prices." 

The memorandum of understanding provides for continued cooperation in the field of supplying power plants with Iranian gas, inviting Iranian companies to invest in the oil and gas sector and participating in the rehabilitation of the infrastructure of the oil and gas facilities and the petrochemical plant in Basra.  In Basra, southern Iraq, announced the oil and gas committee in the provincial council «The Ministry of Oil plans to invest Basra gas and the government of Basra supports this planning, with the expectation of the entry of these new investments to work during the current year». 

The committee said that the Iraq Petroleum Conference will be held in the German capital Berlin at the end of February, with the participation of about 300 companies specializing in oil and gas, noting that the investment of Basra gas will be the most important investment opportunities owned by the province of Basra.

Iraq and Kuwait agreed to export Basra gas to Kuwait through pipelines built by each country within its territory. On December 10, the Kuwaiti oil minister announced an agreement with Iraq to import 50 million cubic feet per day of natural gas as a first stage.

The indirect or long-term impact of the dollar's decline in world oil markets is to change the fundamentals of the market by influencing the supply and demand of oil. The long-term decline in the dollar's production capacity, or lack of growth in line with the increase in prices due to the low purchasing power of exporting countries, will not enable them to save money to increase production capacity. This means lower supply compared to demand, and therefore higher oil prices. The same applies to international oil companies that receive their revenues in dollars, but they pay their bills in different currencies. Oil companies in the North Sea, for example, pay their workers' wages in euros when they receive their revenues in dollars. This means higher costs than revenues, which prevents them from increasing investment in additional energy, despite rising oil prices. This also reduces supply, and raises oil prices.

At the same time, the dollar's decline is driving demand for oil and shortening the impact of rising oil prices in the United States and countries that are pegging their currencies to the dollar. The decline in the dollar resulted in relatively low oil prices in European and Asian countries. If this decline is not encouraged by the increase in oil demand growth, at least high oil prices will not significantly affect the demand for oil in these countries. This is one explanation for the continued demand for oil to grow at a time when oil prices continue to rise. But even demand in the United States has not been affected for many reasons, most notably the decline in the dollar prevented hundreds of thousands of Americans from spending their annual leave in Europe, which made them spend in the United States and travel within. This resulted in an increase in demand for gasoline and energy in general.

Iraq plans to phase out oil

Jumaili pointed out that "there are real measures taken by the Iraqi government recently to reduce the routine in the joints of the state to encourage investors and facilitate the task of investment in Iraq."

Jihad added that "the average price per barrel amounted to (62,596) dollars," noting that "the exported quantities were loaded by (31) international companies of different nationalities, from the ports of Basra and Khor al-Amaya and the monolithic buoys on the Gulf."

A member of the Committee on Oil and Energy parliamentary Ibrahim Bahr al-Ulum, on Monday, the approval of the Presidency of the House of Representatives to include the law of the National Oil Company on the agenda of the sessions of the week to vote on him, stressing that the Iraqis will have a share of the profits of this company.

He said Bahr al-Ulum in a statement to / information / that "the subcommittee formed by the Committee on oil and energy parliamentary completed the legislation of the National Oil Company and submitted to the Presidency of the Council of Representatives," noting that "the Presidency agreed to include the law on the agenda of next week's sessions to vote on him".

Bahr al-Ulum added that "the approval of the law of the National Oil Company will constitute a qualitative leap in the oil sector and will reflect positively on the extractive and marketing sector, which will be under the umbrella of this company," pointing out that "the Iraqis will have a share of the profits of this company."

Plan to truck oil from Iraq's Kirkuk to Iran delayed by security concerns

A plan to truck oil from Iraq’s northern Kirkuk fields to Iran cannot be fully implemented at this stage due to security concerns, Reuters quoted the head of the Iran-Iraq chamber of commerce as saying on Monday. Iraq and Iran have agreed to swap up to 60,000 barrels per day of crude produced from Kirkuk for Iranian oil to be delivered to southern Iraq.

About 30,000 barrels per day of crude is to be trucked to Iran’s Kermanshah refinery in the first instance. “Iran is facing some problems to implement the agreement due to security issues,” said Hamid Hosseini, the Iranian secretary-general of the Iran-Iraq Chamber of Commerce. “Iran does not have X-ray machines to scan the trucks coming from Iraq,” Hosseini added. He said Iran was in talks with Iraq to use their X-ray facilities.

A member of the Committee on Oil and Energy parliamentary Ibrahim Bahr al-Ulum, on Monday, the approval of the Presidency of the House of Representatives to include the law of the National Oil Company on the agenda of the sessions of the week to vote on him, stressing that the Iraqis will have a share of the profits of this company.

He said Bahr al-Ulum in a statement to / information / that "the subcommittee formed by the Committee on oil and energy parliamentary completed the legislation of the National Oil Company and submitted to the Presidency of the Council of Representatives," noting that "the Presidency agreed to include the law on the agenda of next week's sessions to vote on him".

Bahr al-Ulum added that "the approval of the law of the National Oil Company will constitute a qualitative leap in the oil sector and will reflect positively on the extractive and marketing sector, which will be under the umbrella of this company," pointing out that "the Iraqis will have a share of the profits of this company."

It is noteworthy that the Cabinet voted on 14 March 2017 on the draft law of the Iraqi National Oil Company and decided to refer it to the House of Representatives.

Is this a preamble to the HCL, or will this be a foundation for the HCL. Or, is this the HCL by just another name? Anyone able to frame the scope of this, as it smells like a HCL deal?

DT Thanks, DV,   "National Oil Company Law" reads like the "Oil &  Gas Law" to me.   Sharing the wealth amongst the citizens is key in this article and the extraction and marketing of the Oil sector.  I'm praying once this happens the "HCL" should follow IMHO.....😊😁

Well I'm thinking the same thing tiger. To hear Abadi talk about the Kurds these days, they too are Iraqis. More and more the Kurds are referred to as Erbil, not the Kurds or Kurdistan. It would only make sense that the National Oil Law encompasses "Erbil" as Iraqis also! Probably why Barzani is onboard with Abadis ideas so keenly. He has never wavered in his "all roads lead to Bagdad " proclamation!
