A member of the committee, Mustafa Al-Karawi, said in a statement to the official agency, followed by “NAS” (April 12, 2023), that “after its first reading of the budget law, the committee began to hold its meetings, and it continues until the completion of writing the special report on it to include it in the second reading in the upcoming sessions.” Indicating that "the mechanism for reducing the deficit is through studying the budget in detail and working to reduce unnecessary expenditures in the operational as well as the investment budget."  

  

Al-Karawi added, "The committee will study the loans and their size with the size of the proven expenditures in order to reduce the unnecessary ones," noting that "there is a vision regarding the deficit and a strong study, but the real details are not clear, until the report is presented to the House of Representatives and the observations of the members of the House are received and they delve into the matter." Holding meetings and meetings with the government and its representatives, after which the amount of the deficit is announced.  

  

And he stressed, "The amount of the budget has not been decided yet," pointing out, "The last figure of the budget will be determined by studying the items in detail after addressing the operational and investment expenses."

Regarding the salary scale, Al-Karawi stressed that "the salary scale is outside the budget until now, because the issue is related to a committee that was formed by a bureaucratic order," pointing out that "the government has studied and re-evaluated the salary scale and the distribution of expenditures during the fiscal year to the employees themselves in varying degrees and amounts." ".  

  

He stated that "this matter is still under study by the committee hosted by the Finance Committee to find out what steps they have taken and to listen to their observations."  

  

He pointed out that "the issue of the salary scale has not been presented to the Council of Ministers yet," pointing out that "he is awaiting the economic advisory opinion regarding the recent amendment, as well as the remarks of the General Secretariat of the Council of Ministers."  

  

He continued, "The new scale achieves social justice, as one of the most important things that the members of the committee worked on is adopting the same financial allocation in the redistribution of salaries, meaning that there are no additional sums of money on the scale, but rather the actual expense," explaining that "the ladder Salaries will cause stability in the local market, as it will reduce the differences between employees, since some salaries exceed two and a half million dinars, while there are employees who receive salaries of up to 350 thousand dinars.

The First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, announced that the Presidency of the House of Representatives had received the report of the Parliamentary Finance Committee related to the draft general budget law, and Al-Mandalawi 

said in a statement, today, Saturday (April 15, 2023), that “the Presidency of the House of Representatives received the report of the Finance Committee related to the budget.” He added that "we will proceed to the second reading of the law in the session tomorrow, Sunday."

A member of the Parliamentary Finance Committee, Mustafa Sanad, confirmed, on Sunday, that the deficit for the current year with the next two years is close to 200 trillion dinars, pointing to the scarcity of allocations necessary to revitalize the economy.

Sanad said in a statement, "The expected deficit for three years is 180 trillion Iraqi dinars, of which 120 trillion dinars is an additional internal debt, which is more than double the total internal debt for the last 15 years."

He added, "The Kurdistan Region's share will rise to 21 trillion dinars, with the addition of the ruling expenses and the costs of extracting, transporting and exporting oil, with calculating the salaries of the Peshmerga, transferring the 20th Brigade, covering the salaries of new jobs, and paying the TBI loan."

He pointed out that "the revenues from the sale of black oil and oil derivatives exported from the region have not been credited to the state treasury, just as there is no text that requires that the region's share be in return for the delivery of its source oil, just as there are no specific numbers for the revenues of ports, customs and taxes."

He pointed to "the increase in the emergency budget from 150 billion dinars to 500 billion dinars, as well as the budget for special programs 3.5 trillion dinars and the decrease in the share of the provinces in the development of the regions in total (Karbala 78 billion dinars, for example)."

And he warned that "there are no items in the budget that the following segments (employees, contracts, and graduates) await," noting that "the budget included, as usual, large loans to influential companies and institutions and did not address internal loans to support graduates or housing, real estate, and industrial loans."

He stressed that there are no expenditures that contribute to stimulating the economy and creating development outside the state fund, as well as there are no goals for the budget (domestic product, poverty, inflation, employment).

20 years of dragging this through the weeds & the sky is falling...it's exhausting and so are they. The tedious foot dragging & sand bagging by the corrupt criminal politicians is well: enough is enough.

Just push the button for a proper international rate & you can go back to stealing as much as you like cuz we'll all leave U criminals far behind by then.

dont worry they will....its entrenched.....kuwait's parliament has been disolved almost every year due to corruption
