Baghdad has abided by OPEC's agreement and cut output by about 210,000 barrels to 4.35 million bpd

RIYADH - Saudi Arabia has provided assurances that Iraq will abide by a deal to cut output between OPEC and a number of independent producers after reports indicate Baghdad's lack of commitment to the agreement and its repeated demands to exempt it from cutting production.

"The talks with the Iraqi oil minister stressed the need to strengthen the level of commitment to the agreement," led by OPEC to reduce the supply of crude, said Saudi Energy Minister Khalid al-Faleh. He said in a statement that the talks "reached an agreement in the visions between the two countries aimed at ensuring the stability of world oil markets and consolidate the gains made in the recent period."

The talks stressed the need to intensify efforts to urge all parties to strengthen their commitment to the agreement to reduce production, to maintain the balance of global energy markets.

Al-Falih expected that the economic relations between the two countries will witness "greater cooperation and cooperation in the field of trade exchanges, as well as in the field of opening joint investments of companies and businessmen between the two countries."

There is speculation that the visit of the Iraqi oil minister has discussed the export of oil through Saudi Arabia through the re-operation of the pipeline with Riyadh in its ports on the Red Sea.

Iraqi Oil Minister Jabbar Laibi met Saudi Crown Prince Prince Mohammed bin Salman during his visit to Riyadh, which began last Tuesday.

Reports have pointed out in the past period that Iraq is one of the least committed to the OPEC production reduction agreement with a number of independent producers at the end of last year.

Khalid Al-Falih: We have common visions with Iraq aimed at ensuring the stability of world oil markets

But the Iraqi Oil Ministry confirms that it has fully complied with the OPEC agreement and cut oil production by about 210 thousand barrels to 4.35 million barrels per day. Iraq, OPEC's second largest oil exporter, agreed last November to cut its total output by 1.2 million bpd from the start of this year and the deal was extended until March to rebalance the markets.

Iraq has repeatedly demanded that it be exempted from compliance with the agreement because of its exceptional circumstances as it suffers from a stifling financial crisis at a time when it is facing the high costs of war against an oppressive organization.

Iraqi officials see compliance with the OPEC deal exacerbating the country's financial crises and pushing Baghdad to borrow from abroad to offset falling revenues.

Sarhan Ahmed, a member of the Iraqi parliament's finance committee, said his country was suffering from a severe financial crisis that has been accumulating over the years as a result of low financial revenues and is worsening daily as spending increases.

Baghdad has entered into international financial commitments through several multi-billion dollar loans, such as the Japanese, French, British, Qatari and other loans, a package of loans the government will have difficulty repaying in the absence of a long-term government vision of the country's economy.

Ahmed believes that Iraq's withdrawal from the OPEC agreement to cut oil production requires a government with a clear economic and financial policy, which is what his country is currently losing.

Iraq suffers from political, economic and security chaos in the face of a broad war against terrorism, the spread of corruption in the joints of countries and the paralysis of economic activity, which led to imbalances and a record deficit in the public budget.

Saudi Arabia to launch joint trade council with Iraq

Tuesday, August 15, 2017

[RIYADH] Saudi Arabia and Iraq are to launch a joint trade commission, the Saudi cabinet announced Monday, in a sign of a thaw in ties between the two neighbours.

"The cabinet has decided to approve the establishment of the Saudi-Iraqi Coordinating Commission and to delegate the Saudi minister of trade and investments to sign on behalf of the kingdom," read a statement carried by state-run SPA news agency.

The two countries went a quarter century without diplomatic relations, which were cut following Saddam Hussein's 1990 invasion of Kuwait after which Saudi Arabia served as the launchpad for a US-led coalition to oust Iraqi forces.

Saudi Arabia and Iraq, Opec's top two producers, were both dealt a serious blow when oil prices plummeted following a global production glut in 2014.

Riyadh and Baghdad showed an improvement in ties in June, when Iraqi Prime Minister Haider al-Abadi visited the kingdom followed by a series of visits by high-ranking officials.

Iraq's Energy Minister Jabbar al-Luaybi and his Saudi counterpart Khalid al-Falih last Thursday jointly announced they would strengthen their commitment to pledged oil production cuts and vowed to ensure coordination of their nations' oil policies.

Opec and non-Opec members have pledged to cut back on production in an effort to stabilise market prices.

While Saudi Arabia met its production limits in July, Iraq only made one-third of the cut it had pledged, according to a report published by the International Energy Agency.

The rekindling of ties comes at a time of diplomatic crisis in the Gulf after Saudi Arabia cut all ties with neighbouring Qatar in June, accusing the emirate of supporting Islamist extremists and working with Shiite Iran.

Qatar, the world's largest exporter of liquefied natural gas, has denied the allegations.
