The Council of Ministers of the Kurdistan Regional Government, on Wednesday, on the fixation of contracts of the Ministry of Education teachers on permanent owners.

ERBIL — Kurdistan Region Prime Minister Masrour Barzani on Wednesday reiterated his cabinet’s commitment to fight corruption, saying the laws will be implemented.

He was speaking at a panel held by Middle East Research Institute (MERI) in Erbil.

“I am committed to fight corruption; not only financial corruption, but corruption in all forms,” PM Barzani said while discussing top priorities of the agenda of Kurdistan Regional Government (KRG).

However, he said, successfully combatting corruption requires a collective effort by all the government institutions and the people, for which Barzani said his cabinet has a comprehensive plan.

PM Barzani explained that he believes that there is not a problem with legislation and laws in Kurdistan Region, but the law enforcement needs a greater commitment so address the problems which challenge Kurdistan today.

He also pointed out that the ninth cabinet of the KRG is working to attract more International investments to join local investors and enjoy a facilitated process of regulations.

“A strong economy is key to a strong country… KRG should prioritize people’s need and work to meet them,” Barzani emphasized.

“Law is above all, including any one in any rank or position.”

On the relations between Erbil and Baghdad, the Kurdish prime minister said there have been achievements in the negotiations while there still are disputes to be resolved. “Both the sides agree on the fact that the stability of Iraq and the stability of Kurdistan Region are interconnected,” Barzani stated.

For the prolonged issues related to the disputed Kurdish territories, including Kirkuk, the KRG prime minister said the Article 140 form the Iraqi Constitution should be the framework for the negotiations in order to ultimately find a solution the governance of the disputed areas.

He also commented on the current deadly protests in Baghdad and other southern provinces of Iraq, saying that the demands of the protestors are legitimate but PM Adil Abdul Mahdi cannot be held responsible for the current deficiencies in the country.

“We are concerned about the unrest in Iraq. We support the demands of the protesters, but we need to remember PM Adil Abdul Mahdi is not responsible for the problems, but the problems are the aftermath of the previous cabinets.”

Two important meetings in the Kurdistan region to discuss the urgent situation

The three presidencies in the Kurdistan region hold an important meeting, followed by a meeting between the President of the region and political parties in Kurdistan.
The meeting comes hours after an expanded meeting between the President of the region and Iraqi President Barham Saleh, who is in Erbil.
According to sources familiar with Shafaq News, Saleh discussed with the President of the region the issue of amending the constitution and the current developments in Baghdad.
The President of the region and the Prime Minister and the Speaker of Parliament with the Iraqi President in a separate meeting these developments in detail.
This is followed by an expanded meeting between the President of the Kurdistan region with the Kurdish political parties to discuss the outcome of the meeting and the current developments.

The presidency of the Kurdistan Parliament decided to hold a session on Wednesday.

The Presidency called in the statement of members of parliament to attend the regular session No. (7) for the first legislative year of the fifth parliamentary session, at 11 am on Wednesday, 13/11/2019.

The presidency did not publish the agenda of the session.

The Parliament of Kurdistan, on Wednesday, read a number of draft laws and approved the formation of four permanent committees.

According to a statement to the Kurdistan Parliament, reported to Twilight News, that the Parliament held a meeting on Wednesday, the first reading of the draft law on the protection of local products in the Kurdistan region of Iraq and the draft law against the smuggling of oil and its derivatives in the Kurdistan region of Iraq.

The statement added that the meeting also saw a first reading of the draft law of agricultural insurance in the Kurdistan region of Iraq and the proposed decision to appoint contract staff in the region.

In another part of the session, an idea was raised by two members of parliament on the re-Arabization and risks of amending Article 140 of the permanent Iraqi constitution and the issue of how to make the oil file transparent.

