All goes well per Areez Abdullah, they seem to have a majority consensus and could pass this as early as next week.

I would have to think by now they have had plenty of time to hammer out the nuts and bolts and have come to a point where this meeting with the Kurds is for signatures not more negotiating.

They have used the preceding 6 months average cost of a barrel of oil from sales from or to the USA, Asia and Europe to calculate who gets what.

 

The head line is not the main point imo.

It is the last two paragraphs that suggest they are having a meeting next week. That could be Sunday.

They say they have large acceptability in the house.

I bet the pressure has come to a boiling point and there is no way in world they'll kick this can into months or even weeks.

Large acceptability is a majority. imo We read they came to a calculation for oil.

They used (44,4) and another (8,000 dinars per barrel) in the article.

So if oil is average $44.4 a barrel and it costs $8 to extract then they can budget for it.

Like they just passed the 2017 and Supplemental for 2018 if I read that correctly.. -MM

My/Our  patience with these fools is at a boiling point . . . as I'm sure all of you at DV will agree, ENUFF IS ENUFF. I suspect the IMF is turning the foot screws pretty tightly to get this done ASAP. This foot dragging has to stop. Do what the people voted you into to office to get done. Give Iraq a better way of life.

The one main thing that i see wrong with this national oil company is that it says it will be linked directly to the prime minister. Well we all know in iraq that's not going to work. You cannot give any prime minister that much power and oversight of the countries wealth. This national oil company will have to be made up of representatives of the provinces, kurdistan, and baghdad and will need to be independent from any high official in the government. Just like here in the u.s., our oil law or company is not ran by president trump, it is ran by a board of directors with a president, etc. Now the other thing i get from these articles is that i think they are going to need the national oil company law before they do the hcl. They must have the law of the acting body in place before you can decide how the money gets distributed, and who has the right to what oil fields, ie, kurdistan,, iran and kuwait, because that board of directors and the cbi will be the ones who do the distribution i would believe.

The oil and energy parliamentary committee announced that the law of the National Oil Company will be ready to vote in the next few weeks or months, as revealed a meeting next week with the Ministry of Natural Resources in the Kurdistan Regional Government to listen to her opinion and reach a formula for agreement on the law.

Chairman of the Committee, Areez Abdullah, said in a press statement that the oil and energy committee of the Parliament is continuing to enact the law of the National Oil Company, which completed the first reading is currently in the discussions, indicating that the law will be ready in the next few weeks or months to vote. 

To establish a national oil company and dismantle its association with the Ministry of Oil to be directly linked to the Prime Minister, explaining that the company will work inside Iraq only currently to manage the oil operation in the country starting from development, exploration, exploration, extraction and production except marketing, Sumo.

He added that there will be a meeting next week with the Ministry of Natural Resources of the Kurdistan Regional Government, to reach a formula of an agreement with them and listen to their views on the draft law,

'adding that his committee held several sessions with local and international experts and specialists on the law to come out in a format compatible with the Iraqi reality and development The winner in the field of oil investment in the world.
Abdullah said that 'the law is around him a large acceptability within the House of Representatives of all political blocs', expected 'passing the law as soon as after the agreement on the final version with the Kurdistan Regional Government.'

In the Iraq Oil and Gas Draft, part of the law stipulates disbanding the current system and forming the National Oil Company. INOC is part of the HCL so any movement in this direction is favorable. However, expect 6 months to 1 year before this company is up and running, fully functional, after passage. I expect by this time next year they will finally be ready to get to the HCL which is within the timeline for the SBA to complete in 2019. Within six months of the HCL passing and the budget has passed for 2019 look for an Rv to happen by the end or shortly after completion of the SBA in mid-year of 2019. Pieces are falling into place just not as fast as people would like.

Typo "e" for a "g," it happens and I believe everyone gets what he was saying.

 

No RV until 2019?  It's possible and I respect your opinion.

 

No RV period?  It's also possible.  Some like John Jorgenson have said as much.

 

Its possible that no one knows but I'm pulling for sooner than later.
