Retired United States general, former CIA Director and Commander of international forces in Iraq and Afghanistan, David Petraeus said Iraq’s Kurdistan Region needs to produce and export about 800,000 barrels of oil at US$105 per barrel before it declares statehood.

“I literally don’t think they [Kurds] can afford to be independent. We calculated at one point – the CIA – that they needed to export about 800,000 barrels of oil at US$105 per barrel. They are only producing 800,000 barrels on a really good day and exporting a subset of that now in the forties per barrel. So, they still need some of what they get from Baghdad.” said Petraeus in an interview with Australian Strategic Policy Institute on Friday.

Petraeus said “Keep in mind that Iraq for all of the centrifugal forces pulling it apart has a huge centripetal force and that is the central government’s distribution of the oil revenue. That is absolutely crucial and that is keeping that country together.”

 

“The Sunni Arabs, for all of the differences they have with Shia-led government in Baghdad have no alternative, but to getting that. So maybe you get a new deal with Baghdad, gets greater devolution of power to the provinces, the Sunni provinces, as they have and some of the others. But I think they stay part of Iraq and I think that the Kurds will stay part of Iraq for some time longer as well.” Petraeus added.

“I think, ultimately, they probably do have a right to an independent state and an independent people, but again they’re going to have to get a good deal. This has to be an amicable divorce with Iraq and a good deal with Turkey before they can risk that.”

The retired US General David Petraeus has served as the commander of international forces in Iraq and Afghanistan and the CIA chief.

The Kurdistan Region’s political parties, not including the Change Movement (Gorran) and the Kurdistan Islamic Group (KIG), came to an agreement on June 7 to hold a referendum on the region’s independence on September 25, 2017.

The decision by Iraqi Kurdistan Region’s authorities has concerned IraqUSUKEURussiaGermanyTurkey and Iran.

ERBIL— Kurdistan Region president Masoud Barzani stated that Kurdistan Region exercises its right for independence through the referendum in September, asking the international community respect the "democratic decision of Kurdistan's people."

In an article which was published by the Washington Post on Wednesday, Barzani touches on the factors pushing Kurds to plan referendum and assures the neighbors that the survey will not alter their borders.

"On Sept. 25, the people of Iraqi Kurdistan will decide in a binding referendum if they want independence or to remain part of Iraq," President Barzani writes," The vote will resolve a conflict as old as the Iraqi state itself between the aspirations of the Kurdish people and a government in Baghdad that has long treated Kurds as less than full citizens of the country."

He stated the survey does not threaten anyone, rather it "may make a volatile region more stable."

"It will not alter the borders of any neighboring state and, if done right, will make for a much stronger relationship between Iraq’s Arabs and Kurds."

President Barzani also points out that Kurdistan authorities are ready to do everything possible "to accommodate Iraqi concerns in the likely event that the vote is for independence."

In his piece for the Washington Post, Barzani expands on the history of Kurds' struggle for independence in the 20th century and the annexation of their lands to Turkey, Iran, Syria and Iraq against their will.  

The focus then is moved to the Kurds from the Kurdistan Region who for decades hoped for a real power-sharing with the successive Iraqi government but instead suffered atrocities at the hands of Iraqi administrations, including those installed after the fall of Baath regime in 2003.  

President Barzani alludes to the Iraqi constitution drafted after the fall of the Baath regime as the key guarantee to protect the autonomy for Kurds and the rights of all Iraqis.

However, he adds, the constitution has been violated by the Iraqi governments for 14 years.

"Fourteen years later, Baghdad has failed to implement key provisions of that constitution, and we have good reason to believe that it never will," Barzani states, "This failure of the political system is also responsible for the drastic deterioration of relations between Sunnis and Shiites that led to the rise of the Islamic State, with disastrous consequences for all Iraqis, including the Kurds."

In another part of his article, Barzani explains the claim that Iraqi unity is to better protect the Iraqi citizens "is not supported by experience."

He refers to the Iraqi government's denying military and financial support to the Kurdistan Region at the time of Islamic State (IS) offensive against Kurdistan in 2014.

The cooperation between Kurdistan Peshmerga forces and Iraqi army in the battle against IS "provides a model for how Kurds and Arabs might cooperate in the future," Barzani believes "the Peshmerga and the Iraqi army have been in an alliance of equals. Each army has its own chain of command."

He also promises that Kurdistan's cooperation with the other major actors in the battle against IS will continue.  

Regarding the steps following the imminent referendum, Barzani writes after negotiations with Baghdad and consultation with the neighbors and the international community the timing and modalities for Kurdistan independence will be determined.

