The Kurdistan Democratic Party (KDP), headed by Massoud Barzani, responded to the recent statements of Prime Minister Haider al-Abadi on Kirkuk province, saying that his statement does not serve the political process, while the party expressed its adherence to the presidency. 
A spokesman for the party, Mahmoud Mohammed, said in a press conference held today in Erbil after a meeting of the leadership of the party held under the chairmanship of Massoud Barzani, "The meeting was discussed the formation of the next Iraqi government, and the selection of the three presidencies," stressing that "the two main parties in the Kurdistan region reached a conviction to go To Baghdad, and asked the four opposition parties to participate in the joint delegation of the two parties, but they were not ready to respond to us.

"The demands of the Kurds in addition to the three principles include the application of Article 140 of the Constitution, and the determination of the share of the Kurdistan region of the budget and the budget of the Peshmerga." He stressed the need to normalize the situation in the areas covered by Article 140 of the Constitution. 

He added that "the demands do not contain anything unconstitutional and all within the framework of the Constitution of the rights of the people of Kurdistan," stressing that "Iraq must be managed by the three components of the Kurds and Shiites and Sunnis, and can not manage the country individually and those components must have their real representatives Government and participation in decision-making. "

"If you insist on your intervention, we will consider any government to be a client before you and we will drop it within two months," the statement quoted Amiri as saying.

Iraq’s political crisis is set to grow after the blocs that have won most seats in the parliament failed to create the largest legislative bloc capable of forming a new government.

The inaugural session of the 329-seat chamber would be chaired by its oldest member, President Fuad Massum said this week in a decree calling for the sitting to take place on September 3. 

As the parliament plans to meet, cleric Moqtada Sadr called on Wednesday for a “peaceful day of rage” to rebuild a “new Iraq.”

Dozens of Iraqis protested near the entrance to the green zone in Baghdad over what they say are US plans to keep Prime Minister Haider al-Abadi in his post for a second term.

They said Brett McGurk, the US special envoy for the coalition against ISIS, has been ‘interfering” in the negotiations aimed at forming the biggest parliamentary bloc.

“No to America,” the protesters chanted as they pledged not to remain silent to the US embassy’s “interference” in the Iraqi government formation process.

Addressing his followers in a statement, Sadr urged them to hold a million man march against the corrupt.

“Say no to sectarianism, no to corruption, no to division of shares, no to terrorism and no to occupation,” he said.

“Iraq needs a peaceful day of rage to set the stage for building a new Iraq away from corruption and oppression,” Sadr added.

His foes considered his statement a call for street protests if the government was not formed anytime soon.

A political source told Asharq Al-Awsat that the slogans used in Sadr’s statement mainly with regard to ‘occupation,’ is a hint to the US, which has been seeking to keep Abadi in power.

Political analysts believe that tension ahead of the parliamentary session, along with US and Iranian pressure on the formation of the largest legislative bloc, are a reflection that Iraq’s political crisis has not abated and is set to become worse.

Iraq's Abadi exempts Faleh al-Fayadh from all government posts

 

 

PM Haidar Abadi issued a decree on Thursday to exempt Faleh al-Fayadh, Head and Advisor of the National Security Council, from all his government posts.

According to a statement from Abadi's media office, Faleh al-Fayadh has been involved in political and partisan activities which contradicts the sensitivity of his security missions. 

The statement added that the decision was based on the Iraqi constitution that keeps the neutrality of the security and intelligence services.

Iran seeks to get Fatih, State of Law coalitions included in largest bloc

 

 

The nucleus of the largest bloc, which includes coalitions of Sairun, Victory, Wisdom and Al Wataniya has launched talks with the axis of Al Fatih and State of Law coalitions regarding the formation of the coming government, informed sources said Thursday. 

The sources said, in a press statement, that the talks started yesterday between the negotiating committees of the nucleus of the largest bloc and the committees of Al Fatih and the State of Law.

The source, who declined to be named, confirmed the talks were positive, and there were many participants of the two sides.

 

He indicated that the coming two days will determine the final decision whether the two coalitions will be included within the nucleus of the largest bloc.

It’s a real political battle in Iraq.  When you stop and think about it, Iraq is really new to the political world.  When you see everyone in government becoming a billionaire it’s understandable why all the different parties want in.  Money, greed and power, human character on full display.

Prominent Shiite cleric welcomes Iran intervention in Iraqi affairs

 

 

Recently, Humam Hamoudi, Leader of the Supreme Islamic Iraqi Council, has slammed what he named "foreign interventions" in Iraq's internal affairs as violations of the Arab country's national sovereignty. But the statements were heavily derided on social media as they ignored the Iranian flagrant interference in Iraq. 

 

The statements came during Hamoudi's speech at a ceremony held by the council on the occasion of Eid al-Ghadir. The speech tackled the current situation in Iraq and the ongoing negotiations to form the largest bloc.

 

He pointed to the importance of speeding up efforts by all political blocs to agree on a national project whose main objective is to serve the citizens and find practical and realistic solutions to the country's problems. 

 

Iraq's political circles have seen rifts over the formation of the next government. These disagreements coincided two important visits byUS special envoy to Iraq, Brett H. McGurk, and commander of the Quds Force, Qassem Soleimani. The visits discussed means to form the new government.

