Legislative: The referendum to choose the next prime minister is against the law

12/1/2019 11:38:21 AM

BAGHDAD / Obelisk: The parliamentary legal committee confirmed on Sunday, December 1, 2019, that the holding of the referendum to choose the new prime minister after the acceptance of the resignation of Prime Minister Adel Abdul Mahdi is illegal.

Committee member Salim Hamza said that the political system of the country is not presidential and no bloc has the right to hold a referendum to choose the new prime minister, pointing out that going to referendum is contrary to the Constitution and the law and can not be achieved at all.

He added that the new prime minister's personality will come with the nomination of President Barham Saleh and the vote of the House of Representatives on condition that it is accepted politically and popularly, noting that the lack of resolve at the moment will lead the country to the abyss and infighting.

It is noteworthy that some politicians and civil activists called for a referendum to choose the new prime minister after Abdul Mahdi resigns from the premiership in order to choose a figure acceptable to all.

Comments By Militiaman Regarding The Same Budget Article Above On This Page - As Well As The Iraqi Trade Bank Article By Delta On The Previous Page ...

In essence imo this will expose the 2018-2019 (rider) that may have been or was used to keep the 2020 Budget under wraps to date.. And this is all to happen within the coming days.. So they say they need to do it quickly, as there is an existence of financial commitments that can not be stopped, thus, they merely suspended the financial commitments (loans / cotnracts) for the month ending 01/02/2020, as noted in the article Delta posted. - ..imo.. ~ If that is the case then, shut the front door Alice! lol ~imo~  Militiaman

The data sure seems to suggest that many fronts are converging.. All good too. imo.. ~ MM

Features of the investment environment

The talk about attracting foreign investment during the years of the transition period, which was beset by many phenomena of security and political confusion, was more like security despite the availability of safe climates in many governorates. Successive could not achieve this.

Security instability in the country's overall landscape has often been cited, with the incomplete legal system that shapes working environment relationships and curbs corruption and mismanagement as repelling factors, while others see the weak performance of the banking sector and its rise to the global banking industry as a cause. This is mainly due to the non-flow of foreign investments looking for an environment in which financial transactions are regulated through a banking system that secures money flows smoothly and ensures safe and fast trades up to the global banking industry that produces remote services.

It appears that the paper presented by the Representative of the Secretary-General of the United Nations, "Jenin Blachart" during her recent meeting in the House of Representatives, which included recommendations on the acceleration of the enactment of a number of laws inactivated, will pave the near term to achieve a favorable atmosphere for investment, as the legislation of economic laws along with legislation and related procedures The political and security nature referred to in the paper, such as the amendment of the Investment and Partnership Promotion Act, the legislation of the Council of Reconstruction, oil and gas, the resolution of the housing crisis, social security, where do you get this, as well as the Federal Court Law "which will exercise strict control To the implementation of the Constitution and the laws in force ”, in one way or another, will contribute to paving the way for an appropriate investment environment, through which the managers of the globalization capital movement authorize the flow towards the business environment. Iraqi.

In light of the preparations that took over the years in the banking sector, which constituted an infrastructure for performance, after the introduction of a large package of electronic payment systems and the adoption of international standards in transactions, specifically concerned with monitoring the phenomenon of money laundering, the banking sector is ready to receive the flow of foreign capital with distinction, while The security reality will be at its best after the implementation of the security laws, specifically the law regulating the possession of weapons and the law regulating the work of security companies in the country, and the application of laws related to the regulation of market relations will contribute to creating an attractive environment for the flow of capital in light of the opportunities The promotion of fair competition as an engine of inclusive growth cannot be achieved without the application of competition and antitrust law, the protection of intellectual property and trademark law and the protection of domestic product, while labor, trade union and consumer protection laws Market relations

Najaf and Nasiriyah uprising liquidates the influence of pro-Iranian parties

- 6 Hours Have Passed

%D8%A7%D9%84%D9%86%D8%AC%D9%81-%D9%88%D8

The Iraqi popular uprising, which completed its second month, has gone beyond the limits of reform demands on the structure of the existing regime, to liquidate the influence of pro-Iranian parties that have wasted dozens of opportunities to build the country over sixteen years.

