Ihsan Abdul-Jabbar said in statements to Bloomberg that Iraq has already received offers from 5 companies interested in building treatment platforms and increase the production of Majnoon oil field in the south to 450 thousand barrels per day.

Abdul-Jabbar did not disclose the companies that have advanced bids to the Iraqi government, represented in the Iraqi Oil Ministry.

"The ministry is considering an offer by a Dutch company to build an industrial island off the coast of Basra on the southern Gulf, where it is building a storage platform with a capacity of 10 million barrels, as well as a plant to export oil with a capacity of two million barrels per day.

"The new projects aim to provide an adequate safe area for oil tankers off the coast of Iraq during bad weather," Abdul Jabbar said.

He noted that the industrial island project will be provided with storage and shipping facilities for crude oil, which will contribute to enhancing Iraq's export capabilities and will ensure that quantities are absorbed in case of increased production.

Abdul-Jabbar said that the state-owned Basra oil aims to raise production to 3.5 million barrels per day by the end of 2018, compared to 3.15 million barrels a day at the moment.

He added that the company also plans to pump 4.5 million barrels per day in the horizon of 2022, with gains in all areas of the company at the headquarters of its presence in the southern province of Basra.

The director of Iraq's Basra Oil Company discussed the state's efforts to boost oil sales from the southern regions, which include huge fields such as Majnoon and Rumaila , to offset production losses in the northern fields, which have fluctuated since the outbreak of the referendum crisis in Kurdistan last September.

In October, Baghdad raised its oil exports from the southern Basra region 200,000 barrels per day, and exports of southern oil fields as a whole by 3.45 million barrels per day , to compensate for the shortage of fields in northern Kirkuk.

Iraqi Oil Minister Jabbar al-Luaibi also announced that the export capacity of the southern ports will increase to 4.6 million barrels per day after increasing export and storage capacity and export port development projects .

The Iraqi oil minister called on Iraq to develop an urgent plan to repair and rehabilitate the oil pipeline from the Kirkuk fields to the Turkish port of Ceyhan , through the governorates of Salah al-Din and Nineveh, to divert part of the Kirkuk-Ceyhan route .

The committee recommended to amend the contract of the Qibla Pipeline Project with a view to rebalancing the costs of the items within the total cost of the contract, stressing that "the decision of the committee does not exempt the parties involved from the project from any responsibility related to the previous case and the related problems that caused the project's delay, Which may result from the reports of the relevant regulatory bodies. "

The Committee stressed the "need to sign a joint record between the province and the executing company certified by the notary public includes the confirmation of the rights and duties of the parties." 
The draft Qibla pipes in Basra was included in the tables of the investment budget for 2011 at a total cost of 330 billion dinars and was transferred to an Indian company for 275 billion dinars, has not been achieved so far because of technical and legal problems. 
On the other hand, the Economic Affairs Committee recommended to the General Secretariat of the Council of Ministers the annual guide to the products of public companies to all ministries in order to comply with it and work within the framework of the protection and promotion of local products. 
The Committee also decided to authorize the Ministry of Commerce to provide ration card items, especially the sugar and oil products of the domestic product exclusively during the year 2018 of the Iraqi factories registered with the Investment and Industrial Development Authority, in support of the national industry. "

Iraq plans to award oil and gas exploration and development contracts in 11 new blocks on April 15, oil ministry spokesman Asim Jihad said on Sunday.

Iraq had initially set June 21 as the date to open the bids for the new blocks, located in border areas with Iran and Kuwait, and in offshore Gulf waters, CNBC reported.

 

Bidding documents will be made available to oil companies planning to make offers on April 13, Jihad said. The offers will have to be submitted on April 15 and the winners will be announced the same day, he added.

 

The oil ministry announced on Thursday measures to reduce the fees received by the oil companies from the government in the new contracts.

 

The new contracts will exclude oil by-products from the companies' revenues, establish a linkage between prevailing oil prices and their remuneration, and introduce a royalty element.

 

Oil producers in Iraq currently receive a fee from the government linked to production increases, which include crude and oil by-products such as liquefied petroleum gas and dry gas.

Iraq is preparing  to launch new licenses to explore offshore and offshore oil sites amid fears of political interference in licensing operations for other companies, which could affect plans to increase oil production, the main source of financial revenue. 

Preparations are under way to hold a conference on the licensing of oil in Baghdad on Sunday, organized by a joint committee of the Ministry of Oil and experts at the company that is responsible for the export of Iraqi oil to the world as well as representatives of the Prime Minister's Office. 

Some companies and investors wishing to obtain oil licenses were worried about the worsening corruption in the country and the possibility of political interference in the issue of licensing.

According to informed Iraqi sources, I spoke to the "New Arab", the companies that will win the new round of licenses will receive different concessions in the specific areas, and will be a priority in the development and investment fields in the liberated cities of a future organization. The sources, who declined to be named, indicated companies from Russia, the United States, China, Britain and others to compete for the licenses. 

The expert on economics and professor of the Institute of Oil in Baghdad, Walid al-Hassani, explained to the "new Arab", that the new licensing round "will be a test of the government in the extent of correcting the current picture on corruption." 

He said Hassani "should be a two - day conference will continue at least", referring to a field tour by some companies for several sites will be put up licenses to explore for  oilOther companies have also asked the Ministry of Oil for a complete database on the fields, the security situation in the area, and the road networks and airports nearby.

A source in the Iraqi Oil Ministry confirmed to the "New Arab", that the duration of contracts that will be granted to companies will range between 10 and 25 years, indicating that Iraq's share of profits will not be less than 75% in the fields where the production of oil and gas.

The source, who declined to be named, said the priority would be for well-known international and regional companies with previous experience in the field of oil exploration and production, stressing that the Ministry of Oil seeks through the new round of licenses to provide additional funds to support the state budget affected  by the economic crisis that hit The country over the past years. 

He pointed out that the oil and gas patches located on the border with Kuwait and Iran will be dealt with after coordination with the two countries to ensure that there are no infringements or overlap with the fields located within the borders of the two countries. 

The source confirmed that the new round of licenses will include three patches on the border with Kuwait, namely Umm Qasr, Jabal Sanam, and the water cisterns, and five patches on the border with Iran, namely Zerubatia, Neptaneh, Shehabi, Sindbad, Hawizah, Kalbat and Khashm al- Diyala (eastern Iraq), and another area overlooking the waters of the Arabian Gulf.

Direct: news agencies quoted, on Thursday , a senior official of the Iraqi Ministry of Oil, Iraq postponed a bidding round for oil and gas for one of ten to a new patch on 25 April.

According to Reuters, Iraq had originally planned to award contracts for exploration and development of oil and gas for the new irrigated in border areas with Iran and Kuwait and in the waters of the Gulf, on April 15, 2018.

The head of the Licensing and Contracts Office of the Iraqi Oil Ministry, Abdul Mahdi al-Amidi, justified the delay, saying it was only intended to give companies a little time to process and submit bids .
