ERBIL — High-level delegations from the Kurdistan Democratic Party (KDP) and Change Movement (Gorran) met in Erbil on Tuesday and reiterated support for the reform bill submitted by the Kurdistan Regional Government (KRG).

At the end of the meeting, the spokespersons from both major Kurdish parties told reporters that they discussed the reform bill and agreed to help passing the bill at the parliament.

KDP’s Mahmoud Mohammed said there could be some concerns about parts of the KDP-Gorran agreement which are yet to be materialized, “but they only need some time”.

Mohammed assured that they are working together to lay the ground for the implementation of the full agreement, on top of which comes the reforms.

Darbaz Mohammed, from Gorran, said they also discussed the united position of the Kurdistani parties at the face of the newly emerged challenges in Iraqi politics.

He welcomed KRG’s reform plan and reiterated his party’s support for passing the bill.

ERBIL - The Kurdistan Region's presidency, regional government, and parliament held a meeting on Tuesday, during which they, among other topics, stressed on further strengthening internal unity.

The three presidencies hailed the efforts made by the Kurdish president to build unity among the Kurdish political parties and establishing a Kurdish alliance in Baghdad as well.

They also exchanged views on the ongoing peaceful dialogue between Erbil and Baghdad, praising the role of the Kurdish delegates in this regard, as the Kurdistan Region and Iraq have already reached an agreement on the budget bill for the year 2020.

During their meeting, officials also reiterated their support to Kurdistan Regional Government's (KRG) plans for reforms.

Moreover, they discussed the latest security developments in the disputed areas, stressing on the international cooperations to face terrorism in the region.

Kurdistan Parliament Extends Autumn Session by 30 Days
 

ERBIL — Kurdistan Region Parliament decided on Tuesday to extend its current Autumn Season by 30 days.

It delayed the Winter recess so to conclude the discussions on the ‘Reform Bill’ and vote to pass the draft law.

A total of 77 lawmakers voted in favor of the session extension.

According to Parliament’s bylaw, it can delay the recesses by 15 to 30 days in case of emergency legislation procedures.

SULAIMANI — Kurdistan Region President Nechirvan Barzani wished the people of the Kurdistan Region a happy New Year on Tuesday (December 31), including Peshmerga and the more than 1 million displaced persons living there.

He also addressed the ongoing unrest and instability in Iraq and the Middle East, saying that problems should be solved through dialogue.

“Iraq and the region are passing through a turbulent time and these events inevitably impact the Kurdistan Region as well. With unity, we have the strength to face whatever challenges that may arise and work together to ensure stability,” Barzani said in a statement.

“In Iraq, as always, we will cooperate and assist our fellow Iraqis. We urge all Iraqi groups to realize their common duties and responsibilities towards the country and to resolve all the difficulties through dialogue and understanding on the basis of the constitution. We also ask the international coalition to remain supportive and to cooperate with the Kurdistan Region and Iraq in confronting terrorism,” he added.

He concluded by emphasizing the diversity of the Kurdistan Region and the government's commitment to ensuring freedom for all of its people.

“All the ethnic and religious components that Kurdistan will remain the land of rights and freedoms for all, and it will continue to be the cradle of harmony, stability, co-existence, acceptance, pluralism and solidarity,” he said.

ERBIL (Kurdistan 24) – The Kurdistan Regional Government (KRG) on Wednesday renewed its pledge to fully implement a widely-touted reform agenda in all its institutions in the year 2020.

“We hope to be able to implement our ambitious reform project… and be able to provide citizens more certainty, better livelihood, and improved services,” KRG Diwan Chief Omid Sabah told Kurdistan 24 on Wednesday.

The plan aims to achieve “a stronger, diversified economy that delivers more prosperity for everyone,” according to the KRG website. Primary focuses include reducing debt and promoting economic diversity.

The KRG says it will “create the right regulatory framework to encourage foreign and domestic entrepreneurs, make it easier to do business in Kurdistan, and invest in infrastructure across the region.”

“Potential investors and business partners will draw encouragement from the new government’s determination to tackle its fiscal challenges in a robust and transparent manner while laying the foundations for sustained and widespread economic growth.”

In December, the KRG approved the Reform Bill— which it considers a landmark a step toward reforming the region’s public sector—and sent it to the Kurdistan Region Parliament. A vote needed to make it law has yet to take place, but the legislature has extended its current term by a month to finish studying the proposal.

