Chairman of the Oil and Gas Committee meets the Chairman of the National Wisdom Movement to discuss the political scene and approve important laws

 

The Chairman of the Oil, Gas and Natural Resources Committee, Haibet Al-Halbousi, met on Sunday, in the presence of members of the committee, the head of the National Wisdom Movement, Mr. Ammar Al-Hakim, to discuss developments in the political scene.

 

The two sides discussed the role of the House of Representatives in approving important laws to complete the structure of the political system, in addition to laws that are in direct contact with the concerns of citizens, and the need for integration between the work of parliamentary committees and ministries.

 

During the meeting, Mr. Al-Halbousi stressed the need to invest in the political climate to approve the oil and gas law, which has been suspended in the Iraqi parliament since 2005, revealing the desire of most parliamentary blocs to approve this law, which will reflect positively on the promotion and development of the reality of the oil sector in Iraq.

Al-Hakim stresses the importance of approving the oil and gas law

The head of the National Wisdom Movement, Ammar al-Hakim, stressed on Monday the importance of passing the oil and gas law.

The deputy speaker of the Kurdistan Parliament believes that the best solution to the Kurdistan Regional Government's oil case is to pass the oil and gas bill in the Iraqi parliament, noting that good progress has been made in discussions between the KRG's Ministry of Natural Resources and the federal government's oil ministry. He calls the appointment of the day of the Kurdistan parliamentary elections "a very important step".

On Sunday (March 26, 2023), a delegation of the Kurdistan Regional Government ( KRG) on the recommendation of Masrour Barzani, the president of the Kurdistan Regional Government, to continue discussions on resolving the problems Between Erbil and Baghdad, each in Kamal Muhammad, the minister of natural system, Omid Sabah, the head of the council of ministers and Faris Issa, The head of the regional government's representative in Baghdad visited Baghdad.

Hemin Hawrami, deputy speaker of the Kurdistan Parliament, told Kurdistan 24 that good progress has been made in discussions between the KRG's ministry of natural resources and the federal government's oil ministry and reiterated their support for the agreements between the KRG and the Iraqi government.

Hawrami believes the best solution to "face all these tensions" is to pass the oil and gas law in the Iraqi parliament, which "I think is a major part of the agreement to form a new Iraqi government, and Sudan has reaffirmed its commitment to implementing the agreement during his last visit to the Kurdistan Region".

In the past few days, Ervin Hicks, the US consul in Erbil, has linked an analysis report on his Twitter account, which he described as a "cartoon region". Hawrami says, "Like the Kurdistan Region, we have shortcomings, but in many other parts of the world it is the most advanced, yet we need to be self-sufficient, and it is important for diplomatic envoys to abide by international laws and regulations and the Vienna Agreement."

"Such statements will have no effect on the entity of the Kurdistan Region," he said, stressing that the Kurdistan Region is a constitutional entity based on the Iraqi constitution as a result of the struggle striving of the People of Kurdistan.

On Sunday, March 26, 2023, Dilshad Shahab, spokesman for the Kurdistan Regional Government(KRG), said at a press conference: "Today, 26 March 3, the President of the Kurdistan Region, in accordance with Law No. 2023 of 1, amended by the Kurdistan Regional Government's Presidential Law, ordered the holding of the sixth round of the Kurdistan Parliament."

Hemin Hawrami calls the election day "a very important step" and believes that "this is half way, the other half is in the field of political parties and the Kurdistan Parliament". He called on the political parties in the Kurdistan Region to cooperate with their factions in the Kurdistan Parliament on the issue of conducting the kurdistan parliamentary elections.

"I think most of the parties have made good compromises for the sake of the public interest and holding elections," said Hemin Hawrami.

"The political parties that are currently in the political process need to reconsider and take back their treatment, so we believe that holding elections is a political and legal need and should be held this year," said the deputy speaker of the Kurdistan Parliament. Any kind of talk about not holding elections is aimed at eliminating the kurdistan region's constitutional entity.

Regarding the 29th special session of this month's federal court on extending the life of the Kurdistan Parliament, he explained that whatever the outcome of the session, it will have an impact on the election

The Oil, Gas and Natural Resources Committee in the House of Representatives revealed on Monday the date for the enactment of the Oil and Gas Law in Parliament.  