The resignation of Prime Minister Adel Abdul Mahdi, who was approved by the parliament on Sunday, has had little impact on the movement, despite the partial popular celebrations as the first achievements of the revolution, as described by prominent activists, must be followed by other achievements related to radical changes in the depth of the political system, It may be replaced, after failing to produce a successful management system.

Demonstrations in the holy city of Najaf, a Shiite city in Iraq and around the world, have served as a model for street anger against political parties that have seized the country with Iran's help and at the same time serving their interests. Civil but provides political services.

The correspondent of the "Arabs" that the demonstrators in Najaf did not pay any attention to the resignation of Adel Abdul-Mahdi and do not consider it part of their demands, because they focus on the "liquidation" aspects of political Islam pro-Iran from their city.

Five days ago, demonstrators in Najaf were besieging a large building surrounding the grave of the founder of the Supreme Islamic Council, Muhammad Baqir al-Hakim, who came to Iraq after the overthrow of Saddam Hussein and launched a massive political project to dominate power. Shiites are competitors.

The death of al-Hakim did not stop his political project, which led to his brother Abdul Aziz al-Hakim, who died years later and handed the flag to his son Ammar al-Hakim, who split from the Supreme Council, after taking possession of all his property and resources, and formed a new stream called 'wisdom', relative to the title of his family.

The Supreme Council was defined as the main lever of Iranian influence after the overthrow of Saddam, along with the Islamic Dawa Party, where the two parties dominated the most important positions in the executive authorities for several years, with the support of the top Shiite cleric Ali al-Sistani.

Protesters burned parts of al-Hakim's grave in batches in recent days, but lost dozens of their comrades, killed or wounded by gunmen from the movement of the wisdom, who were killed in defense of the site.

Observers said that the insistence of demonstrators in Najaf to burn the tomb of al-Hakim reflects the state of popular anger at all representations of political Islam, in a city known as the center of spiritual influence among the Shiites of Iraq and the world, because it embraces the shrine of Imam Ali bin Abi Talib, and the headquarters of the Supreme Shiite authority.

The British journalist in charge of Middle East affairs, Patrick Cockburn, considered that the Iraqi political elite realized that the popular uprising is a challenge that threatens its existence as a whole, not only its continuation in power, and therefore decided to confront and crush it by all possible means, but the burning of the Iranian consulate in the city of Karbala, which is visited by millions of Shiites annually. In addition to what happened in Najaf, it is a serious escalation and a prominent indicator of the abandonment of Iraqi Shiites by any sense of religious solidarity with Iran as a Shiite state.

The southern city of Nasiriyah preceded Najaf in liquidating all forms of presence of Islamic parties and armed militias that emerged from them.

Since early October, demonstrators in Nasiriyah have been moving between the headquarters of Shiite parties and pro-Iranian militias to burn them one by one, until they have all finished. Now, there is no longer an open party or militia headquarters in this city, whose sons during the era of the war against ISIS played a prominent role in the elimination of the organization, but only neglected.

But in the last three days alone, Nasiriyah has paid a heavy price: it has lost more than 50 young men and hundreds of wounded, who have been confronted by naked breasts of political Islamists and pro-Iranian militias.

Resignation did not prevent the continuation of the protests

Observers believe that the volume of blood that was shed in Nasiriyah, Najaf and Baghdad, ends all possibilities of understanding between the existing political system in Iraq and the rebellious street, and vacates the resignation of Abdul Mahdi of content.

Professor Toby Dodge, a professor of international relations at the London School of Economics and Iraq, said that the political system in Iraq after 2003 carried the seeds of corruption, sectarianism and repression, so Iraqis view their politicians as opportunists who depend on militias for their survival.

"The regime in Iraq, which was established along sectarian lines in parallel with the distribution of the spoils, has been delegitimized, and has begun to crumble and as a result the violence has increased in the country," Dodge told the Observer.

In conjunction with the use of militia influence to kill demonstrators, media outlets close to the regime began leaking the names of candidates to succeed Abdel Mahdi belonging to the same ruling parties. Ammar al-Hakim, who is surrounded by demonstrators in his headquarters in Najaf.

According to field estimates, the involvement of the tribes of central and southern Iraq in the popular movement, may move the demonstrations to the stage to enable them to make political alternatives different from those contemplated by the ruling parties.

