The Kurdistan Parliament issued on Tuesday several resolutions and recommendations to discuss the situation in western Kurdistan.
"The Kurdistan Parliament rejects the war and calls for an immediate end to the war and military operations and supports the resolution of differences through dialogue," said the speaker of the Kurdistan Parliament, Ryawaz Fayeq, while reading the recommendations and decisions of the Kurdistan Parliament.
"The Kurdistan Parliament strongly condemns military operations and the targeting of civilians, and calls for the protection of the lives and property of citizens. It also calls on the international community, the European Union, the United Nations and regional organizations to intensify efforts towards ending military operations in western Kurdistan."
She explained: "We recommend the Kurdistan Regional Government to prepare to receive and relief displaced from western Kurdistan as a result of military operations, and call on the President of the Kurdistan region to work with the federal government and intensify diplomatic efforts to unite all efforts towards supporting the peaceful option."
She continued: "We also call on the federal government to support and support the institutions of the Kurdistan Regional Government by allocating an amount of the emergency budget for the reception and relief of displaced people from western Kurdistan."
"We call on all representatives of foreign countries in the Kurdistan region to inform their governments of the situation in western Kurdistan and its regional and international repercussions and military operations, and encourage them to resort to the option of peace and stop military operations and help government institutions in the Kurdistan region to receive displaced people."
She explained: "The Kurdistan Parliament launches a national campaign for the relief of displaced people from western Kurdistan, and we call on citizens to participate in this campaign and provide what can be provided to help the displaced, and we call on political parties and parties in western Kurdistan to unity and put aside differences and develop the struggle in western Kurdistan." Kurdistan Parliament is considering activating the law of import and sale of oil products

The Committee on Energy and Natural Resources, Industry and Trade in the Kurdistan Parliament held a meeting under the supervision of the Chairman of the Committee Blin Ismail, with a view to dialogue on the proposal to activate the law (the law of import and sale of oil products) and the response of the regional government to this legal proposal.

The meeting was held in the presence of the committee's deputy chairman, rapporteur, members and consultants, and a meeting was held on activating the law of (import and sale of oil products) No. (9) for the year 2006.

The statement added that the meeting discussed in another part of the response of the Kurdistan Regional Government on this legal proposal, pointing out that the members of the Committee put forward their views and observations on the project with the assistance of the advisor of the Committee.

At the end of the meeting, the Committee decided to prepare a report in future meetings on the proposed law to activate the law of import and sale of oil products and directed to the Presidency of the Parliament of Kurdistan.

ERBIL, Kurdistan Region — The Kurdistan Regional Government is planning a massive, region-wide infrastructure investment to improve basic transportation and services, Prime Minister Masrour Barzani announced on twitter Thursday.

The government will spend 500 billion dinars ($420m), “creating the foundations for a stronger, more prosperous Kurdistan,” he tweeted. The funds are to be primarily directed towards “roads, silos, electricity lines and water pipelines across the nation,” he added.

Developing infrastructure is a focus for the Region’s provincial governors. Speaking to Rudaw in January, Duhok Governor Farhad Atroushi said he planned to improve roads between his province and the rest of the Kurdistan Region, an issue that was echoed by Halabja Governor Azad Tofiq, who described the local roads as being in a “miserable state.”

Poor infrastructure has compounded natural disasters in the region, with northern villages completely isolated in a spate of floods last autumn.

Hundreds of infrastructure projects were put on hold for years because of the financial crisis caused by the war against Islamic State (ISIS), a refugee crisis, falling oil prices, and a budget dispute with Baghdad. More than 2,000 initiatives were halted due to the budget and financial constraints, according to Erbil governor Nawzad Hadi.

The loss of Kirkuk to Iraqi forces in 2017 dealt a further blow to the region, leading to a 40% loss in oil revenue overnight, stalling the salaries of public service workers across the KRI.

Improved relations between Erbil and Baghdad have contributed to getting construction crews back to work over the past year, with Erbil’s 120 meter ring road to open to traffic in December alongside the start of construction on the 150 meter road, a project costing $131 million.

The Kurdistan Parliament is scheduled to conclude on Wednesday, the first and second readings of six draft laws.
The Presidency of the Kurdistan Parliament in a statement, received (Mawazine News) a copy, that "the Kurdistan Parliament held today, its regular session chaired by Ruwaz Fayek to discuss a number of draft laws."
She added, "The session will see the completion of the first reading of the draft laws proposed in accordance with the provisions of articles (79, 80, 82) of the rules of procedure of the Kurdistan Parliament, a proposal of the law of the institution of quality control in the Kurdistan region - Iraq, and the proposal of the law of family development in the Kurdistan region - Iraq, The proposal of the Public Prosecution Law in the Kurdistan Region of Iraq, in addition to the proposal of the Law on the Rights and Privileges of Persons with Disabilities and Special Needs in the Kurdistan Region of Iraq, and the proposal to protect teachers, teachers and educational counselors in the Kurdistan Region - Iraq.
And that, "Parliament will read the second reading of the proposed law of ownership of land exceeded in the municipalities in the Kurdistan region - Iraq, according to the provisions of articles (87, 88, 89) of the rules of procedure of the Parliament of Kurdistan."

