The Committee on Finance in the House of Representatives likely the arrival of the state budget for 2020 to the House of Representatives this week or the next, and the Committee indicated that the next budget will differ significantly from previous budgets and will come in line with the demands of protesters and citizens.

Committee member Sherwan Mirza told "morning": "The government is going to send the 2020 budget to the House of Representatives this week or next week to discuss," adding that "next year's budget will differ significantly from the budgets prepared in the past as it will come in line with the requirements of the current situation The demands of the demonstrators, "ruled out that" the budget next year will be similar to the past years as was happening in the past. "

And Mirza, that "the House of Representatives and the Council of Ministers gave a lot of promises to the demonstrators to intensify projects during the next phase and provide jobs for the unemployed, which contributes to calm the street, it can not be the budget next year void of content, and the government can not say that the budget prepared from Accepted the previous government because of its one-year anniversary. "

Mirza hinted that "the Kurdish delegation that arrived in Baghdad yesterday will hold talks with the federal government on the region's share of the budget next year and the delivery of oil revenues," stressing "a great convergence of views between the parties."

MP Majid al-Waeli, a member of the committee, told Al-Sabah that the cabinet has not set a date for sending the budget. Now a date to send to parliament. "

Qusay al-Shabaki, a member of the House of Representatives, agreed with his colleague Al-Waeli that the Council of Ministers delayed sending the 2020 budget to parliament.

Al-Shabaki told Al-Sabah that the Council of Ministers should expedite sending a budget next year to the parliament for the purpose of discussing it, fixing the notes and then voting on them before the end of this year.

Member of the Finance Committee Jamal Cougar, for his part, confirmed that the budget 2020 will be allocated most of its doors to meet the demands of the demonstrators.

"The budget includes the distribution of land and the construction of low-cost houses for the poor and the needy," Kojer said in an interview with Al-Sabah.

ERBIL (Kurdistan 24) – Iraq’s Joint Operations Command on Monday said the official page of the Counter-Terrorism Service (CTS) had been hacked and denied staging a military coup amid nationwide protests.

According to a post on the CTS’ Facebook and Twitter pages on Sunday, the head of the counter-terrorism agency announced the start of a “military coup against the illegitimate government.”

However, on Monday, the Joint Operations Command confirmed that the CTS’ social media pages had been “hacked by weak-spirited people.”

“What was published on this page about disobedience was baseless and had no credibility at all,” it added.

CTS head Talib Shaghati al-Kanani, who, according to the post, had called for the coup, denied it, underlining in a statement on Monday that “the CTS has been and will always be a protector of the people” of Iraq.

The protests in Iraq over the past month and a half reflect widespread dissatisfaction with the economy, a call for more jobs, the dismal state of public services, and widespread government corruption.

Since they began in early October, widespread protests have resulted in the deaths of over 300, while some 16,000 have been injured, according to Iraq’s High Commission for Human Rights.

GM DV's . I'm often wrong . But to me it appears that with VP Pence's visit Saturday. His showing of our  support for Kurdistan to sell their oil . I imagine Baghdad does not really want that. And with Corruption Files being opened , The United States going after the corrupt .Arrest warrants being issued against the corrupt. The GOI appears to be leveraged into most all things giving the demands to the people . Somewhat finally? We shall see. But I believe things are working in the citizens and our favor .

Washington vows to continue to impose sanctions on Iranian officials

mike-pompeo.jpg

26th November, 2019

US Secretary of State Mike Pompeo said on Tuesday that the United States would continue sanctions against Iranian officials implicated in human rights abuses.

Pompeo revealed at a press conference that the United States has received nearly 20,000 letters from Iranians regarding these violations. "So far we have received nearly 20,000 letters, videos, pictures and notifications of abuses by the regime, and we hope they will continue to be sent to us," Pompeo told reporters.

Amnesty International announced on Monday that it had recorded the deaths of at least 143 protesters in anti-government demonstrations that began on 15 November after the announcement of the increase in gasoline prices, but opposition sources talk about 400 dead. The protests were the worst unrest against the government in Iran since the authorities put down the "green revolution" of protesters on election fraud in 2009.

The Revolutionary Guards intervened with full force to control the protests and began direct killings and torture of detainees to extract coerced confessions. The protests left 7,000 detainees according to the Iranian authorities, but opposition sources talk about 10,000 detainees, according to statistics so far.

"Behind the scenes of Pence's Iraq visit"

Quote:

"Many are wondering why Pence skipped a visit to Baghdad’s top three officials

[prime minister, speaker of parliament and president],

instead flying straight to Erbil to meet Nechirvan Barzani,

President of the Kurdistan Region.
A White House official provided a diplomatic answer and said that the US Vice President could not greet Iraqi government officials due to a violent crackdown on protesters across Iraq’s south.

Instead,

this visit was more related to Trump and his administration’s changes and reviews to their policy in Iraq and Syria,

including the role Kurds want to play in both countries."

