 Today, Saturday, a member of the Finance Committee, Youssef Al-Kalabi, the head of the State of Law Coalition, Nuri al-Maliki, discussed a mechanism to support the government and approve the budget.

A statement from Al-Kalabi's office said, " He met today, Saturday, with the head of the State of Law Coalition, Nuri al-Maliki, and the two sides discussed the political situation and the government's support mechanism for implementing service programs . "

He added that " Rep. Youssef Al-Kalabi discussed with Mr. Nuri Al-Maliki a number of issues related to the central and southern governorates and the need for the budget to meet the aspirations of the citizen . "

Al-Kalabi stressed, according to the statement, that " the budget discussions have reached advanced stages and we are continuing to approve them as soon as possible , " stressing " the need to implement equality between the Iraqi people and the fairness of the central and southern governorates . "

Makhaif said in a statement to the National Iraqi News Agency ( NINA ) that: "In the event that the discussions between the political blocs on the budget take place naturally and professionally away from the bloc demands, and to stop those demands, the budget can be approved within two days only, but it is these demands and disagreements that I have delayed approving the budget until now.

Then, they kicked the can down the road to May 17,

Now, once again kicking the can down the road to the "closest date" of May 20 .................

At least they didn't use the old excuse of "Lack of Quorum" .............

Yep...I anticipated lack of a quorum, however pushing this out comes as no surprise.

What's next: delay owing to an imminent crisis? Just wish they would get it done without all of the theatrics. 

20 years, enough is enough.

Recall reading Barron's Finance news when I was working in Kuwait in '05. 3 to 5 years the figured to get their poop in a group for a RV.

The framework and the Sudanese meet to discuss important points in the budget

Baghdad / Obelisk Al-Hadath: The leader in the coordination framework, Turki Jadaan, revealed, on Sunday, an expected meeting to be held by the coordination framework during the next 48 hours.

 

Jadaan said, in a statement followed by the obelisk, that “the coordination framework will hold an important meeting during the next 48 hours,” noting that “the meeting will be attended by Prime Minister Muhammad Shia al-Sudani in order to discuss 6 important points in the 2013 budget.”

 

He added, "The six points relate to important items in the 2023 budget, including the fiscal deficit, the development of regions, and ways to create flexibility with the requests of governorates with high rates of poverty and unemployment."

 

Jadaan continued, "The budget has reached advanced stages of checking its items by the Finance Committee and presenting it to the House of Representatives, which may take place on Tuesday or Wednesday," noting that "the upcoming framework meeting will during which many important points that are currently a matter of controversy will be resolved."

The two sides stressed, according to the statement, "the need to support stability in Iraq and turn it into a permanent one, and we hold everyone responsible for that," stressing "the importance of proceeding with legislative entitlements, including the budget," and they also stressed "the need to approve it in accordance with the government program and government priorities."

Hours before the new supposed date for passing the budget, the coordinating framework is trying to control some disagreements or delay them until another time.  

  

  

  

Information indicates that one of the "framework's" missions during the recent past was to block the way for interventions from one of the countries to destabilize consensus.  

  

The last two days witnessed an intensification of political meetings, which amounted to 5 meetings, most of which moved Prime Minister Muhammad al-Sudani to meet with leaders.  

  

Those meetings discussed two main issues: the budget, increasing governorate allocations, and reducing disputes.  

  

The most prominent of these meetings was between Nuri al-Maliki, the leader of the State of Law, and Qais al-Khazali, the leader of the League, after leaks about differences between the two parties.  

  

Commenting on these meetings, an informed political source close to the "framework" says: "It is working to impose political calm in preparation for passing the budget."  

  

The source, who asked not to be named, added, "There are differences within some alliances in the State Administration Coalition (which includes all the main forces in parliament)."  

  

And he continues, "In these meetings, attempts were made to stop the interference of a country (which he did not mention specifically) that wanted to destabilize and dismantle the ruling coalition."  

  

Iran is often mentioned in those situations, as Tehran has distinguished relations with some political parties, especially the Shiites.  

  

What increases the chances of Tehran putting pressure on the "framework", according to observers, is the closeness of the Shiite alliance with the United States.  

  

In the last rounds of US Ambassador Elena Romanowski, she had met with al-Maliki shortly before the latter's meeting with Khazali.  

  

According to former members of the Dawa Party led by al-Maliki, the latter offered Romanowski help in dismantling the "militias" due to his experience in this field.  

  

Al-Maliki had declared more than once his refusal to hand over security positions to parties that have armed wings.  

  

He considered the position of the leader of the State of Law to be hostile to Asa'ib Ahl al-Haq, which at one time demanded the management of the intelligence service, which is still under the supervision of al-Sudani.  

  

And in the last meeting between Al-Maliki and Khazali on Monday evening, they discussed: “Developments in the current political situation and local and regional security developments were discussed: according to a statement by the office of the first.  

  

Shortly thereafter, al-Maliki met with Prime Minister Muhammad al-Sudani, and the two parties stressed the need for Parliament to speed up the approval of the budget, according to a government statement.  

  

Then, on the same day, Al-Sudani met with the leader of the Wisdom Movement, Ammar Al-Hakim, and a statement was issued after the meeting, which talked about the budget.  