In order to regulate the affairs of the permanent committees in the Kurdistan Parliament and the distribution of members, Ashraf Heman Hawrami, deputy speaker of the Kurdistan Parliament in the presence of Mona Nabi Kahwaji, Parliamentary Secretary and Chief of the Parliament of the Kurdistan Region to the expanded meeting of the parliamentary political blocs.

At the beginning of the meeting, Hawrami highlighted the importance of parliamentary committees and their work and activities in the follow-up and discussion of draft laws directed to them, pointing out the separation of a number of committees from each other and the addition of four other committees according to the agreement that took place between the parliamentary blocs in the previous meeting, and the organization of these committees and distributed to Parliamentary blocs according to their electoral entitlements and parliamentary blocs.

Heads of these new committees were distributed to four parliamentary blocs and became the chairman of the Committee for the Defense of Women's Rights from the share of the Kurdistan Democratic Party bloc, the chairmanship of the Committee for Reconstruction and Investment of the share of the Patriotic Union of Kurdistan, the chairman of the internal committee of the share of the Movement for Change, Kurdistan Islamic Union bloc.

Hawrami also announced that the presidential body would not object to the agreement of the parties and political blocs on the members of the new committees, and called for an expanded meeting of the heads of parliamentary blocs in order to choose the heads of the new committees and their deputies and the rapporteurs of those committees and members and submit them to the presidency in order to put them on the agenda of the next sessions in order to vote on them and start their work.

– Prime Minister Masrour Barzani on Wednesday chaired a meeting of the Kurdistan Regional Government to discuss the evolving situation in Iraq and Syria.

Underscoring the need for stability in Iraq, Prime Minister Barzani outlined how a strong partnership between the federal government of Iraq and the Kurdistan Regional Government would strengthen the country’s ability to protect its people and withstand shocks in the region.

Weighing in on recent turmoil in Iraq as demonstrations swept across the country, Prime Minister Barzani recognised the legitimate demands of protesters but denounced the use of violence and urged for peace to prevail.

Prime Minister Barzani reminded his cabinet of the need to support the reforms and constructive steps taken by the federal government of Iraq, both in response to the protesters’ demands and to continue towards building a better country.

Mindful of the current demands on the federal government of Iraq, Prime Minister Barzani noted that the Kurdistan Regional Government would rely heavily on the international community for additional humanitarian assistance in the wake of the crisis in north eastern Syria.

Prime Minister Barzani reaffirmed the Kurdistan Regional Government’s continued commitment to providing basic services and aid to the 1.1 million displaced people who are seeking refuge in the Kurdistan Region.

With over 8,000 new refugees arriving in the Kurdistan Region in recent weeks, Prime Minister Barzani expressed deep concern about the escalation of violence in north and north eastern Syria, noting the destabilising impact it has had and continues to have on the region.

Prime Minister Barzani also reminded his cabinet that the Kurdistan Regional Government will soon have completed 100 days in office. To mark this milestone, he announced that there will be an update on key achievements and decisions taken to date.

SULAIMANI — The Kurdistan Regional Government (KRG) Council of Ministers has approved a policy where adopted children can be registered using the names of their adoptive parents.

The change was introduced by Social Affairs Minister Kwestan Muhammad during a meeting on Wednesday (October 23).

The cabinet will publish a report in the coming days on the accomplishments of the new government in its first hundred days, along with analysis of why some goals have not yet been achieved, according to a statement published on the KRG’s website.

KRG Prime Minister Masrour Barzani led a discussion about protests earlier this month in central and southern Iraq and expressed sympathy for the protestors’ demands, but urged a “peaceful way, far from violence.”

A major protest is scheduled in Baghdad on Friday.

“The stability of Iraq’s situation is in the interest of all the people of Iraq and the Kurdistan Region,” Barzani said.

The cabinet also discussed the situation in northeastern Syria, in particular the influx of refugees into the Kurdistan Region. It reiterated its support and assistance for those displaced by the Turkish offensive there.

The Kurdistan Region Parliament decided to reorganize the work of a number of its committees and the formation of four new parliamentary committees.

The agreement was reached on the decisions of organizing the workers of the parliamentary committees during the expanded meeting of the parliamentary political blocs, with the aim of organizing the affairs of the committees and distributing the members thereof. .

