The spokesman for the Victory Coalition, Salam al-Zubaidi, announced that a preliminary agreement has been reached on a number of paragraphs of Article 14 of the draft budget law, between the Coordination Framework and the Kurdistan Democratic Party, pointing to changes to the two paragraphs related to SOMO, oil export and the revenue bank account.
 
Salam al-Zubaidi, spokesman for the Victory Coalition, headed by Haider al-Abadi, told Rudaw Media Network on Wednesday (June 7, 2023) that "most of the leaders of the Coordination Framework confirmed during the Coordination Framework meeting today their commitment to the political agreement between the Kurdistan Region and the Coordination Framework."
 
On the changes made to Articles 13 and 14 of the draft law related to the Kurdistan Region, he explained that "according to the information, most of them were agreed upon, and a few paragraphs remained, which may be left to the Parliamentary Finance Committee and the vote."
 
Regarding the paragraphs that were agreed upon, he explained that "it was agreed to export 400,<> barrels of oil in the Kurdistan Region through SOMO in coordination with the Ministry of Natural Resources, or use it internally, and to appoint Kurdi as vice president of SOMO."
 
With regard to the opening of a bank account for the oil revenues of the Kurdistan Region, he noted that "the agreement between the Coordination Framework and the Kurdistan Democratic Party provides for the opening of a bank account outside Iraq, that is, the opening of a bank account in one of Turkey's banks."
  
"It was generally agreed to send the draft budget to the parliamentary finance committee by consensus and taking into account the agreement between the coordination framework and the Kurdistan Democratic Party," he said.
 
Salam al-Zubaidi indicated that the coordination framework will send the draft to the committee "after making changes to some paragraphs," to include the draft in the agenda of the committee's meeting that precedes the parliamentary session to vote on the budget.
 
"Some paragraphs on which no agreement has been reached will be decided at the meeting," he said.

Don't see anything in reference to the Oil & Gas Law. I guess they will fight this law after they finish the budget. But of course the parliament politicians goes on a vacation from June 09 to July 09. Nice to have another 30day paid vacation

The Iraqi Council of Representatives is preparing to vote on the budget that has been stalled for six months, due to political differences over its items, while political forces express optimism about resolving the problems and proceeding with its approval as a result of the meetings that continue until today.

 

"Ready and waiting for consensus"

Thamer Theban al-Hamdani, a member of the Parliamentary Finance Committee, confirmed that "the Finance Committee has completed all the budget items and is waiting for consensus on the paragraphs and articles of the Kurdistan Region among the political blocs."

Al-Hamdani told Shafaq News, "In the event of disagreement, we will enter the voting session with the National Union, the New Generation and others, with the exception of the Democratic Party, which may boycott the session, until an agreement is reached with the political forces."

For his part, MP for the State of Law Coalition, Aqil al-Fatlawi, pointed out that "the Democratic Party had a different view from what members of the Finance Committee said regarding the provision of salaries for Kurdistan employees."

 

Fatlawi told Shafaq News Agency that "this issue does not have a consensus for the Kurdish component, because the Patriotic Union and other Kurdish parties supported what some members of the Finance Ministry went to, and this issue is not considered thorny, but as a result it may delay the adoption of the budget."

 

He stressed that "understandings and meetings are continuing, and all political forces agree on the importance of the budget and the need not to disrupt it, and in the event of reaching an agreement, the budget will be passed tomorrow."

 

Democrat 'optimistic'

 

A member of the Kurdistan Democratic Party, Ismat Rajab, said that "negotiations, especially with the coordination framework on the region's requests, are underway so far, and we hope to reach an agreement that satisfies all parties to approve the budget tomorrow."

 

Speaking to Shafaq News, Rajab expressed his "optimism about reaching a final agreement in the coming hours, in light of the ongoing negotiations on the last day before the budget voting session."

 

"The dialogues that took place over the past two days with senior political leaders led to solving the problems, so it is possible that the budget will be passed tomorrow," said Mehdi Abdel Karim Fili, a member of the Democratic Party.

 

He explained in an interview with Shafaq News Agency, "The democrat had objected to two paragraphs regarding oil export and savings, and they were amended, where the export of oil will be through SOMO, and the gradual return of the saved amounts to Kurdistan."

