Shafaq News/ The "Taqdam" parliamentary bloc, headed by Parliament Speaker Muhammad al-Halbousi, stipulated, on Monday, seven conditions for voting on the 2023 budget bill.

 

 

 

The representative of the bloc, Nawras Mahmoud Al-Issa, told Shafaq News agency, "We hope that the final version of the budget will include remedies and fairness for the segments of its entitlements that have been frozen for many years, most notably addressing the file of educational graduates who did not get appointment opportunities and absorb them at least according to ministerial contracts, and lift the grievance over the contracts of good news." and give them what they deserve."

 

And she continued, "We also require adapting the conditions of the Awakening and the Mobilization of Defense, in addition to equitable operating wages in the Sunni Endowment."

 

Al-Issa stressed the necessity of transferring military and security personnel who hold university degrees in the Ministries of Defense and Interior to civilian jobs in the two ministries, absorbing graduates of technical institutes and providing job grades appropriate to their specialties, in addition to guaranteeing the rights of engineers and providing suitable job opportunities for their specialties.

 

Al-Issa held the Ministry of Finance "full responsibility for including these demands in the draft budget," threatening to "take another position if these true popular demands are neglected."

 

It is scheduled that the Council of Ministers will vote tomorrow, Tuesday, in its regular session, on the draft budget law for 2023, before sending it to the House of Representatives in preparation for its approval.

Today, Tuesday, the political and academic researcher, Saif Nayef, told Al- Jazeera newspaper :

Referring the draft general budget from the Council of Ministers to the House of Representatives for a period of three years is a correct step that shows the Sudanese vision of the leadership of the country and how it manages the state.

This step is considered a positive thing in the management method.

This step did not take place in the previous sessions, as in the past the budget was running for one year only, which gives the possibility that any change will occur in the following year, which led to the obstruction of a lot of work.

So forgive me if the context or wording is wrong.  it's been quite a while and I've aged.  Didn't Adam always say the RV would take place simultaneously, or within one or two weeks of implementing the HCL

 

 

  And by the way.....They DO work behind the scenes during Ramadan.  Just another worthless piece of information....

 Baghdad / Iraq News Network - The representative of the coordination framework, Tel Al-Saadi, confirmed today, Thursday, the arrival of the 2023 budget to the House of Representatives. Al-Saadi said, in a press interview, that “there may be a parliament session next Saturday or Sunday to conduct the first and second reading of the budget law,” adding that “the Finance Committee is making some transfers and amendments to the law to present it later for a vote.” And he continued: “We as representatives I am fully prepared to vote on the 2023 budget,” stressing, “passing the budget smoothly in parliament, given the existence of understandings between the central and regional governments.”

Government spokesman Bassem al-Awadi announced on Friday that the budget bill had been handed over to the House of Representatives.  

    

    

Al-Awadi said in a statement received by NAS (March 17, 2023), that "in implementation of the provisions of the constitution and the Federal Financial Management Law, the draft federal budget law of the Republic of Iraq for the fiscal years 2023, 2024, 2025 was officially handed over to the House of Representatives."  

  

He added that "the draft budget law, with its new articles and paragraphs that were adopted for the first time, is capable of facilitating the implementation of projects, plans and executive and development programs, and providing infrastructure and services to citizens."

Second Deputy Speaker of the House of Representatives Shakhwan Abdullah announced on Friday the arrival of the draft federal budget law to Parliament.

Abdullah said in a brief statement received by Baghdad Today that "the budget bill arrived yesterday night to the House of Representatives."

Earlier, government spokesman for Al-Awadi announced the delivery of the draft budget law for the fiscal years 2023, 2024, and 2025 to the House of Representatives.

The Council of Ministers voted last week on the draft federal budget law for (3 fiscal years) 2023, 2024 and 2025, while the total expenditures in the draft budget are more than 197 trillion dinars, the largest in the country's history.

Shaddad: The budget reached Parliament and approved it before the end of Ramadan
  
{Politics: Al-Furat News} The representative of the State Forces Alliance, Ali Shaddad, suggested that the House of Representatives vote on the draft financial budget law, before the end of the blessed month of Ramadan.

Shaddad said in a statement, which {Euphrates News} received a copy of, that "the political agreement between the federal government and the Kurdistan Regional Government was the main reason for delaying it, but it will accelerate its approval in Parliament."
He pointed out, "The budget law that the Council of Ministers voted on has reached the House of Representatives and will be distributed to members of the Council early next week."
He explained, "The observations of the representatives and political blocs will be discussed during the first and second readings of the law, as it is possible that a vote on the law in its entirety takes place before the end of the blessed month of Ramadan."
And the Council of Ministers, in its regular session last Monday, approved the budgets for 2023, 2024 and 2025 and referred them to the House of Representatives for approval.

{Politics: Al Furat News} A representative of the State of Law bloc expected the approval of the draft budget law for the three years 2023, 2024 and 2025, within "a month from now."

Aref al-Hamami told the Euphrates news agency: "There are no political differences over the law, and if there were any, it would not be essential, but in opinions and discussions."
He added, "The Finance Committee will start taking its role in discussing and studying the budget law for the purpose of presenting it for the first reading in the House of Representatives."
Al-Hamami expected, "The budget will be approved within a month from now."
And the government spokesman, Basem Al-Awadi, announced today that the draft federal budget law for the Republic of Iraq for the fiscal years 2023, 2024, and 2025 was handed over to the House of Representatives yesterday, Thursday.
The Presidency of the Council confirmed the receipt of the bill.
It is noteworthy that the Council of Ministers approved in its regular session last Monday the three budgets and referred them to Parliament for approval.
Prime Minister Muhammad Shia al-Sudani said, after the council meeting in a press conference, that: "The total budget is more than 197 trillion dinars, the operational budget is more than 150 trillion dinars, and the investment budget is more than 47 trillion, and the budget deficit is 63 trillion dinars."
And that "total revenues amount to more than 134 trillion dinars, and oil revenues amount to more than 117 trillion based on the price of oil at 70 dollars, and non-oil revenues amount to more than 17 trillion dinars."

{Politics: Al-Furat News} The President of the Republic, Abdul Latif Rashid, received today, Monday, the Speaker of Parliament, Muhammad Al-Halbousi, in Sulaymaniyah, where they stressed the need to expedite the approval of the budget.

A presidential statement, which {Euphrates News} received a copy of, stated that "during the meeting, views were exchanged on developments in the country, the government's performance and its service program, and support for everything that would achieve the aspirations of the Iraqis."

According to the statement, "discussions taking place in the Presidency of the Republic and Parliament regarding a number of pending laws and legislation affecting the lives of citizens were discussed, and the emphasis was on the need to expedite the approval of the general budget law to initiate the construction and investment process and improve the standard of living for Iraqis."
