Wow, I've got to come alive here, no longer a watcher, all these positive posts about the new Qi cards, definitely marks a change from the neutral, if not negative, to the positive. I can't hardly believe it, I thought this site was a grave yard,  full of useless nonsense, and now it's alive and kicking. I'm ready to go  to the bank with my lone 25,000 note.

Mobile payment system in Iraq aims to help 12,000 farmers return

By Rudaw 4/8/2017

ERBIL, Kurdistan Region — Short message service (SMS) technology will allow thousands of rural farmers to be paid electronically and return to their agrarian livelihoods in areas of northern Iraq recently liberated from ISIS and in the Kurdistan Region.

“Participant names and identity numbers are pre-registered with the company [Zain], and they receive a free SIM card,” detailed the UN Food and Agriculture Organization (FAO). “Once each person completes a certain number of days of work, they receive a text message containing a personalised security code.

“They can then collect their wages from any certified money mobile transfer agent, provided their code and identity number match those registered.”

The Belgium government-funded programme will support 12,000 conflict-affected people in 30 villages in Kirkuk, Anbar, Salahaddin and Nineveh governorates.

“As well as providing much-needed income for participants, the programme will improve agricultural production in the surrounding communities, through activities including rehabilitating canals for irrigation to grow crops and preparing farmland for planting,” said Fadel El-Zubi, FAO Representative in Iraq El-Zubi.

FAO and Iraq’s Zain telecommunications have partnered for the “cash-for-work programme.”

“This, in turn, will encourage community members still displaced by conflict to return home and begin farming again,” Zubi added. “FAO’s aim is to support people to get back on their feet as quickly as possible, and reduce their reliance on food assistance.”

As of 15 July, more than 3.3 million people remained displaced within Iraq, while about 2 million had returned home, according to UN data.

Around 12 million Iraqis live in rural areas and depend on agriculture for their livelihoods. Decades of conflict have destroyed fields, farms, infrastructure, livestock and crops.

“The use of mobile technology will streamline the safe delivery of cash transfers to participants, who are some of the most vulnerable people in the country,” said Zubi.

FAO estimates $74.5 million is needed to assist 1.39 million people this year who work in the husbandry and agriculture industries.

In addition to fighting ISIS, the US-led global coalition is committed to stabilization. In March, they announced more than $2 billion of funding commitments from partners.

“We’re going to continue those efforts,” said US Secretary of State Rex Tillerson on Tuesday.

Tillerson explained that stabilization for the State Department means security through local law enforcement — “faces they recognize” — and “restoring fundamental needs to the community – power, water, sewage.”

He added: “We get the essentials in place. We’re not there to rebuild their communities. That’s for them to do and that’s for the international community to marshal the resources to allow them to do that.”

Iraqi Farmers to Get Needed Cash Via Mobile Phones

August 02, 2017

LONDON —
Families in rural Iraq will get access to urgently needed cash to invest in farming via a new money transfer program on mobile phones funded by the Belgium government, the United Nation’s food agency said Wednesday.

The Food and Agriculture Organization (FAO) said the cash-for-work program will benefit more than 12,000 farmers in more than 30 villages by providing a secure means of receiving funds to restart or expand agricultural activities.

The move comes after years of conflict that destroyed or damaged harvests across Iraq, where about 12 million people depend on agriculture. This has left about 3.2 million of Iraqi’s 38 million people without regular food.

Safe way to send money

Fadel El-Zubi, FAO representative in Iraq, said the workers and families involved in the program are from households with no other income source, including women who are often the sole breadwinners, and people with disabilities.

“The use of mobile technology will streamline the safe delivery of cash transfers to participants, who are some of the most vulnerable people in the country,” he said in a statement.

The payments are facilitated by FAO in partnership with mobile telecommunications group Zain, which has operations in eight Middle Eastern and African countries.

Participant names and identity numbers are pre-registered with the company and they receive a free SIM card.

Once they complete a certain number of days of work, they receive a text message with a security code and can then collect their wages from certified money mobile transfer agents.

Farm workers encouraged to return

El-Zubi said the program would encourage Iraqis displaced by conflict to return home and resume farming with the FAO seeking $74.5 million to assist 1.39 million people this year.

“Providing income opportunities is critical in rural areas affected by conflict,” El-Zubi said. “FAO’s aim is to support people to get back on their feet as quickly as possible, and reduce their reliance on food assistance.”

Sarah Bailey, an expert on emergency cash transfer programming at the Overseas Development Institute (ODI) thinktank, said giving people money was giving them choice.

“Increasing people’s options to invest, to meet their families’ needs, to send their children to school, that’s all extraordinarily positive,” Bailey told the Thomson Reuters Foundation.