Sairun Coalition which is supported by leader of the Sadrist movement Moqtada al-Sadr, the Victory coalition led by PM Haider Abadi, and Wisdom Coalition  led by Ammar al-Hakim, and the National Coalition  led by VP Iyad Allawi have formed what they called a nucleus for the largest bloc in the Iraqi parliament.


Sadr and Abadi represent the first axis of theShiite blocs winning in the elections that took place last May while the second axis consists of the Fatih Coalition that includes Iran-allied IMIS Militias,  Secretary General of the Badr Organization Hadi Al-Amiri, and the State of Law Coalition led by Nuri al-Maliki.

The largest bloc needs 165 seats out of a total of 329 seats in the new parliament.

Hamoudi has shown his strong rejection of US sanctions against Iran. "The unjust and illegitimate" decisions have been issued by a state and not issued by an official UN body," he said, calling upon the government to ask the US administration not to abide by those sanctions.

 

Hre also criticized the decisions by US President Donald Trump, claiming they have created deep problems even with his allies.

 

He further claimed that imposing a blockade onIran is part of major schemes to create chaos in the region.

In a previous Friday sermon, Hammoudi slammed the Iraqi people after the defeat of Islamists in the May elections.

(Reuters) - Iran has moved events in Iraq from behind a curtain after 2003 by providing financial and military support to militia leaders, according to a US investigative report with the leader of the group known as Asaib Ahl al-Haq in Iraq, Qais al-Khazali, who was kept secret for 10 years. 
Khazali was detained by US forces in 2007 to investigate his role in the killing of five US soldiers in Karbala. 
Al-Khazali, speaking in a secret report several months ago and published in the Wall Street Journal, spoke of Iran's efforts to train its militia, which later turned into a political party, and relations between Tehran and Iraqi political figures such as late President Jalal Talabani and Muqtada al-Sadr. 
These records are being circulated in Washington at a time when the administration of President Donald Trump is considering the inclusion of Khazali and Asaib Ahl al-Haq on terrorism lists.

Iranian Incitement 
In an investigative report with al-Khazali on 18 June 2007, the latter revealed training provided by the Iranian Revolutionary Guards to Iraqi Shiite militias in three bases near Tehran, including the Imam Khomeini base visited by Khazali. 
But the Iranians did not train the Iraqi Shiite militias on their own. According to the investigation, "there are Iranians and Lebanese from Hezbollah conducting training in those bases ... The Iranians are experts in the all-out war, while the Lebanese are specialized in street or gang warfare." 
The Iranians suggested targets for attacks by militias in Iraq at the time. They asked Shi'ite militias to focus some of their attacks on British forces to "push them out" and increase pressure on the United States to withdraw, the Wall Street Journal reported. 
Britain was a US partner in the US-led coalition.
US forces pulled out of Iraq in 2011 before returning in 2014 as part of the International Coalition to defeat Dahesh, who succeeded in helping the Iraqi government defeat the organization. 
In the investigation, Khazali spoke of supplying the militias with improvised explosive devices that killed and wounded hundreds of American soldiers. 
"The detainee (Khazali) said that anyone can receive training on these packages and that Iran does not care about who gets it ... This is due to the availability and availability of these packages." 
Khazali was arrested and interrogated by the US authorities after the "Karbala Provincial Council, which Iran planned," Khazali told investigators. 
The aim of the operation was the exchange of US soldiers presumed to have been kidnapped by Sadr followers detained by the US-led coalition, but the operation ended with the deaths of five US soldiers.

Sadr and trips to Iran

Khazali told American investigators about several trips to Iran alone and accompanied by Moqtada al-Sadr in search of money, political support and weapons. 
According to the Wall Street Journal, the investigations with al-Khazali are full of details about Sadr's dealings with the Iranians and Sadr's desire to control Iranian money flowing to political groups in Iraq. 
During one of his solo visits in 2005, Iranians told Khazali that al-Sadr should take part in the Iraqi elections to ensure that "the Shiite people would have full control over the country and the government."
Khazali told American voters that a number of political figures in Iraq were sympathetic to Iran or influenced by its influence, including Jalal Talabani, the late Iraqi president. 
The good relations between the two parties did not last that long, according to an investigation report dated January 2008, in which Khazali revealed a disagreement with Sadr, who said he had "no principles and only works for personal gain."

Politics Years 
After nearly a decade on US investigations with Khazali, the Iraqi political landscape has shifted and the roles of the two men have changed. 
Sadr froze the Mehdi Army in the late 1990s and now leads the so-called "Saroon" movement, which is the result of the last legislative elections in May. 
Khazali still maintains strong relations with Iran, according to the American newspaper, and turned Asaib Ahl al-Haq to politics to win 15 seats in the new parliament of Iraq. 
The Iraqi researcher Kirk Suel told the Wall Street Journal that these seats could involve Khazali within an alliance or exploit them to become a voice to oppose the next government. 
"They had one seat (Asaib Ahl al-Haq) and they played a big role because they had arms and now they have 15 seats."

Sadr has been successful as a voice for the opposition over the past few years and Khazali may gain influence and popularity in a similar fashion.

Im getting a feeling the Iranians and their proxy politicians are trying to stretch out the formation of the government so they can demand new elections. I’m not sure when the government formation clock started but according to their law they have 90 days to form the government after the election was ratified.