In Nasiriyah, the hypothesis of forming a local government from within the arena of protest and the designation of security leaders to walk the city by the protesters themselves, in isolation from Baghdad and its procedures, in light of the insistence of the political class to maneuver and bias to its interests, which is 16 years old.

Observers say that the success of this model in one Iraqi city, will encourage other cities to try it, which means the end of the centrality of political power under the Iranians in Baghdad.

Amid these trends, the Iranian challenge emerges as the greatest threat to the Iraqi protest movement, but this time it may be direct, not as it has in the past two months through the window of Adel Abdul Mahdi's government.

Observers say Iran could be thrown into its Revolutionary Guards to control the volatile scene in Nasiriyah and Najaf, at least if the idea of a domestic political alternative away from Tehran's dominance develops, opening Iraqi expectations for more blood.

After the massacres in Nasiriyah and Najaf, the ruling parties lost the ability to re-coalition to reproduce the political system by injecting new faces into the scene.

Great corruption.

An Iraqi political observer described this process after the resignation of Adel Abdul Mahdi, a fictitious hunting in the vacuum in which the Islamic parties are swimming without finding a solution to get out of the impasse.

The observer said in a statement to the "Arabs" If these parties have evacuated their headquarters in a number of provinces as a precaution, they still control their control over the headquarters of the government in the international area "Green" in Baghdad. It is a fortified area that looks more isolated today than before. This may encourage their neglect and the formation of local governments in the provinces that today seem closer to independence themselves than the ability of those parties to return to subjugation and contain the demonstrations.

The observer expected that the beginning of the end of the rule of political Islam if it is confirmed that Nasiriyah has begun to heal its wounds and seek to form a local government away from the quota between the parties that were expelled.

But he ruled out direct Iranian intervention by including troops from the Revolutionary Guards. This is because Iran is not ready to open a new front with the world even though its loss would be great. "Iran is not in a position to restore memories of its war against Iraq. If it intervenes, it means a new Iraqi-Iranian war. ”

Washington reveals Iran's "significant" influence behind the killing of protesters in Iraq

%D8%AA%D8%B8%D8%A7%D9%87%D8%B1%D8%A7%D8%AA.jpg                           image.jpeg.301c44ec3bae9d5810088fdbcc3991bf.jpeg

2nd December, 2019

US Secretary of State Mike Pompeo said on Monday that protests were sweeping more than 90 areas of Iran, noting that the people were "tired of seeing rulers stealing tens of millions of dollars."

"People are tired of seeing religious rulers steal tens of millions of dollars and put them in their pockets, money that could be used to secure resources for the Iranian people, so they said enough and demanded their basic rights."

Pompeo said that reports say about 700 people have been killed by security forces in Iran and thousands have been arrested. "The role of the United States is to stand up and say that what is happening is not true. These people are demanding basic rights. The Iranian leadership must change in a way that reflects the desire of the Iranian people."

Pompeo touched on the events in Iraq and Lebanon, linked to Iran and its ongoing interventions in the two countries, to which both peoples were fed up. He said that "the Iraqi prime minister resigned against the backdrop of the protests, after people demonstrated and demanded freedom, but the security forces killed dozens of them, and this is because of the Iranian influence largely." "The demonstrations in Beirut reflect the desire of the Lebanese of all sects, for independence. They want Iran and Hezbollah outside their country."

"Reversal" of Iran's Role in Iraq .. Two Tasks for Abdul Mahdi's Alternative and Warning of "Political Suicide"

The Washington Post published an article commenting on the resignation of Iraqi Prime Minister Adel Abdul-Mahdi, two months after the outbreak of demonstrations demanding reforms, noting that there are many questions to be asked before thinking about his successor, his resignation paved the way for a new political crisis.

The newspaper said in the article, that the confrontation is taking place in the Iraqi Council of Representatives over the new personality to succeed Abdul Mahdi, in parallel with the clashes of protesters and security forces in Baghdad and other cities during their demand to overthrow the regime, and the adoption of a new election law and an end to power-sharing that divides government gains on politicians ”.

"Recent developments in Iraq pose the most serious challenge to the Iraqi political system since the fall of the former regime in 2003," a human rights official told the paper. "More than 430 demonstrators have been killed in two months."

The newspaper pointed out that "officials argue the interference of external powers such as the United States and Iran. As Iraqis look for serious change, they are tired of high unemployment, graft and lack of government services, even though Iraq has large oil reserves.