 

On Wednesday, the Kurdistan Regional Government called on the Kurdish blocs in the Iraqi Council of Representatives to coordinate and unite the position in order to secure the constitutional rights and financial entitlements of the people of the Kurdistan region in the Iraqi federal budget law.

 

Iraqi President Abdul Latif Jamal Rashid vowed on Wednesday to approve the draft budget law if it is approved on Thursday by the House of Representatives, warning at the same time of delaying it further, which leads to obstruction of the work of the government and harm to citizens.

 

The Iraqi Council of Representatives had set Thursday, the eighth of June, as the date for holding a voting session on the draft federal budget law for the fiscal years (2023, 2024, 2025).

 

The Parliamentary Finance Committee voted on several amendments related to the Kurdistan Region, including an amendment to Article (13-II-A), which stipulated the commitment of the Kurdistan Region to export at least 400,400 barrels of oil per day, while this paragraph after the amendment stipulates that the region delivers crude oil produced in its fields at a rate of not less than <>,<> barrels per day to the Ministry of Oil for export through the state company (SOMO), or used locally in Iraqi refineries.

Before that, the President of the Kurdistan Regional Government, Masrour Barzani, said that "a group in the Finance Committee of the Iraqi Council of Representatives made changes to the draft federal budget, violating a prior agreement we concluded with His Excellency Prime Minister Muhammad Shia Al-Sudani and his government," noting that "the agreement, which is the cornerstone of cooperation between Erbil and Baghdad, and everyone must respect its terms."

 

The Parliamentary Finance Committee recently voted to oblige the Kurdistan Region to pay 10% of the salaries deducted monthly to its employees, including the budget amendments being discussed.

 

A member of the parliamentary finance committee, Mustafa Sanad, also confirmed the committee's vote to amend paragraphs related to the region in the budget law, related to the delivery of oil, while pointing to the withdrawal of deputies of the Democratic Party bloc from the meeting.

 

On March 13, the Iraqi Council of Ministers approved the largest financial budget in the country's history, which exceeded 197 trillion and 828 billion Iraqi dinars (about 152.2 billion dollars), with a total deficit of 63 trillion Iraqi dinars, taking advantage of the high oil prices globally, which constitutes more than 95% of the country's financial revenues, amid objections from financial and legal experts about the budget items, but they have not taken their way to approval so far due to differences.

ERBIL — Iraq's State Administration Coalition has reached an agreement on the allocation of the Iraqi budget for the years 2023, 2024, and 2025 ahead of the parliament's meeting scheduled for Thursday to approve the budget bill.

A delegation from the Kurdistan Democratic Party (KDP), led by Fuad Hussein, engaged in discussions with parties in the Coordination Framework in Baghdad on Wednesday, reaching consensus on three key points.

According to a report by Kurdistan 24, the Coalition parties have agreed to export 400,000 barrels of oil per day from the Kurdistan Region, with the State Organization for Marketing of Oil (SOMO) handling the sale at the Turkish Ceyhan port.

The report further highlighted that if oil exports cannot be executed through this channel, an equivalent amount of oil will be allocated to local refineries, with the proceeds paid to the Kurdistan Regional Government (KRG).

Regarding the oil revenues of the Kurdistan Region, the parties within the State Administration Coalition have concurred that all oil revenues will be under the control of the KRG, instead of the Iraqi Ministry of Finance.

The third point of the agreement outlines that any non-compliance by the Kurdistan Regional Government (KRG) will lead to a reduction in the budget share allocated to the region.

In addition, the parties within the Coalition have agreed to proceed with voting on the Iraqi budget bill for the fiscal years 2023, 2024, and 2025 on Thursday, in adherence to the agreement reached between Erbil and Baghdad.

Earlier, the Kurdistan Democratic Party (KDP) stated that if the amendments made to Articles 13 and 14 of the budget bill by the Finance Committee of the Iraqi Parliament remain unchanged, they will not support the bill during the voting process.

The Finance Committee of the Iraqi Parliament is scheduled to convene tomorrow to address any outstanding issues or disputes between the parties before the budget bill is put to a vote.

My opinion only; 

 

I think the "oil and gas law" deal is done, just too many articles indicating so and it's just has not been announced.

 

The reason being, very simply put; The revenue / income from the "oil and gas law" is included in the budget package for 2023,2024 +2025. If they didn't have a handle on the "oil and gas law" revenue stream a 3 year budget package would leave too many items wide open.

