How difficult is it to incorrectly count attendance ? First off, half of them are never in attendance. Second and most importantly..... every time you get to 20 using your fingers & toes, put a tick mark on the paper. Add up all the 20’s ( providing someone there can count that high ) and hopefully you haven’t screwed it up. 

 

On second thought, forget that. There’s gotta be a 1st Grade teacher over there. Find one !

This is also supported by MP for the reform and reconstruction movement, Hassan Fadas, who said in a statement to the "news", "The lack of quorum voting for the resolution of the Nineveh Provincial Council."

More than 100 laws before the government did not reach parliament

The Council of Ministers included draft laws that gave priority in the legislation, namely the draft laws on the lease of agricultural land, the freedom of expression and peaceful demonstration, the cancellation of the orders numbered 21 and 36 of 2005, the ownership of plots of land for the employees of each of the offices of the President, Ministers and members of the National Provisional Council.

The Council also called for giving priority to the enactment of a law on the characterization of the national campaign for the construction of schools and kindergartens, the First Amendment Law of the Agricultural Quarantine Law No. 76 of 2012, the first amendment to the Ministry of Interior Law No. 20 of 2016, the amendment of the Ministry of Education Law No. 22 of 2011, Royal Decree No. 13 of 2010, amending the Penal Code Amendment Act of the Iraqi Penal Code No. 111 of 1969, and other special laws No. 6 of 2008, the Refugee Law and the Law of the Military Industrialization Commission.

A member of the Fatah Alliance Hussein leftist, said in a press statement: "The parliament and in the event of dismissal of the Nineveh Provincial Council, members of the Council will resort to the judiciary to appeal the decision, as it can not be accused of corruption.
