US to build biggest consulate building in Erbil

The new US consulate building will cost $600 million, and will be built on 200,000 square meters on Erbil-Shaqlawa Road.

 

ERBIL, Kurdistan Region – In a sign of long-term commitment to its already thriving diplomatic mission in the Kurdistan Region, the US will soon lay the groundwork for its biggest consulate complex, Erbil, reiterating the strategic importance of the region for Washington.
 
The new US consulate building will cost $600 million, and will be built on 200,000 square meters on Erbil-Shaqlawa Road. The Erbil complex will be constructed by four American and some local companies and will finish in four years. The building will be bigger than the US’s second biggest embassy building which is in Yerevan, Armenia.
 
“We signed the project for the US Consulate General building in Erbil when Matthias Mitman was the Consul,” Falah Mustafa, head of the Kurdistan Regional Government’s (KRG) Foreign Relations Office, said. “The US relations with the Kurdistan Region are not new. The US has had a significant role in the making of today’s Kurdistan since 1991.”
 
The US initially opened a diplomatic office in Erbil in February 2007, which it later upgraded to a consulate general in 2011. US President Barack Obama declared in his first speech on the emergence of the Islamic State (ISIS) that Erbil was a “red line” for Washington. This show of support was decisive in preventing the ISIS from reaching the Kurdish capital.
 
The US consulate general building in Erbil is second only to the US Embassy’s building in Baghdad which is built on 420,000 square-meters. The US embassy in Baghdad was built in 2009 and is its biggest mission compound in the world which cost the country $750 million, a complex the size of the Vatican.
 
“The US moved forward to repel the ISIS attacks and showed its commitment to protect the Kurdistan Region when Erbil was under ISIS threat in 2014,” Mustafa added.
 
The US looked at the Kurdistan Region differently prior to the emergence of the ISIS threat. Mustafa expressed he believed this positive support from the US to Erbil will continue.
 
“Erbil is now a red line for the US because they believe in the future of Kurdistan. Relations between the Kurds and the US were not forged overnight,” Mustafa said.
 
The US has had a diplomatic and military presence in Erbil. Washington set up a military base in Kurdistan following the emergence of the ISIS threat.
 
“The US military base will remain here as long as the threat of terror remains and this threat will not vanish in a matter of days,” Mustafa explained.
 
There are currently 30 consulates, six honorary consulates, and six foreign trade offices in Erbil. The latest to open in Kurdistan was the Japanese consulate on Jan. 11.
 
The existence of the various different diplomatic missions in Erbil has upset neighboring Iran. A commander from the Iranian Revolutionary Guard Corps (IRGC) recently expressed his concerns about the increasing number of foreign representations in the Kurdistan Region, claiming that they were aimed at destabilizing the security of Iran.
 
“Opening more than 30 consulates is not normal,” Iranian Brigadier General Mohammad Hossein Rajabi criticized. Most of these consulates are used for espionage activities.”
 
“We hope that states do not take the problems or struggles they might have to the Kurdistan Region,” Mustafa said in response to the IRGC commander. “We find it strange for a neighboring country to meddle in our affairs and set paths for us. We respect relations with our neighbors. We hope for mutual relations and understanding with our neighbors.
 
“We are not a threat to any country. Our past shows this. We are open in doing politics and will not become part of any regional or international struggle.”
 
The United States’ biggest consulate building in the world is currently in the city of Ciudad Juarez in Mexico. It is a four-story building that had a construction cost of $66 million. The mission was opened in 2008 and has 300 employees.

And I'll bet the HCL is law once we have Trump's team in the WH and working. And Abadi will be and the Inauguration to on Friday (or so I read on this site somewhere) strengthening "friendships".  The US wants Iraq to succeeded.

Officials in the government of Iraq 's Kurdistan region revealed on Tuesday, a close Washington directly largest consulate in the Middle East region in Irbil building, on an area of about 20 hectares (about 200 thousand square meters), including construction and facilities. 