Shafaq News/ On Thursday, an independent member of the Iraqi Parliament accused the Presidency of the Council of violating the internal system regarding the mechanisms for approving the state's general budget bill, while indicating that the atmosphere "does not bode well" and that the draft law "has disappeared." 

 

 

Independent MP Hadi al-Salami told Shafaq News agency that the Presidency of the House of Representatives violated the parliament's internal system, which stipulates that a copy of the budget law be delivered 48 hours before the voting session, indicating that the deputies have not received any copy of the budget law so far. 

 

Al-Salami added that the amended version of the budget law disappeared from the Finance Committee more than a week ago, and currently the Presidency of the House of Representatives and heads of political blocs have made amendments and financial transfers to the draft budget law away from the Finance Committee and members of Parliament. 

 

Al-Salami stated that the atmosphere in the House of Representatives does not bode well due to the disappearance of the draft budget law and amendments to it without the knowledge of the Parliamentary Finance Committee, adding that the Parliamentary Finance Committee has not yet voted definitively on the budget law.

 

And he continued, that according to the rules of procedure of the House of Representatives, the committee votes on the budget law and submits its report to the members of the House before voting on the budget.

The source said, to (Baghdad Today), that "until now all the differences over the budget have not been resolved, with regard to the paragraphs of the Kurdistan region, as well as the transfers between some ministries and provinces, and for this the session was postponed," noting that "the postponement comes in order to Give time to the political forces to agree in the coming hours .

The source, who asked not to be named, explained that "in the event that the political parties do not reach any agreement regarding the paragraphs of the budget law," the voting session will be postponed to next Saturday, stressing that "there is a consensus to pass the budget according to political consensus."

And the House of Representatives announced earlier today, Thursday, the postponement of the House of Representatives session to eight o’clock this evening .

Popular and political circles are turning their eyes towards the dome of the House of Representatives, which separates it from holding the first session to vote on the largest tripartite budget in the country's history, while ambiguity surrounds the fate of the budget amid indications of "parliamentary tension" contrary to the optimism of the leaders of the political blocs for a smooth passing session.

The State Administration Alliance had witnessed a meeting, between the coordination framework and the leaders of the Kurdistan Democratic Party at the house of the leader of the Fatah Alliance Hadi Al-Amiri, and according to the information, decisive agreements were reached on the budget, and amendments were made to the first amendments made by the Parliamentary Finance Committee with regard to the paragraphs of the Kurdistan region in the budget, which led to a major disagreement and objections from the Kurdistan Democrat, who threatened to boycott the budget session and not to pass any budget that does not include the paragraphs agreed upon with the federal government headed by Muhammad Shia Sudanese.

This agreement was preceded by the existence of information about the "disappearance" of the budget, as members of the Parliamentary Finance Committee who led the campaign for amendments to the paragraphs of the region in the budget, indicate that the budget version disappeared two weeks ago, as deputies in the parliamentary finance accused the leaders of the political blocs of taking the budget to make and cancel the amendments that took place on the paragraphs of the region without informing members of the Parliamentary Finance Committee.

One of the indicators surrounding the budget is that the parliamentary finance committee as well as members of the House of Representatives have not seen the version of the budget so far, despite the date of the voting session.

Therefore, it seems that the session has been postponed from the scheduled date at one in the afternoon on Thursday, until eight in the evening, where it is scheduled to send a copy of the budget to the parliamentary finance to complete its work on it as well as use the time to resolve some of the differences that are still ongoing.

The information indicates that there are objections from a large number of deputies to the quotas of their governorates, which prompted them to threaten not to attend the voting session on the budget, as despite the agreements between the large political blocs, but these blocs may have to make more effort to convince independent deputies and all individual deputies who are not convinced of the agreements of the heads of their political blocs.

This atmosphere, in addition to the fact that the budget version reaches the parliamentary finance and the rest of the deputies late, all threaten the inability to hold the budget session today, Thursday, as well as the worried indicators that could overthrow the points agreed upon with the region, as it is expected that the deputies will not vote on the paragraphs that have been agreed upon between the leaders of the political blocs and the Kurdistan Democratic Party, which makes the Democratic Party "still worried" about the region's paragraphs in the budget even after reaching an agreement with the leaders of the coordination framework.
