Shafaq News/ The Kurdistan Democratic Party bloc announced, on Saturday, the dissolution of Article 14 of the draft general budget law.

Vian Sabri, head of the Kurdistan Democratic Party bloc in the Iraqi parliament, told Shafaq News agency, "The bloc held a consultative meeting for its deputies inside the Iraqi parliament, and another meeting with the Kurdish forces to discuss the paragraphs of the budget bill and Article 14 of it, which includes 7 paragraphs," noting that "The political forces are now in the stage of agreeing on the paragraphs of Article 14."

 

And she added, "There was wording acceptable to the political forces for the seventh paragraph of Article 14, but when the session was held and the reading of the paragraphs took place, we found that there was a change in the text of the paragraph, which prompted us to reject it."

The seventh paragraph of Article 14 stipulates that in the event of problems between Baghdad and Erbil, a joint committee will be formed to submit its recommendations to the head of the regional government and the federal government, so that a decision will be taken regarding them.

And Sabri added, "Foreign Minister Fuad Hussein is now in a meeting with Parliament Speaker Muhammad al-Halbousi."

For his part, a parliamentary source said that an agreement had been reached between the parties on a number of issues, particularly on the seventh paragraph of Article 14 of the draft budget law.

A member of the Finance Committee, Mueen Al-Kazemi, announced today, Saturday, the resolution of the dispute over Article 14 of the Federal General Budget Law.

Al-Kazemi told Al-Sumaria News, "There are serious dialogues that took place between the coordination framework and the Kurdistan Democratic Party, which resulted in reaching an important formula agreed upon between the two sides on Article 14, and with that everything ends."
 
He pointed out that "the meetings are continuing and there is an understanding that occurred within the framework with the Democrat regarding Article 14, especially with regard to forming a committee to resolve the differences between the center and the region."

Al-Kazemi stressed that "the budget materials will be passed gradually."

During the past two days, the House of Representatives voted on Articles (1, 2, 3, 5, 6, 7, 8, 9, 10, 11, 12, 13, 18, 19, 20, 21, 23 and 24), in order to vote. On Articles 14, 15, 16 and 17, with the deletion of Articles 4 and 22 of the draft budget law.

It is hoped that the House of Representatives will hold, today, Saturday, a session to complete the vote on the budget articles.

Shafaq News/ Mohsen Al-Mandalawi, First Deputy Speaker of Parliament, held, on Saturday, a meeting with a number of heads of the coordination framework blocs and the head of the Finance Committee.

 

A brief statement from Al-Mandalawi's office, received by Shafaq News agency, stated, "The meeting discussed the texts and recent amendments to the remaining articles in the budget law, before resuming the voting session on the law."

 

 

Later, a parliamentary source told Shafaq News agency's reporter, "Parliament Speaker Muhammad al-Halbousi and Minister of Justice Khaled Shawani, a leader in the Patriotic Union of Kurdistan, joined the meeting."

 

And the House of Representatives postponed, today, Saturday, its session devoted to completing the vote on the budget, due to the lack of a quorum.

The head of the Kurdistan Democratic Party's parliamentary bloc, Vian Sabri, spoke today, Saturday, about the current differences over approving the budget regarding the dues of the Kurdistan region.

 

And Sabri said in statements followed by the insider: "The dispute took place over Paragraph 14 of the budget, as there are differences in views between the federal and regional governments with regard to rights and duties."

 

And Dakhil continued: "Some Shiite deputies in the Finance Committee and heads of their blocs want to add a sentence that in the event of a dispute between Baghdad and Erbil, only 15 days will be given, after which the transfer of Kurdistan's dues will be stopped."

 

And she added: “We, as representatives of the Democratic Party, will not accept this text because it is unfair and is intended to cut off the entitlements of the Kurdistan region under any pretext. The two parties to consider the outstanding problems and submit their recommendations within thirty days from the date of their formation to the Prime Minister of the federal government to take the appropriate decision.

 

Sabri concluded: "An agreement was reached on the specific point of contention, and the budget is scheduled to be passed today in full."

Shafaq News/ Independent MP Wafaa Al-Shammari announced, this evening, Saturday, the start of collecting parliamentary signatures to cancel an article in the Federal Budget Law that imposes taxes on the salaries of employees, retirees, and consumer goods.

 

Al-Shammari told Shafaq News agency, "We have collected more than 30 signatures from members of Parliament to delete articles from the budget law, as they relate to imposing taxes on goods and citizens and deducting 1,000 from the salaries of employees and retirees."

 

He considered that the salaries of employees and retirees are "a red risk that we refuse to transgress."

 

Al-Shammari added, "The request also included the removal of Article 42 of the budget law, which imposed taxes on the revenues of oil derivatives."

 

Article 42 of the Federal Budget Law for the year 2023 stipulates: First - fees are collected according to the percentages listed below, and a final revenue is credited to the public treasury:

 

A- (5%) of the revenues of gasoline sales per liter.

 

B- Percentage (10) of the proceeds from sales of gas oil (kerosene) per liter.

 

C- A percentage of (1%) of the revenues from sales of black oil.

 

d- A percentage of (15%) on one liter of imported fuel, which is sold directly through car filling stations, for the year 2023.