  

A day earlier (last Sunday), the prime minister had met with the leader of the Al-Fatah coalition, Hadi al-Amiri, and Parliament Speaker Muhammad al-Halbousi, and the most prominent discussions were about the budget.  

  

According to the informed source, the second part of the objectives of the recent meetings "was to increase the allocations of the provinces equally in the budget, with the exception of the share of the provinces affected by terrorism."  

  

The source confirms that «it was agreed to double the allocations of the provinces to become 5 trillion instead of 2.5 trillion dinars».  

  

Criticisms were of the modest percentage allocated to the governorates in the three-year budget, compared to 8 trillion dinars in the food security law, which is a financial supplement and not a budget.  

  

On these developments, the source says, "The new date for approving the budget, after the failure of previous dates, will be on May 25th (tomorrow, Thursday)."  

  

And the last date may not be binding on the Finance Committee in Parliament, which believes that it may be postponed to next week.  

  

Prior to that, it had been set for last May 17, according to a statement by the "State Administration", and it was postponed to last Monday, and the committee did not finish resolving the differences.  

  

It does not seem understood until now the reason behind the objections of the political forces and the coordination framework to the budget, which was supposed to have discussed the budget before sending it to Parliament for many hours.  

  

According to Ahmed al-Asadi, Minister of Labor, the budget was presented to the coordination framework, the State Administration coalition and the Council of Ministers before it went to parliament.  

  

Al-Asadi said in an interview with a local station, "The budget was discussed for 3 hours in the State Administration Coalition and more than once within the coordination framework (each meeting is no less than 3 hours), and 6 hours in the cabinet, which includes ministers representing political parties."

Shafaq News/ An informed political source said, on Sunday, that the coordination framework forces will meet with the Prime Minister, Muhammad Shia' al-Sudani, to discuss the differences over the federal budget law.

 

The source told Shafaq News agency, "The Coordinating Framework Forces will hold a meeting in the coming hours in the office of the First Deputy Speaker of Parliament, Mohsen Al-Mandalawi, in the presence of Prime Minister Muhammad Shia'a Al-Sudani, to discuss the latest developments regarding the budget law."

 

And that "the meeting will discuss the differences over amending the paragraphs related to the Kurdistan region within the law."

 

And the Parliamentary Finance Committee voted, last Thursday, to compel the Kurdistan Region to pay 10% monthly of the salaries deducted to its employees, while including this in the budget amendments that are being discussed.

 

A member of the Parliamentary Finance Committee, Mustafa Sanad, also confirmed the committee’s vote to amend paragraphs related to the region in the budget law, regarding its delivery of oil, while pointing to the withdrawal of the Democratic Party bloc representatives from the meeting.

 

This aroused the dissatisfaction of the Kurdistan Region, where the President of the region, Nechirvan Barzani, expressed "deep concern" about what he called the changes that affected the paragraphs of the Iraqi general budget bill related to the constitutional rights of the Kurdistan Region, and said that he rejected them "completely."

 

Masrour Barzani, the head of the Kurdistan Regional Government, said, "A group in the Finance Committee of the Iraqi Parliament made changes to the draft federal budget, violating a prior agreement we concluded with Prime Minister Muhammad Shia al-Sudani and his government," noting that "the agreement that is the cornerstone of cooperation between Erbil and Baghdad, and everyone must respect its clauses.

Today, Sunday, the coordination framework affirmed its refusal to proceed with any political agreement that violates the constitution and justice in the distribution of wealth between Iraqi cities.

 

The leader in the framework, Hassan Fadaam, told (Baghdad Today) that "it is not possible to accept any political agreement that violates the constitution and the law, just as there is no political agreement with any party that violates the constitution and violates justice in the distribution of wealth," stressing that "any agreement with this The connection is null and void and is not considered an agreement if it violates the constitution and justice."

Earlier in the day, the leader in the coordination framework, Turki Al-Atbi, revealed that an extraordinary meeting of the coordination framework would be held in the presence of its leaders during the next three days.

 

Al-Atbi told (Baghdad Today), that "disagreements over the budget caused a delay in handing it over from the Finance Committee to the Presidency of the House of Representatives, and thus the decision to discuss and resolve it was postponed until further notice, and this is a matter that harms all parties, especially with the importance of the budget law for state institutions."

 

He added, "The framework supports the principle of political consensus to resolve all items of the 2023 budget," noting that "the framework will hold an extraordinary meeting during the next 72 hours in order to discuss the most important differences in the political scene," noting that "a Kurdish delegation from Erbil may arrive in Baghdad for this." purpose according to expectations.

 

Al-Atbi continued, "In resolving the continuation of the disputes without solutions, we will have the option of presenting the budget to Parliament and resolving it according to the majority voting mechanism to pass it," stressing that "this will be the last option, and we hope that the coming days will be resolved in finding fair solutions for all parties."

 

And the Kurdistan Regional Government considered, earlier, the amendments made by the Parliamentary Finance to the budget regarding the paragraphs of the region, unfair and contrary to the constitution, while the head of the regional government described it as "treason and conspiracy against the Kurdistan region."

 

The regional presidency confirmed that it would not abide by these amendments that contradict the political agreement to form the Sudanese government, as well as the Baghdad and Erbil agreement signed with Al-Sudani.