Foreign Site: Iraqi Oil Industry Faces Scandals In The North And South

%D8%A7%D8%A8%D8%A7%D8%B1-%D8%A7%D9%84%D9

26th November, 2019

Oil Price published an article by oil expert Simon Watkins on the last two scandals in the Iraqi oil industry. "Hardly a month goes by without a scandal or another on its way to development in Iraq," he said. Whether Barzani's widespread scandals in the semi-autonomous region of Kurdistan or multi-level corruption in the south, it is no surprise that Iraq is one of the worst countries in the world in terms of bribery and corruption. He pointed to last month, which witnessed a dramatic development in two large corruption scandals: one in Kurdistan and the second in the south, ironically, both scandals serve, though incidentally, the actual ruler of Iraq, Muqtada al-Sadr. The latest development came in the form of a lawsuit that could force the KRG to pay US $ 1.6 billion or more by Dynasty Oil and Gas Trading Ltd against two parties:

The original lawsuit was filed on 14 August in the Royal Courts of Justice in Britain and accuses the parties, among other things, of "conspiracy and causing harm to Dinstey by unlawful means", "unlawful interference" and "unlawful provocation".  Hawrami was personally targeted because, as the site understands, the person behind the provocative campaign against Densti came from the company's refusal to bribe Hawrami in order to complete a deal with Spanish oil company Repsol. The deal required DENSTY to buy Repsbol's stake in Canadian capital Talisman (Block K39) BV and Talisman (Block K44) BV through a regular sale contract.

Following the completion of the deal between Respol and Dynasty, as is the case, under the KRG production sharing agreement, clause 39.7, the completion of the transaction is merely a formality. After agreement between the parties, Densti and Repsol, the government in the territory may not withhold or delay passage for irrational reasons.

The site understands that at this point, Dynasty was hinted to make an illegal payment to a bank account controlled by Hawrami. When the company said it would not pay, she was blackmailed to give up the deal with Repsol because Hawrami would not get the money from the deal. Among the provocations in the invitation came from a call in June 2014 from Qabbad Talabani, Deputy Prime Minister of the Kurdistan Regional Government and a member of the Regional Council for Gas and Oil Affairs to Hewa Ott Ali, CEO of Dynasty, threatening him that if he had canceled the purchase contract With Repsol hinting that they are in the KRG and Hawrami will not allow Ali to enter Kurdistan again. Ali was asked to meet the PUK intelligence director in Sulaimaniyah, Lahore, Sheikh Janji Lahore, where Hawrami asked him in a video call from
Lahore to use force with Ali to cancel the deal with Repsol, which Lahore refused to do.

Since then, Hawrami has assured Barzani's family, according to Oil Price's understanding that the case is "over." However, at the Heathrow airport, Hawrami presented him with a “request for action”, “specific claims” and a “request for restitution”. Legal experts say Hawrami may use methods to delay legal deliberations and make a case to change jurisdiction from the independent judiciary in London to another place favored by the KRG and Hawrami himself. However, Densty's application to the Royal Court of Justice in Britain contains details of the account used to complete the fraudulent contracts from the bank's name, Swift Code, the currency used for the transfer, account name, IBAN, account number and the value of the US dollar transfer to the bank branch.

This means that Hawrami will tell Barzani that the case is not over. The KRG could face the possibility of paying $ 1.6 billion in addition to court costs.

It is also not good south of the Kurdish border. According to court papers in the United States, the brothers Cyrus Ashani and Saman Ashani admitted to facilitating the payment of millions of dollars in bribes to officials in nine countries, including Iraq, for the company they run. The activities of the brothers, who belong to a wealthy family in Monaco (and hold Iranian citizenship), are in breach of the US Foreign Corrupt Practices Act. The verdict in the case will be issued on April 20, 2020. Stephen Hunter, a 50-year-old British resident and former commercial development manager at the company, has admitted violating US law. According to court papers, the brothers did not try to pay individuals in a number of oil-rich countries such as Azerbaijan, the Democratic Republic of Congo, Iran, Kazakhstan, Libya, Algeria and Syria, and even laundered the proceeds from the bribery plan to hide it, destroy evidence and prevent investigation in the United States and elsewhere. Hunter was involved in plans to breach the Foreign Corrupt Practices Act by facilitating bribery payments to Libyan officials between 2009 and 2015. The case of Yuna Oil of the UK's Serious Fraud Office was examined before the charges against Ashani were undone without explanation.

The company, in cooperation with its business partner in Iraq, Bassel Al-Jarrah, arranged bribes for important clients in Iraq such as Ross Royce, Petrofac, Clyde Pampers Weatherford, Cameron / Nacto, KBR, FMC Technologies, Sipam, SPM Offshore, Man Turbo, Rosetta Marine, ABB, The Show Group and Core. Labs, Leighton of Shore, Ware, Hyundai Plus and several major oil companies, although none were charged. Among the Iraqi figures implicated in the case were not only former oil minister Hussain al-Shahristani, but former oil minister Abdul Karim al-Luaibi, Kifah Noman, general manager of the South Oil Company, and Diya Jafar, director of the South Oil Company and deputy oil minister. Bribery has also been used in major oil fields such as Zubair and Gharaf. Yona Oil declined to comment on the British investigation, although it denied paying bribes to companies and individuals, and Shahristani denied receiving a bribe.

The scale of corruption was the reason for the rise of Iraqi debt to major oil companies to $ 27 billion in 2015 and avoided bankruptcy through a US aid package. All this is in Muqtada al-Sadr's interest and his bloc is on track. "The most important part of Sadr's appeal is that he wants to develop Iraq's natural resources and economy without the intervention of another country and its companies and without any kind of suspicious trade that has become a sign of the country for a long time," said a senior oil and gas industry official. "Former ministers Haider al-Abadi, who was in power when the Yona Oil scandal broke out and the fact that she is now returning, will help Sadr as a clean party."
