The Ministry' Spokesman said in a statement that the Ministry had competed six rounds of negotiations with the General Secretariat of the UN to step of Chapter VII of UN Charter after committing to finish the remaining articles of the oil-for-food program. The negotiations also resulted in paying back 145 $ Million for Iraq. Iraq now is one step closer to leave the seventh chapter of the UN charter which is regarding Kuwait's payment. Chapter VII was imposed after Saddam Hussein's invasion of Kuwait, most notably the protection of its assets abroad. Chapter 7 of the charter allows the Security Council to authorize actions ranging from sanctions to military intervention if states do not abide by the councils’ demands. Under the UN resolution, Iraq will enjoy complete sovereignty and independent decision from one hand and it will be dealt with as recognized fully by the international community politically on the other hand. Iraq’s freedom from Chapter VII will return it to its legal position in the international community, to what it was before the UN Security Council Resolution 838 of 1993, which was passed because of the former regime's forces invasion of Kuwait.