"In our negotiations with Baghdad, we will be practical. The issue of what territory joins Kurdistan will be the most contentious issue in the separation," Barzani notes, while he deems the referendum will help fully implement the Article 140 of the Iraqi constitution which the federal government has failed to enforce before its deadline on Dec. 31, 2007.

"Nearly ten years later, we propose to give them that opportunity. We wish to incorporate into Kurdistan only those territories where the people overwhelmingly want to be part of Kurdistan as expressed in a free vote," Kurdistan president states, adding  Kurdistan does not wish for a long-lasting territorial dispute with Iraq that "could poison our future relations."

President Barzani also highlights the diversity of Kurdistan, saying "Kurdistan is home to Christians, Yazidis, Turkmen and Shabaks whose separate identities are recognized in our laws."

In his concluding words, Kurdistan president writes "after a century of trying, it is time to recognize that the forced inclusion of the Kurds in Iraq has not worked for us or for the Iraqis."

He also asks the US and the international community "respect the democratic decision of Kurdistan’s people," for the interest of both Iraqis and people of Kurdistan.

Kurdistan Region President Massoud Barzani said that the secession of the territory from Iraq will be a factor for the stability of the region, noting that the Kurds will continue their close cooperation with Baghdad.

He wrote Barzani in an article published by the Washington Post reported today that "the independence of Kurdistan may make the region more stable," and will establish as a strong relations with Baghdad and would be an excellent neighbor and will cooperate against terrorism and will share resources with them, including the water and oil the way that is beneficial to "the two countries."

"We will decide the people of Iraqi Kurdistan in the binding referendum, which will take place on 25 September this year, if they want independence or remain part of Iraq," stressing that this move will not pose any threat to any party, and "the border with any will not change from neighboring countries, "in reference to Turkey and Iran.

He noted the Kurdish official said the declaration of the timing and method of separation after the referendum will be "after negotiations and extensive consultations with Baghdad and with neighboring countries and the international community," following up "we will be pragmatic with Baghdad, and we suggest that it be granted an opportunity for residents of the disputed areas to determine their future in a democratic way."

Barzani ended his presidential term since August / August 2015 and continued that "regardless of the outcome of the referendum, we will continue our close cooperation with the

one way too get bagdad  too the  table again ,  sooo   September  is a time frame for the h-c-l   or any other laws about profit sharing ,  wonder if bagdad will call the bluff ?  { I say bluff ,  because  Kurdistan tribes are scattered over quite a lot of area  turkey, iran  ,Iraq, afganistan ,  to say we will become a nation with in Iraq ...  can`t be done with out a big brew haa ... }   time to get off the slow poke train too no where , and pull into the  " dinar value station "

ERBIL — A former Kurdish member of the Iraqi parliament said that Nouri al-Maliki, the Iraqi former PM who leads the State of Law faction has paid a number of Kurdish channels in order to stand against the forthcoming referendum on Kurdistan Region independence.

Sirwan Ahmed, a former Iraqi MP from the Patriotic Union of Kurdistan (PUK) told BasNews “Maliki has spent a great deal of money, and some media channels in Kurdistan have received part of it, in order to lead an anti-referendum campaign.” He noted that Maliki will keep paying the channels until his assumes his aim is achieved.

The Kurdish official believes Maliki may increase the amount of the money he is spending against Kurdistan Region and use more people and channels. He noted that Maliki is seeking to incite tensions among the people of Kurdistan Region to divide them.

He added that Maliki is openly plotting against Kurdistan Region and has personally threatened the region if it holds a vote on independence.

BasNews has obtained a document which shows that Maliki has given $87 million to Chavy Land Company which is part of Nalia companies owned by Shaswar Abdul Wahid, the owner and founder of Nalia Media Corporation.

There a clear divergence of views on stances of key Kurdistan Region's parties concerning the mechanisms of the independence referendum, Shawan Raber, a leader in Kurdistan Islamic Movement, revealed on Tuesday. 

In a press statement, Raber said that the main parties in the Kurdistan Region have concerns over holding the referendum on independence. 

This in turn led to a difference in the viewpoints of the region's people as per their partisan leaning and political affiliation, he noted.  

Raber stated that a number of parties, which have recently attended a meeting with Kurdistan Region's President Masoud Barzani, agreed to hold the referendum.

President of the Kurdistan region, Massoud Barzani, again defended the referendum, which seeks the vote in preparation for the independence of the Kurdistan region as warned of the emergence of what he described as "new terrorism and otherwise" turn the page after the organization Daesh of Mosul.