  

  

Committee member Zainab Al-Musawi said in a statement to the official agency affiliated with "NAS", (March 27, 2023), that "there is an agreement between Baghdad and Erbil to legislate the federal oil and gas law," indicating that "the House of Representatives will work on legislating it during the coming legislative semesters."  

  

"The federal oil and gas law guarantees the rights of oil-producing provinces in the center and south," she said.  

  

She pointed out that "discussions are underway on the draft law to resolve differences between the center and the region permanently," pointing out that "the law will include the delivery of oil revenues from the region of about 500 thousand barrels per day to the public treasury."  

  

Deputy Chairman of the Oil and Gas Committee in the House of Representatives, Nehru Rawandzi, predicted the size of the losses of stopping the pumping of oil from the Kurdistan region to Turkey.

He added that "the suspension of exports will cause great damage to the Iraqi government and the Kurdistan Region, because the suspension of 500,35 barrels of oil per day causes a loss of $ <> million."   

  

Earlier, the Kurdistan Regional Government's Ministry of Natural Resources commented on the federal government's winning arbitration case in the case of exporting oil through Turkey.   

  

The ministry's statement, a copy of which was received by NAS (March 25, 2023), stated that "in recent months, the Kurdistan Regional Government has held continuous dialogues and negotiations with the federal government, the latest of which is on the budget files and oil and gas. The two sides then reached a preliminary agreement and a good understanding under the umbrella of the constitution and the constitutional rights and entitlements of the Kurdistan Region."   


The statement added, "The President of the Kurdistan Regional Government is in constant contact with the federal prime minister, and after his recent visit to the Kurdistan region, the importance of solving problems based on the constitution was stressed."   


"The French court's decision in favour of the Iraqi government against Turkey will not hinder our relations with the Baghdad government, and in this context we will visit Baghdad for dialogue and resolution of related issues," he said.   


"While reaffirming its firm position not to compromise on the constitutional rights of the Kurdish people, the Kurdistan Regional Government renews its coordination with Baghdad with the aim of reaching a radical, legal and constitutional solution in this regard," he said.   

  

Earlier, the Ministry of Oil announced that Iraq had won the arbitration case in the case of exporting oil through Turkey.  

  

"The Ministry of Oil welcomed the final ruling in favor of Iraq, which was issued by the arbitration panel of the International Chamber of Commerce in Paris last Thursday, March 23, 2023," a ministry statement said.   

  

The statement added that "in the arbitration lawsuit filed by the Republic of Iraq against the Republic of Turkey for violating the provisions of the Iraqi-Turkish Pipeline Agreement signed in 1973, which stipulates that "the Turkish government must comply with the instructions of the Iraqi side regarding the movement of crude oil exported from Iraq to all storage and drainage centers and the final terminal."   

  

According to the statement, the ministry expressed "its appreciation for the efforts of the arbitration panel of the International Chamber of Commerce in Paris for its professional and professional handling of the lawsuit filed by Iraq, by providing the opportunity and time for the two parties to defend their positions, especially since the decision obliges all parties to respect international agreements and covenants in this regard, and that the Ministry of Oil through the Iraqi Oil Marketing Company "SOMO" is the only authority authorized to manage export operations through the Turkish port of Ceyhan.   

  

The ministry stressed "the depth of the good historical relations that bind Iraq with Turkey, and that the decision of the arbitration committee does not constitute an obstacle to the development and expansion of bilateral relations in order to achieve common interests while Iraq retains its constitutional powers and sovereignty over all its wealth."   

  

The statement added that "the ministry will discuss the mechanisms of exporting Iraqi oil through the Turkish port of Ceyhan with the concerned authorities in the region and with the Turkish authorities, according to the new data after the issuance of the final judgment decision by the arbitration committee in Paris, and to ensure the sustainability of oil exports, and to fulfill the obligations of "SOMO" with international companies through the port of Ceyhan, in the interest of the ministry to export the entire quantities allocated from all oil fields, including the region, with the aim of maximizing financial revenues, to supplement the federal budget.   

  

According to the statement, the ministry praised the distinguished efforts of the International Legal Advisory Office and the Ministry's Legal Committee in defending Iraq's rights to manage its oil wealth and the possession of the Ministry of Oil its constitutional powers and powers, for their serious efforts over the past years to achieve justice and restore Iraq's legitimate rights in order to preserve its security and sovereignty.
