The US Treasury doesn't deal directly with individuals in the exchanging of US dollars; and USD is being exchanged in conjunction with other foreign currency at the US Treasury. One doesn't just walk into the US Treasury like they would a bank to exchange currencies, of course. Keep, I've worked in banking for 27 years; and yes, it is funny what a person can find out through people we know; including the ones that I went to college with who now work in Washington and with the World Bank. I have also read and know for a fact the US Treasury does hold foreign currency. On a side note in reference to what Secretary Lew said, the debt swap with the Fed Financing Bank and the Civil Service Retirement/Disability Fund, with the US Treasury, should be very alarming to everyone; considering what happened in England with the retirement pension funds earlier this year being used as leverage by the Bank of England to stabilize their smothering national debt and to cover their debt obligations. What this is now telling us is the US Treasury is now taking from different government program funds to cover/hold the debt limit at $16.7 trillion; though I have to question what kind of accounting tricks are being used currently to maintain this illusion of stability. God help us, and I mean that sincerely.

So why do they come before us if they don't have time for us, why don't they wait till they can spare us a little of their time...after all they wanted us to be here in the beginning. Not calling any body out here just what i have observed over the years and it is true. According to the U.S. Supreme Court ruling, Obamacare cannot be implemented and is not considered the law of the land, contrary to Democrat claims. The Exchange Rate of Foreign Currency in Economic Feasibility Studies Below are the central controls related to the exchange rate of the foreign currency to convert the project inputs and outputs from foreign currency to its equivalent in the local currency, and that is by calculating the net discounted present value standard and the internal return on investments in economic analysis that governs investment projects that costs excess one million dinars. Estimate the shadow price of foreign currency: It is necessary to put central controls to amend the official exchange rate * to reflect the shadow price of the foreign currency, and that is considered one of the necessary requirements to implement the net discounted present value standard and the internal return rate on investment in the economic calculation stated in the instructions, paragraph nine. The central controls for adjusting market prices distinguished a group of outputs and inputs traded internationally, where the projects production or usage of them is reflected on the abundance of foreign currency in the economy and thus project outputs or inputs used of such are considered purely foreign currency outputs or inputs. * What is meant by exchange rate: the number of units of foreign currency, expressed in dollar per one dinar. In particular the following outputs and inputs of foreign currency were distinguished: Export-outputs. Outputs marketed locally that substitute imports. Imported inputs. Inputs produced locally that usually go to exports. Foreign labor. According to the pricing rules the value of the output and input (traded) is calculated using export prices (FOB) and import prices (CIF), according to what is listed in the pricing rules. In other words the pricing rules calculate what the project produces from foreign currency (quantity of exports multiplied by the export price (FOB) in foreign currency or the quantity of substitute imports multiplied by the import price (CIF) in foreign currency, as well as what the project uses from foreign currency and imported inputs multiplied by the import price (CIF) in foreign currency .... etc.). In a later step, project outputs and inputs must be converted from the foreign currency to its equivalent in local currency (dinars) by using a specific exchange rate for the foreign currency. Justifications for exchange-rate adjustment: there are a number of important and powerful arguments which support the view that the official exchange rate reduces the real value of foreign currency for purposes of calculating the economic national profitability for investment projects and hence for the purposes of investment planning. It is demonstrated in this context to call for assessing the dinar for less than (3.208) dollar (official exchange rate) when assessing project outputs and inputs of traded goods of exports, substitute imports and imports... etc. The justifications to call for the use of an exchange rate that is lower than the official exchange rate are: The use of an exchange rate that is lower than the official rate is the appropriate action at the investment planning level to translate the country’s economic strategy aiming at stimulating central investments in the sectors that encourage the development of non-oil exports, as well as sectors that encourage the expansion of domestic production base in order to reduce imports and compensate it with local commodities. This helps to reduce reliance on foreign exchange earnings from crude oil exports and increases the share of non-oil sectors in the local production. The application of the amended exchange rate on project imported inputs will assist in directing investments away from aggregated sectors dependent on imported inputs and the preference of those sectors that rely on locally produced inputs. The use of the amended exchange rate helps to correct the balance in favor of the traded goods sectors compared to non-traded goods. The real exchange rate has declined rapidly since the early seventies, through rapid rise of the level of prices and local costs which led by the steadiness of the official exchange rate to change in prices and actual local rate costs that gave an advantage for imported goods at the expense of locally produced goods, meaning that it led to deterioration of the competitiveness of alternative replacement goods and export commodities. This action shows that the official exchange rate overestimates the value of the dinar, compared to the foreign currency and from the promoting goods substituting imports and export commodities point of view of. And in support to this view is the state’s utilization and in a broad approach to the customs and quantitative protection policies especially for consumer goods, as well as export subsidies that exports have through an amended export exchange rate. Estimate the amended exchange rate of the Iraqi dinar to be used in technical and economical feasibility studies and for (1.134) dollar per dinar. This price should be approved for 3 years until re-appreciation by the competent authorities.

