The few days following the registration of candidates for the Iraqi general elections, scheduled for May, revealed a significant shortage of logistical equipment to complete the voting process, threatening to return to the manual operation and opening the door to widespread fraud.

Contrary to tradition, these fears came from the political party that holds power in the country, the victory coalition led by Prime Minister Haider Abadi, who apparently did not succeed in pushing his supporters to the Council of the Electoral Commission, or its executive joints.

"The UNHCR leadership has conducted a series of" dubious "changes in a number of its local administrations and has handed over close associates of high-level executive parties, allowing them to directly influence the election results, say Abbadi.

Abadi's team says the prime minister has refused to nominate any of his allies to fill a seat on the board of plenipotentiaries, which is dominated by influential Iraqi parties. But Ebadi's opponents also say they have no representatives in this council.

The Board of Commissioners oversees the commission responsible for conducting elections in Iraq. The large political parties used to distribute the seats of the Board of Commissioners according to the sectarian structure of the population. Therefore, the Shiites held the largest number of seats in the council, while Sunnis and Kurds occupied equal seats.

Abadi warned the election commission of "illegal dealing with parties." Although the prime minister gave no further details, observers confirmed that he was offering the political implications of the members of the Board of Commissioners.

They say that Abadi pre-empts the official preparations for the elections by cutting off the road to the parties so as not to consider using their influence within the Commission to change the results.

Abadi wants to remove the influence of the parties on the Electoral Commission Abadi wants to remove the influence of the parties on the Electoral Commission

In the field, the sources revealed to the "Arabs" in Baghdad, "The main electoral stations in Iraq are suffering from a shortage of electronic counting devices, while efforts to correct this deficiency seem to be limited so far."

The sources said that dozens of organs, which contracted by the Electoral Commission to bring them, has not arrived so far, and may not arrive in time to allow the operation.

She adds that this shortage will complicate the Commission, forcing them to adopt the method of counting and manual counting, after promising to carry out this process electronically.

Political sources in Baghdad say the parties involved in the elections are watching this issue with great concern, and fear it could be an input to rigging the results.

Iraqi political observers say it is not new to say, a statement or hint, that the Electoral Commission in Iraq is a penetrated institution. Like all institutions of the political system based on the principle of sectarian quotas, they are torn apart in their structure, a reflection of their distribution of quotas among the ruling parties.

An Iraqi political observer told the "Arabs" that talking about the independence of the Commission is a kind of irony that involves a lot of the facts of administrative and financial corruption, which has become a hallmark of all institutions of the Iraqi state, pointing out that the suspicions pursued by the Electoral Commission since its establishment, and that these suspicions are based on Basis of reports reached by the State Integrity Commission.

The observer added that the negative attitudes taken by the judiciary against the corruption files related to the Office of the High Commissioner were proof that all the parties of the Authority were involved in those files. It is likely that the complex relationship between these parties and UNHCR is based on the irreplaceable services of forgery in a country where the parties are fighting To one project to get the biggest share of the spoils.

He pointed out that the commissioners have a power outside their powers if their institution is really independent, wondering, can we expect a corrupt institution to conduct fair elections?

Transparency International has already pointed out that UNHCR's financial allocations are sufficient to rebuild a number of destroyed cities in Iraq. However, the Commissioners consume these funds in their travels, allowances and privileges, making the Commission suffer from a defect in its ability to carry out its tasks in modern technical ways.

After the controversy surrounding the source of thousands of votes obtained by former Prime Minister Nuri al-Maliki, in predominantly Sunni areas west of Baghdad, the Electoral Commission pledged to cut the way for counterfeiters, by adopting an electronic mechanism to count and sort votes.

Although millions of dollars have been spent on contracts with several countries, the Electoral Commission seems unable to meet its commitments.

According to political parties, the method of manual counting is no longer adopted in any of the countries of the world, having proven to be used in electoral fraud in a way that affects the essence of the results.

In order to avoid the failure of the electoral process, in the event of the collapse of the electronic system prepared by the Commission, the latter went to the appointment of about a thousand new employees, salaries up to about one million dollars per month, to carry out the procedure of counting and sorting manually.

"This is a clear indication of the intentions of influential actors within the Commission on the manipulation of results," said Abadi.

Abadi faces fierce competition in the Shiite arena by political parties and trends, most of them close to Iran. The lack of electronic counting devices was not the only problem facing UNHCR, as it suffers from the process of completing voter registration updates. This update is a legal requirement that a person will not vote for more than once.

"The voter registration update after 9-11-2017 is worthless because what happens after that date is not given a voter card and therefore can not vote electronically, where the vote is cast on the old card, Which is already absent from many citizens in Anbar province because of its loss during the period of displacement. "

"This means that less than 25 percent of voters in Anbar province can vote electronically, and those who have updated their records before that date," she said.

It called on the Electoral Commission to "deliver on its promised promises through electronic voting for all citizens to ensure free and fair elections and to prevent attempts by some political forces to rig elections in favor of their candidates."

It also called on the United Nations Mission in Iraq to press the Independent Electoral Commission for the distribution of cards to all modernists to ensure their vote electronically.

In Anbar province, we have more than 50,000 cards that were sold by poor people, bought by candidates or bought in advance," an official told the New Arab newspaper. "The presence of influential political parties trying to impose control over some liberated areas, and forcing citizens to elect them in these ways, especially in Anbar province and in the areas of southern Iraq." The MP for the National Coalition Abdul Karim Abtan warned in a previous statement of the purchase of voter cards to falsify the election results to restore the corrupt again, calling to address this through the receipt of cards and wide participation in the elections.

It does my heart good to see democracy in action. The citizens will know that they have the best candidate money can buy.  It is not too far from the Republicans screwing over the American citizens on the tax reform. We are going to give you a couple bucks in your pocket.  While you get screwed in every other way possible.  And the politicians and their crooked friends make billions.  But the American citizens deserve it because we voted these scumbags into office. The Iraq he citizens that sold their vote had their whole lives devastated. They lost the  lives of family members. They lost their homes their jobs and hope. So they are trading their future to put food on their table today .  I can't say as I blame them. Because it seems just like in the USA. No matter what party gets voted in they are all lying thieving scumbags.  History proves that repeatedly.

A little insecure are we? Where did I say, insinuate, or claim that I was better than you?

You stated that I don't know how that makes me look.  Did you write that to let me know how great you think my opinion is? Did you write that to let me know you think I am the patriot that I am.  I know exactly how that makes me look and I'm very proud of it.  You know nothing about me.  And insecurity is not one of my strong suits. Because I could really give a rats **s what you think of me or how I look in your eyes.