In late December, parliament completed the first reading of the 19-article bill, after which 85 lawmakers voted to grant it an “emergency status” to facilitate its passage.

After the parliamentary committee tasked with writing a comprehensive report about the bill submits it to the legislature, lawmakers would hold another session for a second reading of the bill before a vote can take place for it to become law.

Regarding how the law would affect the Kurdistan Region’s international efforts, Safeen Dizayee, Head of the KRG’s Department of Foreign Relations, affirmed to Kurdistan 24 on Wednesday that Erbil will increase its participation in international forums in the new year.

“There are serious efforts to develop our international relations and have a presence on international platforms,” Dizayee said.

SULAIMANI — Officials from the Kurdistan Regional Government (KRG) and the Kurdistan Parliament's Committee of Finance will meet on Tuesday (January 6) to discuss the pending pension and salary reform bill.

NRT Digital Media reporter Herish Qadir said that KRG Prime Minister Masrour Barzani and Deputy Prime Minister Qubad Talabani will participate in the meeting with lawmakers.

A KRG source, who spoke under condition of anonymity, said that the meeting would be held at the offices of the KRG Council of Ministers at 11:00 a.m. on Tuesday.  

The Kurdistan Parliament approved the first reading of the legislation on December 16 and voted to fast-track it through the process, but ran out of time before the holiday break. The parliament then voted to extend its autumn session by an additional month.

The KRG Council of Ministers sent the legislation to Parliament on December 11 after months of delay. The nine-page bill will make changes to the pension, salary, stipends, and privilege systems.

The bill was approved by the Council of Ministers unanimously.

It has met with growing criticism from the families of Anfal victims, political prisoners, and activists, who criticize the fact that the legislation cuts benefits for many people in the Kurdistan Region, but retains large pensions for former government officials.

3- Beneficiaries who received 80% of the unit price, the repayment of their installments was extended from 10 years to 20 years.

KRG Grants Official Permission to Build Chinese Consulate Compound in Erbil

ERBIL — Kurdistan Region’s Ministry of Municipality and Tourism officially signed documents to permit the construction of a compound for the Chinese consulate general in Erbil.

The permission was signed by a ministry director general and Ni Ruchi, the consul general of China.

Minister Sasan Awni was present during the ceremony.

The new consulate compound will be built on Erbil-Pirmam road in the capital city of Kurdistan Region.

There are a total of 21 foreign consulate generals, eight consulates, consular offices, and embassy offices with nine other honorary consulates and foreign trade offices in Erbil.

SULAIMANI — UN Special Representative of the UN Secretary-General for Iraq Jeanine Hennis-Plasschaert separately met with Kurdistan Region President Nechirvan Barzani and Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani in Erbil on Monday (January 13).

The UN envoy, the Region’s president and the prime minister discussed the latest developments in Iraq during the meetings, according to two separate statements from KRG and the region’s president office.

President Barzani said the Kurdistan Region is ready to help restore peace and stability in Iraq during the meeting with Hennis-Plasschaert, his office said in the statement.

They also discussed the ongoing anti-government protests in Baghdad and the southern provinces, according to the statement.

“The President also underlined that the legitimate grievances of the protesters should be recognized and taken into consideration,” it cited Barzani as saying.

They also discussed the UN and international community’s plans and roadmaps to support Iraq at this stage, it added.

Hennis-Plasschaert also met with KRG Premier Barzani in Erbil. They said all the Iraqi sides should take the sensitivity of the situation into account as Iraq is passing through difficult circumstances, KRG said in a statement.

They emphasized that further tension of the situation would not be in the interests of the people of Iraq and the region, according to the statement.

They also stressed on the need to maintain security and stability of the situation, the statement read.

Tensions between Washington and Tehran hit a high after a US strike killed Iranian Quds Force commander Qassem Soleimani on January 3, prompting the Council of Representatives to vote to call on the government to seek the exit of foreign troops from Iraq. Kurdish and Sunni parties boycotted the session.

On January 8, Iran retaliated to the assassination by firing nearly two dozen ballistic missiles at bases in Anbar and Erbil hosting US and coalition troops.

Officials in the Kurdistan Region called for dialogue and de-escalation, making it clear that they wanted coalition troops to remain in order to keep pressure on Islamic State and prevent it from reasserting itself.

Tensions between Washington and Tehran have spiked since Trump unilaterally withdrew in 2018 from the Iran nuclear deal struck by his predecessor Barack Obama and began reimposing sanctions that had been eased under the accord.