In this context, the Iraqi political analyst Ahmed al-Mayali, according to the newspaper, that "Iraq is facing a historic opportunity to form a strong government and away from any external interference," noting that "Iranian influence is no longer the level it was before the protests."

The newspaper said that "Iran has played an important role in Iraqi politics, but this support may be counterproductive. The demonstrators in the southern provinces stormed or burned Iranian consulates."

According to Hussein al-Oqabi, a member of the Iraqi parliament's legal committee, "the best solution at the moment is for all parties in parliament to agree to name someone who has the approval of the demonstrators," pointing out that "the new prime minister will have to put the interests of the Iraqi people and the revolution first and fight corruption." The political elite will be facing political suicide. ”

Baghdad government loses tribal support after Nasiriyah massacre

- 5 Hours Have Passed

%D8%B0%D8%A8.jpg

The widespread popular protests in the southern Iraqi city of Nasiriyah revealed the willingness of powerful tribes in the region to turn against the government, after it was considered incubator and a popular back to it.

Prior to his resignation, Prime Minister Adel Abdul Mahdi caused a massacre of protesters in his home town of Nasiriyah, where forty-seven protesters were killed and about 1,000 others were wounded within hours by the security forces who were ordering his orders as commander in chief of the armed forces. When the dust was cleared from Habboubi Square, which witnessed this massacre, it turned out that its size could not be tolerated.

At the same time, a delegation of tribal sheikhs went to the police headquarters where they met with the senior officers and there was a sharp conversation among them. These officers swore that the force that killed the demonstrators of Nasiriyah, last Thursday, came from Baghdad and stayed for hours in the city before committing its massacre and leave immediately .

Tribal elders were not convinced of this explanation and were amazed at how police talked of unknown troops coming to the city to kill demonstrators without their knowledge, vowing publicly to "crush Abdul Mahdi and his officers if they dare to Nasiriyah again."

When a video of the speech at the Nasiriyah police headquarters and tribal elders emerged, it was clear how much tribes could play a role in supporting protesters who were subjected to bloody repression that caused an unprecedented number of deaths and injuries in protest movements.

Authorities are tempting tribal sheikhs in central and southern Iraq to strike a deal with them to contain the protest movement

Officers appeared to plead with tribal elders to calm down, while tribal elders continued to escalate, forcing the city's police chief and aides to resign.

It seems that the political class felt the danger of the tribes entering the line of demonstrations and gives them great weight and protection from repression, so it moved quickly to contain the situation.

The first fruits of the government movement document signed by the elders of some tribes in the city of Basra pledge to abide by the orders of the Supreme Shiite cleric Ali al-Sistani in relation to the peaceful demonstrations.

As for the demonstrators, those who always stress the need for the demonstrations to remain peaceful, harbor a stance against the protest movement, which has been committed to peaceful since its inception but met with excessive government violence.

Iraqi political sources say that the government of the outgoing Prime Minister Adel Abdul Mahdi, which has turned to the conduct of daily work, is actually moving towards tribal elders in the areas of central and southern Iraq, to reach a kind of tribal alliance, aimed at containing the protest movement.

The sources stress that the government offers great temptations to the sheikhs of tribes that join this alliance, such as granting them job grades to distribute to their relatives or granting them facilities in the land acquisition and cultivation sector, pointing out that the government's plan started from Basra to benefit from the great competition between its tribes and tribes of Nasiriyah, which biased Gradually towards the protest movement, despite the great interests that link some of its elders to the government and its political parties.

According to sources, the government intends to expand its movement soon to include the city of Najaf, where angry protesters have been moving for days to burn down all the headquarters of pro-Iranian parties or the shrines of clerics known to sponsor political Islam parties.

Observers say that the Iraqi government is regaining a model invented by former Iraqi President Saddam Hussein, when he launched what was then known as the "elders of the nineties", tribal sheikhs, the then ruling Baath Party bought their loyalty with money after the decline in popularity due to the invasion of Kuwait and the subsequent war and siege in the 1990s .

To date, some tribal leaders who have sold their allegiance to Saddam are still known as the "90s' sheikhs" in a derogatory ratio to that era, suggesting that the government's reliance on tribal sheikhs to stand against the street will backfire.