The newspaper, for officials as saying, " The new US consulate is the largest of its kind in the Middle East, and will be near the tourist resort of Salahuddin , near Arbil." 

He added, that "American companies and other local Iraqi consulate will build a process that, as an alternative to the current headquarters , which is modest." 

For their part , he stressed the head of external relations at the Government of the Territory Falah Mustafa Abubakar, therefore, noting that " the United States made the request before the establishment of the consulate and plans related thereto, have been referred to the Foreign Relations stakeholders to give their consent."

Officials in the government of Iraq's Kurdistan region, said two days ago that Washington will begin the largest consulate in the Middle East region in Irbil building, on an area of about 20 hectares (about 200 thousand square meters), including construction and facilities. According to political sources in the government of the territory, which enjoys the semi-independent from Baghdad since the US occupation of the country in 2003, the new US consulate is the largest of its kind in the Middle East, and will be near the tourist resort of Salahuddin, near Arbil. The same sources confirm that US companies and other local Iraqi consulate will build a process that, as an alternative to the current headquarters, which is in front of this modest project. In turn, local television station quoted a Kurdish close to the President of the Kurdistan Regional Government, that the cost of building the US Consulate will be $ 600 million, and will be completed in four years later.

The US presence in Irbil: some facts

Washington maintains a large military base in the Kurdistan region, claims that it is coordinating attacks against US bases Daesh terrorist organization in different Iraqi regions. Washington has also built two small military in Erbil and Dohuk. In 2007, the US opened a diplomatic representation office in Erbil for the first time after four years, it has been developed to the consulate but small. Today we are talking about the establishment of a consulate greater will be the second largest representation in Iraq after the embassy in Baghdad, and opened by 2009. It is the largest embassy in size to the United States in the world.

US objectives behind the project

Several objectives can be listed thus:

First , Washington is seeking to convert the Arbil region into an arena of conflict , regional and international parties. Which can Haza by taking into consideration the geographical location of the region and the importance of political and military terms. Making step susceptible to many of the questions.

Fourth , will the consulate, a cover for the projects run by the Ministry of Defense and the CIA, the objectives relating to the protection of US interests and implement practical schemes to them.

Several things that need further attention as it should stand at several connotations:

First , the Kurds must understand the sensitivity of this issue and prevent America from exploitative behavior and provocative, especially because they were clearly exposed the US to take advantage of both Syria and Turkey. The same applies to Iraq where they are exploited today.

Second: The Kurds are the category and actor, from the political, military and social terms in regional politics today. Which requires them the ability to perceive the reality of the parties in the region is real, and not in the debates on long or greater than their size policies, so that can not afford the consequences. Especially that America is trying to make them a paper in her hand is burning at will.

Third: The US move is understandable goals and intentions. Since the establishment of a consulate - sized and many will not be a huge diplomatic procedures to follow. Indeed, this behavior shows that the Consular planned will be like any other consulates in the world and the Middle East, specifically den dens of espionage and information gathering.

Fourth: The move , which will be undertaken by Washington means Iraq and many countries in the region. Since America is not far from the regional and international politics party. It is an actor and has goals and plans are obviously affecting the region and the world policies. It is in fact directed against the axis of resistance and Iran, in addition to Russia and China. Making any US move is something that needs to Rose natural reaction of these countries , which is not considered interference.

Fifth: This step precisely and because they come from the American side, it has many of the geopolitical implications of large and Algiuascrih. Which means that the need to understand and appreciate the actors and the concerned parties to it, and taken it seriously, and not the error in the calculations , particularly with countries that are considered national security and border deep red line.

So America back to play on the ropes geopolitics directed eye on the Russian and Iranian buildup. Where now Washington is absent from any active role with regard to the files of the region. Which is paid to direct its efforts towards new policies that take character diplomatically Ksatr security and military to work without exploiting overlooked parties present. It is what we should warn him Kurds well.