I don't normally get too involved in the conflicts here at DV, but I really respect Easy, and in someways, after all the years, this problem occasionally comes up. People know that this is a rumors section, and come here, and complain about the posts. Most of us, that have been here a while, either don't hang out here, except for entertainment purposes, or go over to the news section, which is very strict on being an actual piece of news. Funny thing there is, that the Iraqi media are just about as bad at putting out some fictious stuff, as people like Oakie, Frank, or Tony, so I guess maybe in this investment, take everything with a grain of salt! Anyway, you have options of where you want to be, either here on this site, or on another site, you feel is better suited for you. The National Iranian Drilling Company (NIDC) has signed an agreement with the Iraqi Drilling Company under which Iran will provide personnel training and supervision of Iraqi drilling operations. I've never understood this "acceptance" by the citizenry, and by Congress, of attaching so much "pork" and special-interest funding to certain primary bills. Because of lobbying, and the mistaken sense of "efficiency" by "bundling"... this convolution just makes clarity impossible. I call it lazy politics! Congress needs to work harder and later... if it takes 100 bills, instead of one, so be it! I believe all bills should be stand-alone. How about a bill to force all bills to be stand-alone?!!!

The budget process forces Congress to set priorities to protect the people’s money and put it to its appropriate use. Instead, the Democrat-controlled Senate has abdicated its responsibility. The result? The deficit is soaring, causing a looming tax burden and injecting uncertainty into the economy, leaving jobs and economic growth on the table. It’s no wonder the U.S. economy’s growth is so tepid. As the 1,000th day nears, here are some facts about America’s budget and why the Senate must take action to be stewards of the people’s money as the Constitution requires: The last time the Senate passed a budget was on April 29, 2009. Since that date, the federal government has spent $9.4 trillion, adding $4.1 trillion in debt. As of January 20, the outstanding public debt stands at $15,240,174,635,409. Interest payments on the debt are now more than $200 billion per year. President Obama proposed a FY2012 budget last year, and the Senate voted it down 97–0. (And that budget was no prize—according to the Congressional Budget Office, that proposal never had an annual deficit of less than $748 billion, would double the national debt in 10 years and would see annual interest payments approach $1 trillion per year.) If the 2001 and 2003 tax cuts expire and more middle-class Americans are required to pay the alternative minimum tax (AMT), taxes will reach unprecedented levels. Federal spending per household is skyrocketing. Since 1965, spending per household has grown by nearly 162 percent, from $11,431 in 1965 to $29,401 in 2010. From 2010 to 2021, it is projected to rise to $35,773, a 22 percent increase. Despite all of these blatant red flags, the Senate has utterly failed to execute the most basic, fundamental function of governance at the worst possible time—when the country’s fiscal house is in disarray, the U.S. credit rating is in continual jeopardy, entitlement spending is ballooning, defense spending is on the chopping block, and the economy is in shambles. One thousand days without a budget is an embarrassing number, but the level of spending, deficits, and taxation that results from the Senate’s failure to exact even a modicum of fiscal discipline is terrifying. Senator Reid has said it would be “foolish” to pass a budget, but failing to pass it is proving to be beyond irresponsible. The middle class will be left holding the bag, paying for the Senate’s reckless negligence with soaring deficits, higher taxes, and a weak economy as far as the eye can see.
