On Thursday, the media department of the House of Representatives announced the adjournment of the voting session on the budget, after voting on only 6 articles of the law.  

  

The Parliament’s media department said, in a statement that “NAS” received a copy of, (June 8, 2023) that “the House of Representatives voted on the first article of the budget, while the second article was postponed, and the vote on the third article,” noting that “Article 4 of the budget was deleted.” Budget Law.  

  

She added that "the fifth, sixth, seventh and eighth articles of the budget law were voted on, while the session was adjourned to one o'clock this afternoon, Friday."

The Iraqi parliament voted on a budget for the years 2023, 2024 and 2025, in part, to end differences that had recently deepened between the political forces, while adjourning its session to one in the afternoon, Friday.

 

The "Coordination Framework" coalition , from which the government of Prime Minister Muhammad Shia'a al-Sudani emerged, has held intensive dialogues in recent days, especially with the Kurdish forces that had objected to some paragraphs of the budget pertaining to the Kurdistan region, considering them a violation of political agreements.

 

And the head of the Parliamentary Finance Committee, Atwan Al-Atwani, announced Thursday evening that the disputes would be settled and agreed to hold a session to pass the budget. Al-Atwani said in a statement to the Iraqi News Agency (INA), that the differences regarding the budget were settled, and it was agreed to hold the voting session.


Half an hour before midnight, the Parliament Presidency held the session, and according to a statement by the Parliament's Media Department, "Parliament Speaker Muhammad al-Halbousi opened the session, which was held in the presence of 258 deputies."

 

The Parliament's media department confirmed, in a subsequent statement, that "the first article of the budget was voted on, while the second article was postponed, and the third article was voted on," noting that "the fourth article of the budget law was deleted."

 

She added that "the fifth, sixth, seventh and eighth articles of the budget law were voted on, while the session was adjourned to one o'clock this afternoon, Friday."

 

Attempts to pass the budget were recently delayed due to political differences, especially with the insistence of the leaders of the Kurdistan region to abide by the pledges and agreements they made with the "Coordination Framework" coalition and not to abandon them, considering that they are the rights of the region and cannot be undone.

 

The government of Iraqi Prime Minister Muhammad Shia al-Sudani was formed, according to understandings and conditions by the political parties that merged with the "coordinating framework", in the "state administration" coalition, where the Kurds and the "sovereignty" alliance dictated conditions for acceptance of granting confidence to the government.

 

And the Iraqi Council of Ministers approved, on the 13th of last March, the largest financial budget in the history of the country, which exceeded 197 trillion and 828 billion Iraqi dinars (about 152.2 billion dollars), with a total deficit of 63 trillion Iraqi dinars, taking advantage of the rise in oil prices globally. , which constitutes more than 95% of the country’s financial revenues, amid objections from financial and legal experts regarding the budget items, but it has not yet been approved due to disagreements.

Shafaq News/ The Iraqi parliament approved, late Thursday night, the exchange rate of the Iraqi dinar, at a value of 1,300 dinars against one dollar, with a financial revenue of $70 per barrel of oil.

 

According to the budget materials that the House of Representatives voted tonight, and which Shafaq News Agency viewed, that the federal budget for the year 2023 amounts to 134 trillion and 552 billion and 919 million and 63 thousand dinars.

 

And by calculating speculative revenues from exporting crude oil at a price of $70 per barrel, at an export rate of three million and 500 thousand barrels per day, including 400 thousand barrels per day of Kurdistan Region oil, based on an exchange rate for the dollar equivalent to 1,300 dinars per dollar.

The First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, held on Friday an "important" meeting with a number of heads of parliamentary blocs, in the presence of the chairman and a number of members of the Parliamentary Finance Committee, as part of efforts to reach consensus between all political parties regarding the budget law.

In a statement today, Al-Mandalawi stressed the determination of the legislative authority to complete the vote on the articles of the federal budget for the three years today, in a way that meets the rights and aspirations of the Iraqi people.

Today, Friday, June 9, 2023, the bell of the House of Representatives rang, marking the entry of deputies to resume the budget voting session.

Earlier in the day, Parliament Speaker Mohammed al-Halbousi and First Deputy Mohsen al-Mandalawi arrived at the parliament building in preparation for a session to complete the budget vote.

It is noteworthy that the Iraqi Council of Representatives adjourned yesterday its 28th session dedicated to voting on the draft budget law to one o'clock in the afternoon on Friday, after voting on 6 articles.

Ali Al-Tamimi said to the agency {Euphrates News}: “The meaning of the open session is that which is held from the beginning and remains open by the decision of the Speaker of Parliament until another day. A simple majority means half the number of attendees plus one after achieving the previous quorum.
He added, "As for the continuous session, it is the one that is held when the quorum is half of the total number plus one, then it is postponed.
Al-Tamimi stressed that "the session cannot be kept open according to the Federal Court's decision 55 of 2010, but it can be continuous, i.e. postponed for days for necessity according to Articles 55 and 59 of the Constitution and 22 of the internal system after achieving the required quorum."
And the House of Representatives, in its session that was held yesterday evening, in the presence of 258 deputies, started voting on the Federal General Budget Law for the years (2025, 2024, 2023).
The Council voted on seven articles from the total articles of the draft budget law, after which the Speaker decided to adjourn the session to 1 pm today, Friday.

Independent MP Salah Zaini told {Euphrates News} agency, "The postponement of the budget session for an hour came to complete the meetings with the enactment of the Finance Committee and some political parties among the leaders."

 

He added, "Today, the vote will be completed on all items of the budget."

 

For his part, the representative of the State of Law Coalition, Aref Al-Hamami, told the {Euphrates News} agency, that "the postponement of the session came to discuss some controversial points, noting that this dispute is fabricated and unrealistic, and its aim is to keep projects and money loose," noting that "this dispute is not a cause for concern."
