Today, Monday, the Central Bank of Iraq announced effective measures and proactive measures to protect the banking sector and combat money laundering and terrorist financing. 
And the Central Bank stated in a statement received (Al-Oula News): “The Governor of the Central Bank of Iraq, Mustafa Ghaleb Mukhif, received today a delegation from the Egmont Group, to discuss Iraq’s joining the group, and during the meeting, aspects of bilateral cooperation between the Central Bank of Iraq and the group were discussed, after taking special measures. with due care.” 
And between fearful, according to the statement, "the Central Bank of Iraq is keen to strengthen relations with international organizations concerned with combating money laundering and terrorist financing." 
He added, "The Central Bank of Iraq attaches great importance to combating all criminal activities and eliminating sources of money laundering and financing terrorism and other financial crimes, looking forward to expanding the scope of international cooperation in the field of information exchange."
He continued, "The Central Bank has taken effective measures and proactive measures to protect the banking sector and combat money laundering and terrorist financing."

"On Monday, Central Bank of Iraq Governor Mustafa Ghaleb Scary received a delegation from the Egmont Group to discuss Iraq's accession to the group, and discussed bilateral cooperation between the Central Bank of Iraq and the group after taking due diligence measures," the bank's media office said in a statement.

"The Central Bank of Iraq is keen to strengthen relations with international organizations involved in combating money laundering and terrorist financing," he said.

His Excellency the Governor of the Central Bank of Iraq, Mr. Mustafa Ghaleb Mukhif, received today, Monday, a delegation from the Egmont Group, to discuss Iraq's accession to the group.
During the meeting, aspects of bilateral cooperation between the Central Bank of Iraq and the group were discussed, after due diligence was taken.
His Excellency welcomed the guest delegation, stressing the keenness of the Central Bank of Iraq to strengthen relations with international organizations concerned with combating money laundering and terrorist financing.
During the meeting, His Excellency stressed that the Central Bank of Iraq attaches great importance to combating all criminal activities and eliminating sources of money laundering, terrorist financing and other financial crimes, looking forward to expanding the scope of international cooperation in the field of information exchange.

The Egmont Group is a united body of 166 Financial Intelligence Units

(FIUs): FIUs are uniquely positioned to support national and international efforts to counter-terrorist financing. FIUs are also trusted gateways for sharing financial information domestically and internationally per global anti-money laundering and counter-financing of terrorism (AML/CFT) standards. The Egmont Group provides FIUs with a platform to securely exchange expertise and financial intelligence to combat money laundering, terrorist financing (ML/TF), and associated predicate offences.

 

Adding value:

The Egmont Group adds value to member FIUs’ work by improving stakeholders’ understanding of ML/TF risks and draws upon operational experience to inform policy considerations, including AML/CFT implementation and AML/CFT reforms. The Egmont Group is the operational arm of the international AML/CFT apparatus.

 

Financial Intelligence Sharing and International Cooperation:

The Egmont Group recognizes financial intelligence sharing is of paramount importance and has become the cornerstone of international efforts to counter ML/TF. FIUs around the world are obliged by international AML/CFT standards to exchange information and engage in international cooperation. As a global financial intelligence forum, the Egmont Group facilitates and prompts this exchange amongst its member FIUs.

 

International Standards Implementation:

The Egmont Group supports international partners’ and other stakeholders’ efforts to implement the resolutions and statements of the United Nations Security Council, Financial Action Task Force (FATF), and G20 Finance Ministers.

The Egmont Group comprises various groups that oversee and/or contribute to its main operations and overall goal of strengthening information-sharing mechanisms among its members to combat money laundering, terrorist financing, and associated predicate crimes.

These groups include:

Heads of Financial Intelligence Units

The Heads of FIU (HoFIU) are the Egmont Group’s main governing body. The HoFIU make consensus-driven decisions on matters affecting membership, structure, budget, and key principles. The HoFIU communicate regularly through the Egmont Secure Web and meet at least once a year during the Annual Egmont Group Plenary meeting.

Egmont Committee

The Egmont Committee (EC) is the consultation and coordination mechanism for the HoFIU and Working Groups. The EC’s primary functions include assisting the Egmont Group’s various activities, from internal coordination and administration to representation at international fora. The EC also oversees the Egmont Group Secretariat’s work and is comprised of both working group and regional group members.

  • Chair of the Egmont Group who also serves as Chair of the Egmont Committee;
  • Two Egmont Group Vice-Chairs;
  • Working Group Chairs;
  • Regional Group Representatives:
    • Americas
    • Asia and Pacific
    • East and Southern Africa
    • Eurasia

Working Groups

The Egmont Group has four unique Working Groups with mandates to support member FIUs. The Working Groups are each led by a Chair and Vice-Chairs and include:

Regional Groups

The Regional Groups assist the Egmont Group with accomplishing its goals of development, cooperation, and sharing of expertise on a regional level. Each Regional Group is represented by Regional Representatives on the Egmont Committee. Each member FIU is a Regional Group member.

Egmont Group Secretariat

The Egmont Group Secretariat (EGS) provides strategic, technical, and administrative support to the HoFIU, the EC, the Working Groups, and the Regional Groups. Functioning based on the Egmont Group Charter, the EGS also assists with managing the content posted in the Egmont Secure Web’s online communities. The EGS is headed by the Executive Secretary and reports directly to the Chair of the Egmont Group. The EGS was established in July 2007 and is based in Canada.

Jérôme BEAUMONT is the current Executive Secretary of the Egmont Group.

Egmont Centre of FIU Excellence and Leadership

The ECOFEL was created as an engine and hub to assist FIUs as they strive towards excellence and leadership.

The ECOFEL’s goal is to protect, position, and promote FIUs within their national systems and internationally.

The ECOFEL aims to:

  • Share expertise and best practices amongst FIUs
  • Build networks within the AML/CFT community
  • Introduce new and innovative tools for FIU operations and development
  • Strengthen cooperation with international partner organizations
  • Empower FIUs to position themselves domestically and internationally as leaders

Activities include mentoring, coaching, staff exchanges, specialized training courses, a reference library, E-Learning platform development, and other support mechanisms.

The ECOFEL has been active since April 2018, is fully integrated in the Egmont Group, and is located within the Egmont Group Secretariat in Canada.

The CBI could start by arresting a number of their own bankers throughout the country. The bankers and their staff are the biggest threat to money laundering in the country. If you add the politicians to the mix you know where the corruption lies. 
The CBI needs more than an international support group, they need an internal cleanings…..
