Iraq’s Ministry of Oil has announced final oil exports for June of 105,640,161 barrels, giving an average for the month of 3.521 million barrels per day (bpd), an increase from the 3.490 bpd exported in May.

These exports were entirely from the southern terminals, with no exports registered from Kirkuk via Ceyhan.

Revenues for the month were  $7.264 billion at an average price of $68.758 per barrel.

The oil was shipped by 38 international companies from the ports of Basra, Khor Al-Omaia and the SPMs on the Gulf.

Iraqi government is involved in smuggling operations of Kirkuk province's oil to Iran, which have escalated recently, with the purpose of re-refining and sending it as oil derivatives, while their revenues go to unknown destinations.

Iran re-refines the crude oil and turns it into oil derivatives, then sends them back to the Iraqi Kurdistan region where they are sold, however their revenues go to unknown destinations, the source underlined.

 

The source underscored that the checkpoints of the Kurdish Peshmerga forces are only a few meters away from the checkpoints of the joint forces in Kirkuk set on the roads on which the trucks pass through, but neither of the forces can prevent these tankers from passing.

HEWLÊR-Erbil, Iraq’s Kurdistan region,— Iraq’s Kurdistan Regional Government (KRG) generated more than $3.853 billion USD in revenue from oil sales in the last six months of 2017.

The KRG has released a report prepared by Deloitte on oil production, export, consumption, and revenue in the Kurdistan Region between July 1 and December 30 of last year.

The Kurdistan Region signed a contract with the international audit firms on October 5, 2015 to examine oil production and revenue in an effort to improve transparency.

After deducting expenses, the total revenue generated from oil sales amounted to $3,853,777,857 in the last six months of 2017, the report read.

The total oil exports and consumption from the Kurdistan Region amounted to 90,997,914 barrels during the six-month period under audit, Deloitte’s report said.

“Net cash balance received by the KRG for the period sales $1,815,410,669 USD,” the Deloitte report read. “Additional advance payments made by buyers against future sales $83,825,333 USD.”

An average oil sales price for the period was $44.584 per barrel of exported through pipelines, the KRG stated.

“This independent review is only one part of the government’s transparency program,” KRG said.

Deloitte is an international auditing firm based in New York City and helps the Ministry of Natural Resources by providing auditing and consulting.

Lawmakers and political figures have previously criticized and accused the Iraqi Kurdistan government over a lack of transparency on oil exports and revenue.

Members of Kurdistan Parliament have claimed millions of dollars have gone missing from the Region. The Ministry of Natural Resources has denied those accusations.

Kurdistan considered as the most corrupted part of Iraq. According to Kurdish lawmakers and leaked documents billions of dollars are missing from Iraqi Kurdistan’s oil revenues. A Kurdish lawmaker said in 2017 the amount of $1.266 billion from oil exports and Iraqi Kurdistan’s revenue has gone missing in three months.

The Talabani family including Jalal Talabani’s wife, Hero Ibrahim and her sons Bafel (Pavel) and Qubad and their relatives alongside other PUK leaders like Kosrat Rasul and his sons, accused by observers and politicians of amassing huge wealth from oil business in Kirkuk areas.

Massoud Barzani, the president of Kurdistan region from 2005-2017, has been accused by critics of amassing huge wealth for his family instead of serving the population. Barzani’s son is the Kurdistan region’s intelligence chief and his nephew Nechirvan Barzani is the prime minister.

According to local and international analysts the lack of control mechanisms in Iraqi Kurdistan makes it a paradise for illegal financial activities by the Kurdish ruling leaders.

The Iraqi Oil Ministry has announced that state-run firms will begin to develop the Mansuriyah gas field after the “delay and failure” of international companies to resume work there, Asharq Al-Awsat reported 

Oil Minister Jabar al-Luaibi issued a statement on Tuesday ordering the companies to develop the gas field after foreign firms did not resume operations despite repeated requests from the government.

In 2011, Iraq signed a deal with a group led by Turkey’s state-owned TPAO and including South Korea’s Kogas and the Kuwait Energy Company to develop the field in Diyala province.

The ministry indicated that it needs to start gas production from Mansuriyah to feed the power stations and cope with electricity shortages.

Iraq is planning to produce up to 100 million cubic feet a day within a year, which should gradually rise to 325 mcf/d in coming years, the oil ministry statement, a copy of which was obtained by Asharq Al-Awsat, said.

Oil Ministry spokesman Asim Jihad said having state firms develop Mansuriyah will help to produce gas needed for a nearby power station and cut fuel imports which burden Iraq’s budget.

He added that this will reduce gas fuel imports and provide hard currency to the Federal Treasury, as well as provide jobs for the people of the province through the involvement of private sector companies in the implementation of some services and secondary contracting for the project.

The oil minister expected the increase of his country's crude oil reserves from 153 billion barrels to 230 billion barrels in the event of expansion of exploration, pointing out that the process of burning gas will stop completely in 2022.

Jabbar al-Luaibi said in an interview with the official newspaper "Al-Sabah" that the proven reserves of crude oil 153 billion barrels.

Al-Luaibi added that Iraq's reserves are more than that, and that if the exploration activity is intensively activated, the proven reserves may reach 230 billion barrels, but because of the wars in the country, the exploration is much delayed.

"The proven reserves are 135 billion cubic feet. This is also a preliminary, but if the exploration is expanded, it will reach 250 billion cubic feet across the country," he said.

The minister pointed out that Iraq was losing annually from 7 to 8 billion dollars, because of the burning of gas accompanying, so the ministry sought  through its contracts to prevent it .

Al-Allaibi pointed out that after 2003 Iraq signed a contract with Shell to invest about 40% of  the South gas , but they reached only 50% of the contract.

The minister pointed out in his interview with the newspaper that a contract was  signed with Baker Hughes of the United States to invest Nasiriyah gas with a capacity of 200 million cubic feet .

" Our plans in the ministry are going to not burn one drop at the end of 2022 , by investing all the gas associated with the oil extraction operations with the completion of the main infrastructure of gas."

Iraqi Oil Minister Jabbar al-Allaibi announced that Iraq plans to increase its oil production to more than seven million five hundred thousand barrels per day.

Al-Allaibi said in a press statement that Baghdad plans to increase this during the years of twenty-three and twenty-two and twenty-four, pointing out that oil prices tend to stabilize.

Al-Allaibi said that Iraq will allocate six million barrels of this ratio for export per day, while will allocate one million and 500 thousand barrels per day for domestic consumption.

Iraqi Oil Minister Jabar al-Luaibi said oil prices are approaching stability, Reuters reported on Monday.

 

Iraq plans to raise oil production to more than 7.5 million barrels per day (bpd) by 2023-2024, including 6 million bpd of oil for exports and 1.5 million bpd for domestic consumption, Luaibi said.
