We have not recorded any forced return of the displaced to their homes, " the Iraqi minister told a press conference held at the ministry's headquarters in Baghdad .

"There are liberated areas, which are populated areas, and people must return to them," he said. Iraqi Sunni political forces have demanded that the country's general elections be postponed for one year or that local elections in its provinces occupied by a pro-government organization be held, while Shi'ite factions are trying to contain their electoral alliances after recent splits and withdrawals.

The alliance of Iraqi Sunni forces in a letter to the Presidency of the Council of Ministers signed by the head of his parliamentary bloc Salah Jubouri that «based on the requirements of public interest and the achievement of social and political justice among the Iraqi people in accordance with the constitutional principle of equal opportunities among Iraqis and the tragic circumstances experienced by the provinces affected after the occupation In view of the lack of the necessary conditions set by the Council of Ministers to hold the elections, foremost of which is the restoration of stability and security to the liberated areas, the return of all displaced persons, the creation of an electoral and security environment, Thousand Iraqi forces propose postponing the general parliamentary elections and local elections for at least a year to allow the government and political and popular forces to complete the necessary conditions set by the Council of Ministers with the extension of the work of the House of Representatives ».

To this, announced the leader of the alliance Fatah Karim Nuri that «the entry of undesirable people in the coalition of victory led by Iraqi Prime Minister, Haider Abadi, which led to our withdrawal from him, and those figures are known», according to quoted by the Kurdish «Ruda» Kurdish . Nuri's statement contradicts exactly what was announced by the head of the Badr Organization Hadi al-Amiri, stressing that the withdrawal of the conquest of the alliance of victory, came for technical reasons.

Washington has strongly supported the Iraqi elections in May 2018, warning that postponing them would set a dangerous precedent, undermine the constitution and harm the long-term democratic development of Iraq.

"To achieve that goal, the United States of America will provide assistance that will help ensure that Iraqi voices are heard and counted, including the voices of some 2.6 million Iraqis who are still displaced from their homes in liberated areas," a US embassy statement said.

He added that the US Agency for International Development will help train local civil society groups to monitor the elections and provide IHEC with six international electoral advisers who will assist UNHCR to strengthen its electoral systems, staff and operations in the following ways:

• Enable internally displaced Iraqis to vote By focusing on voter registration and ensuring the effectiveness of electronic voting systems.

• Improve electoral administrative capacity at the governorate level to support the voting process in newly liberated areas.

· Assist the new Board of Commissioners of the Independent Electoral Commission to develop a sound operational plan for the May 2018 elections.

Support for Iraq's democratic institutions is an essential part of the United States' continued commitment to a democratic, prosperous and united federal Iraq, the statement said. By exercising their constitutional right to vote, Iraqis will demonstrate their commitment to governance through peaceful processes rather than violence.

The Iraqi parliament is pushing for postponement of the election due to pressure from Sunni forces because of the destruction of their areas because of the fighting against the eviction and displacement of more than two and a half million people.

A session of the Iraqi Council of Representatives

 21 January 2018 05:24 PM

The Iraqi Supreme Federal Court ruled on Sunday not to postpone the parliamentary elections in the country.

Sunni and Kurdish deputies had applied to the Federal Supreme Court to postpone the elections.

The court ruled that the period specified in Article 56 / II of the constitution should be restricted to elect the new members of the House of Representatives and not to change them, according to Reuters.

The Iraqi cabinet set May 15, 2018 as the date for the parliamentary elections in the country , and denied Iraqi Vice President Nuri al-Maliki to build a project to postpone these elections .

In November last year , the Iraqi prime minister announced the allocation of funds for the election commission to hold parliamentary elections on time.

At the end of December last year, Haider al-Abadi confirmed his government's commitment to holding parliamentary elections on schedule and that there was no justification for postponement.

The Iraqi Prime Minister announced in mid-January, to run in the parliamentary elections  with a list of cross-sectarian called the "list of victory."

The Legal Committee of the Iraqi parliament has referred to aspects that it said were illegal in the election law, which was approved yesterday, after a wide debate.
"The parliamentary elections law has a political nature and every bloc wants to legislate it according to its interests," Mohsen al-Saadoun, head of the committee, told a news conference.
He added that the legal committee agreed with the political blocs to make six amendments to the law in order to pass it. And was submitted proposals and amendments, but was rejected by the House of Representatives, such as the adoption of the preparatory certificate as a minimum. "He
felt that the imposition of the certificate of the candidate in the bachelor's degree instead of junior high violation of the constitutional made by the contrary to the proposal of the Legal Committee and voted on the proposal of the political blocs
He explained that" In the Federal Court because two articles of the Constitution (20) and (70) have been violated for the academic certificate, and there are a lot of requests and proposals did not take the Presidency of Parliament.