 

Second: The Ministry of Finance shall issue binding controls to implement the provisions of paragraphs (a, b, c, and d) of item first above.

 

Third - An airport fee of a lump sum amounting to 25 thousand dinars per person is imposed for foreign travel in all Iraqi airports, 90% of which is for the public treasury and 10% for the Civil Aviation Authority to develop airports.

The Iraqi parliament was scheduled to resume its session at 5:00 pm today to vote on the remaining articles of the budget bill, but due to disagreements between the political parties on a number of articles and lack of quorum, the meeting was postponed for three hours.

The Iraqi parliament has postponed the vote on the 2023, 2024 and 2025 budget bills to 8:00 pm, a source in the parliament told KNN.

The political parties have not yet reached an agreement on the disputed articles

As for the reason for the postponement of the meeting, the source explained that no agreement has been reached between the political parties on the articles they disagree on, so some MPs did not come to the meeting hall.

ERBIL (Kurdistan 24) – The Iraqi Deputy Prime Minister for Financial Affairs and Foreign Minister Fuad Hussein on Saturday told Kurdistan 24 that a final agreement has been reached on the seventh point of Article 14 of the budget bill. 

Vian Sabri, Chairwoman of the Kurdistan Democratic Party bloc in Iraqi Parliament, told Kurdistan 24 that the Kurdish factions in Iraqi parliament are now unanimously in favor of the seventh point of Article 14 of the budget bill.

The Iraqi parliament had previously suspended the vote on Article 14 due to disagreements between factions.

Article 14, point 1 of the budget bill states that all oil revenues from the sale of oil fields in the Kurdistan Region shall be collected in a bank account and the Prime Minister of the Kurdistan Region shall be responsible for spending the revenues. Other accounts opened for this purpose will be closed.

The second point states that the Iraqi Federal Board of Supreme Audit in coordination with the Kurdistan Regional Government's (KRG) Supreme Audit Bureau, the Iraqi Oil Ministry and the KRG Ministry of Natural Resources will audit the figures and monitor the contracts with international companies.

As stated in point three of the article, an international audit company will audit the bank account referenced in the first point.

In the fourth point, the annual and semi-annual financial statements signed by the KRG Minister of Finance and Economy and the independent auditor (i.e. an international audit company) shall be submitted and a copy sent to the Iraqi Ministry of Finance.

The fifth point states that a joint committee will be formed from both sides to conduct a comprehensive review of the past in everything related to the oil and gas sector in the Kurdistan Region.

As stated in point 6, Article 14's provisions - its first five points - become effective upon its enforcement date.

The last point of Article 14, point 7, emphasizes that when there is a dispute between the Iraqi Federal Government and the KRG regarding rights, obligations, and mechanisms mentioned in the provisions of this law, a joint committee between the two sides will be formed to resolve outstanding issues from the date of its formation until the Iraqi Prime Minister takes appropriate decisions within 30 days.

I've had many moments over these long frustrating 20 years where I've thought " there is absolutely no hope for these people " ...they just can't get outta their own stupid way.

Is finding a Quorum what with the 30 days "recess" (additional

playtime for these fools ) in full effect nye on impossible?.

Iraqi people must be boiling mad seeing this despicable display unfold. It's disgraceful that bureaucrats have opted for " recess " with the Budget and the country's entire future hanging in the balance. No doubt the firmly entrenched criminal element has a great deal to do with this.

I suppose whenever they feel like it, they'll get around to passing the Budget.

On Saturday, Parliament Speaker Mohammed al-Halbousi and his first deputy, Mohsen al-Mandalawi, held a new meeting with political blocs on the tripartite budget.

The source told Shafaq News Agency that "a new meeting is now being held between Halbousi, Mandalawi, Foreign Minister Fouad Hussein and the heads of political blocs in the coordination framework to resolve the disputed points to reach a final version, either holding a session within the next hour or postponing it to tomorrow."

 

In the context, MP for the Kurdistan Democratic Bloc Sherif Suleiman told Shafaq News Agency, "Foreign Minister Fouad Hussein met with the Speaker of the House of Representatives on Article 14 of the budget law related to the Kurdistan Region."

He added, "We in the Kurdistan Democratic Party agreed to change the text of paragraph 7 of Article 14 in the budget law to be (a joint committee will be formed between the federal government and the Kurdistan Regional Government and submit recommendations to the Prime Minister within 30 days)."

Sharif confirmed that "the Kurdistan Democratic Bloc informed the speaker of the House of Representatives to put the text of this paragraph in the budget law."

Parliamentary sources reported earlier that the date of today's session, which was scheduled to be held at five o'clock in the evening, was postponed due to differences within parliamentary blocs.   

  

Earlier, parliamentary sources revealed the reason for the failure to vote on controversial articles in the federal budget.  

  

The sources told "NAS" (June 10, 2023) that "the disagreement of the Kurdish blocs with members of the Shiite forces in the Finance Committee regarding a paragraph in Article 14 related to addressing the future supposed differences between the region and the federal government, led to the postponement of the resolution of the article and then stopped the wheel of completing the vote on the rest of the budget articles."
