The Islamic Republic News Agency (IRNA), on Sunday evening, the news site of the Iranian Oil Ministry (Shana), that the process of oil exchange in the city of Kirkuk (northern Iraq), with Iran began after resolving the problem of transport between the parties, Durrat Shahr (western Iran), coming from Kirkuk.

Between 30 and 60,000 barrels of Iraqi crude oil are to be transported to Kirkuk every day to provide a section of what Iranian refineries need, according to the Iranian Oil Ministry.

But Assem Jihad, spokesman for the Iraqi Oil Ministry, told the "New Arab" on Monday that no Iraqi oil shipment to Iran through the tankers, noting that the agreement signed between the two sides has not yet done because of problems related to the mechanism of transport.

Under the deal, the crude is being transported from the Kirkuk field in northern Iraq by truck to Iran, and Tehran will use oil at its refineries and deliver a similar amount of crude to southern ports in Iraq on the Gulf.

Zhenhua Oil is affiliated with China North Industries Group, an equipment developer and producer for the People's Liberation Army. The energy company will develop an eastern Baghdad oil field, with production expected to start in 2019. It aims for 40,000 barrels a day within five years. Zhenhua Oil owns concessions in six countries including Kazakhstan and Myanmar.

China consumed about 610 million tons of crude oil last year, but imported about 420 million tons -- nearly 70% of its total. As oil consumption rises with the country's economic growth, securing stable supplies will prove vital.

BAGHDAD / Al-Ghad Press: 

The Cabinet approved on Friday the transfer of three oil and gas projects in the provinces of Basra and Dhi Qar to investment by Iraqi and foreign companies. 

According to a press release of the Cabinet Information Office, "The Council of Ministers referred the project to expand the production of the field of Nasiriyah oil capacity of 100 barrels per day, the coalition of the (Iraqi oil projects) PEG Italian) method (EPCF)."

"The Cabinet also forwarded a tender for the design, processing and construction of the second central station CPF2, in the field of Majnoon - Basra Petroleum Company on (Petrofac), at a cost of $ 369 million.

The start of the transfer of Kirkuk oil to Iran broke the US blockade

Baghdad - Iraq announced the start of the implementation of the agreement between him and Iran to transport Kirkuk oil to trucks, in return for the delivery of the same amount to Iraq via Basra, in a move that runs counter to US measures to re-impose sanctions on Iran after the cancellation of the nuclear agreement with them. 
The governor of Kirkuk, Rakan Jubouri, said in February that Iraq will export oil from Kirkuk to Iran at the rate of 60,000 barrels per day. Under an agreement signed between Baghdad and Tehran last December to exchange 60 thousand barrels per day of crude produced from Kirkuk with Iranian oil for delivery in southern Iraq, with the transfer of oil by truck to Kermanshah in Iran.
The Iraqi Oil Ministry announced that it began transferring Kirkuk oil to Iran in quantities ranging from 30 to 60 thousand barrels per day for the purpose of exchange with Iranian oil delivered through Basra in southern Iraq. Noting that the flow of Kirkuk oil is through tankers to Iran, within the agreement concluded by the Ministry of Oil with the Iranian Ministry of Oil in a reciprocal deal of the same quantities and specifications. 
To confirm the news, the official «IRNA» Iranian official, «the start of the process of exchange of Kirkuk oil with Iran after resolving the problem of transport between the parties». The agency quoted the Iranian Oil Ministry as saying that the Iraqi oil trucks coming from the city of Kirkuk entered Iranian territory to unload their cargo in the tanks of the city of Durrat Shahr (western Iran).
Iraq has already announced the agreement of the two countries to implement a project to establish a strategic oil pipeline from Kirkuk to Iran, when the Iraqi Oil Minister Jabbar Ali al-Allaibi, in February last, to hold talks with Iran to determine the date of start of oil exports from the fields of Kirkuk, Following the signing of al-Allaibi and his Iranian counterpart Zangana, in the same month, a pipeline agreement for the transfer of Iraqi crude oil from the fields of Kirkuk through Iranian territory, and the transfer of Iraqi oil from Basra to Abadan in Iran. 
The start of the implementation of the oil agreement at the time of the Iraqi scene these days with a difficult struggle is the existence of two political currents, one of which continues to Iran and the other seeks to reduce the Iranian influence in Iraq, and are engaged in a fierce battle to collect the parliamentary majority necessary to form the next government.
The problem of the export of Kirkuk oil has emerged in recent years due to tension between the governments of Baghdad and Erbil, especially after the federal forces control the oil province and other disputed areas between Baghdad and the region last October following the referendum on independence organized by the provincial government last September . 
The government of the province is currently exporting about 250 thousand barrels per day from the oil fields in northern Iraq via the pipeline to Turkey and keep its imports in its favor despite Baghdad's refusal to do so. 
It is noteworthy that the Iraqi Oil Ministry, revealed the high quantities of crude oil exported and revenues achieved for the month of May compared to the previous months of 2018 current. 
The volume of exports of Iraqi crude oil (108) million and (194) thousand and (920) barrels with revenues amounted to (7) billion and (566) million and (294) thousand dollars.
Observers believe that the Iraqi deal that the exchange of Kirkuk oil with Iranian oil came as a reward to Iran for its effective role in resolving the Arab-Kurdish conflict on the oil-rich province of Kirkuk, and help the government of Haider Abadi, by imposing influence on some Kurdish parties, to extend the control of the federal forces on Kirkuk And the withdrawal of Peshmerga forces, following the crisis of the referendum on independence. 
But the start of the deal did not satisfy the United States, which recently canceled the nuclear deal with Iran and announced the application of measures and sanctions and a blockade on Iran to weaken its influence in the region.
It is certain that the decision to exchange oil between Iraq and Iran comes within the attempts of the Baghdad government to find new outlets for the export of Kirkuk oil as well as the oil pipeline through Turkey, which is affected by the crises between Baghdad and the region, while achieving the agreement to Iran as an outlet to export its oil by circumventing the American blockade. Therefore, the first beneficiary of the agreement will be Iran to break its international isolation, while the agreement does not constitute an important need for Iraq, which is currently exported from the ports of Basra, less than its real export capabilities, in accordance with OPEC's agreement on the quantities of oil exports of its members.