SULAIMANI – The Kurdistan Regional Government (KRG) Council of Ministers said on Wednesday (October 30) that it would not permit any amendments to the Iraqi Constitution that would reduce the the rights of the Kurdistan Region as a federal entity or its residents.

Federal officials are under pressure from protesters and political leaders to make deep reforms to governance in Iraq. Some, including populist Shia cleric Moqtada al-Sadr, have called for the 2005 Constitution to be amended.

KRG Prime Minister Masrour Barzani said that political upheaval was not in the interest of the people of the Kurdistan Region and Iraq.

“We are with the legitimate and peaceful demands of the demonstrators, but we are against using violence by any side,” Barzani said. “We are supportive of Prime Minister Adil Abdul Mahdi implementing reforms and improving services.”

“[But] we will not accept any reforms outside constitutional and legal procedures. We are against any attempts to reduce and manipulate the power and constructional rights of the Kurdistan Region in Iraq,” he added.

Addressing other issues, Barzani said that Islamic State (ISIS) militants continued to pose a serious threat to “the citizens of most areas in Iraq,” despite the death of Abu Bakr al-Baghdadi in a US raid in Syria.

“Daesh [ISIS] was defeated at the hands of Peshmerga, which became an initiative [to cause] the collapse of Daesh in Syria by the Kurds,” he continued.

Interior Minister Rebwar Ahmad reported to the Council of Ministers on the KRG's emergency humanitarian plan to welcome the new wave of Syrian refugees to the Kurdistan Region. 

The Council approved Ahmad’s proposal to develop a permanent humanitarian emergency fund in the Region.

DV,  The KRG citizens need to rise the heck up against the Barzani's & Talabani's Family.   Their fellow Iraqi citizens are carrying the heavy load while the Barzani's have brainwashed their citizens with B.S.  The Barzani's support PM Madhi because he has tolerated their B.S.  The entire Iraqi & KRG Government needs to be replaced ASAP and put in jail for corruption and stealing the citizens wealth.  All Iraqis need to continue to fight for their rights no matter what the ultimate costs will be until those corrupt politicians are brought to JUSTICE priority one Maliki & M Barzani.

ERBIL - Kurdistan Region President Nechirvan Barzani argued on Thursday that there is no need to amend the Iraqi Constitution if its articles are implemented.

Barzani made the remarks during a speech at the sixth congress of the Kurdistan Bar Association in Erbil on Thursday, in which, he also reiterated his support to the rule of law and independence of the judiciary.

Barzani noted that the current Iraqi Constitution is "considered a modern constitution in comparison to [the Constitution of] most of the countries."

"But the lack of implementation of its articles has become the talk of an amendment to it," Barzani added.

He further made it clear that in case of any amendments to the Constitution, the rights of all components must be guaranteed.

"We do not object to any amendments [to the Constitution] if it is to improve the situation, but we oppose any amendments that will harm the constitutional rights of the people of the Kurdistan Region."

Concerning the recent nationwide protests against the Iraqi government, the Kurdish president pointed out that the years-long challenges, as a legacy from the previous cabinets, cannot be resolved in just one year.

He reaffirmed his support to Iraqi PM Adil Abdul Mahdi's efforts for reforms.

Im surprised it hasn’t happened already....1st priority should be Maliki. I think he’s gone to ground. Of late, he’s not been running his mouth nor have I seen Him in the news these last few weeks.

.....could  be they may get to some of the major criminal politicians- “ Your money 💰 or your Life “ attitude. I would have done that weeks ago. Before they ( GOI CROOKS ) had time to organize a defensive posture.

ERBIL — A number of the major political factions of Iraq convened on Thursday to discuss the ongoing anti-government protests across the country, after which they agreed to hold snap elections.

According to media reports, the meeting between Iraqi President Barham Salih and political leaders brought the sides together on several decision, including holding an early election, amending the constitution as necessary, amending the Law of Elections, introducing immediate reforms, and protecting the protesters.

Iraqi Prime Minister Adil Abdul Mahdi, Parliament Speaker Mohammed al-Halbousi, National Security Advisor Falih Fayadh, former Prime Minister Nouri al-Maliki, and head of Bard Organization Hadi al-Ameri were present at the meeting.

The Kurdistan Regional Council of Ministers said on Saturday that the Patriotic Union of Kurdistan did not identify its candidates for the remaining positions, explaining regarding the position of assistant.
"The government is committed to the program and the agendas it has presented to the people and the parliament, which is essentially the program of the parties involved in the government," Majlis chief Omid Sabah told a news conference.
He added, "The National Union did not specify its candidates for the remaining positions until the government appointed them."
He pointed out, "The position of an aide is the prerogative of the Prime Minister and there is no text prohibits this step," noting that "the assistants will not be substitutes for the ministers, but assistants and supporters."