The statement said that the formation of four permanent committees was approved during which the presidency of women's rights for the Democratic Party bloc, the chairmanship of the National Union for Reconstruction and Investment Committee, the chairmanship of the internal committee for the change bloc, and the chairmanship of the Parliamentary Affairs Committee for the Islamic Union bloc were resolved.

Parliament Speaker Rywaz Fayek said before the end of the session that the Kurdistan Regional Government demanded the re-draft decision to appoint employees of the owners of contracts to permanent owners for review, noting that Parliament informed the government that it will wait only two weeks and if the government does not return it, the parliament will start to approve the decision to transfer Owners of contracts to permanent owners.

Erbil, Kurdistan Region, Iraq (GOV.KRD) – Prime Minister Masrour Barzani and Deputy Prime Minister Qubad Talabani today chaired a cabinet meeting to discuss Peshmerga reforms and progress made with intergovernmental talks in Baghdad.

During the meeting, Minister of Peshmerga Shoresh Ismael presented a detailed report on his ministry’s structure and expenditures, stressing the government’s important role in supporting the reform process for Peshmerga affairs.

The Cabinet appointed a committee, led by Prime Minister Barzani, to follow up on recommendations presented in the report to facilitate the process.

On the latest developments in Baghdad, Region Minister Khalid Salam Saaed highlighted the Federal Supreme Court’s recent amendment to the Iraqi Provincial Law. Following a successful intervention by the Kurdistan Parliament the amended law now allows displaced individuals to vote from outside their province of birth.

The Minister also highlighted work undertaken by Iraq’s constitutional review committee. Ministers emphasised the need to preserve the rights of the people of the Kurdistan Region as enshrined in the constitution during ongoing talks with the federal government of Iraq.

Prime Minister Barzani concluded the meeting by agreeing to the formation of a committee entrusted with assessing contract-based public employment which will publish its recommendations before the new year.

ERBIL (Kurdistan 24) – The Kurdistan Regional Government (KRG) approved a budget of 3.2 billion IQD (roughly 2.6 million USD) to complete the construction of 12 dams across the Kurdistan Region, an official confirmed.

“It is a significant decision that will affect the agriculture and tourism sectors, and it will help preserve underground water sources in Kurdistan for future generations,” said Akram Mohammed, the KRG’s Director for Dams and Water Resources.

According to Mohammed, the budget will revive the use of dams and reservoirs in the Kurdistan Region, and “enable us to complete 12 dams: three in Duhok, five within Erbil, and four dams in the Sulaimani governorate.”

“The dams will be completed in a few months as the design of the dams has already been approved.” 

Mohammed added that it is in their plans to initiate talks with relevant companies in the next few days to sign contracts and begin construction, which will reduce groundwater waste and preserve underground water sources for future use.   

The dams’ construction started in 2011, but the economic crisis in the Kurdistan Region in the following years hindered access to adequate funding in development and infrastructure work.

Analysts have long called on the successive governments of Iraq and the Kurdistan Region to implement policies that raise awareness of water shortages and incentivize the public to ration its water usage. The KRG has taken some initial steps in recent years, but meaningful change has been, at best, sluggish.

Experts have also suggested the regional government in Erbil, along with the federal government in Baghdad, work together and reach a consensus with neighboring countries, namely Turkey and Iran, on an equitable way of sharing water from the Tigris and Euphrates basins.

In order to discuss the proposal of the law of patient rights and duties and a number of other files, the Committee on Health Affairs, Environment and Consumer Protection in the Kurdistan Parliament held a meeting chaired by Sabah Mahmoud, Chairman of the Committee and the presence of members and advisors of the Committee.

At the beginning of the meeting, the attendees discussed a number of official books addressed to the committee.

The committee decided at its meeting to form a sub-committee to visit the province of Sulaimaniyah in order to hold meetings with the Directorate of Health of the province and to conduct a field visit to a number of hospitals and health institutions to get acquainted with their situation and identify the problems suffered by those institutions.

The committee is also scheduled to visit Sulaimaniyah International Airport with a view to reviewing the ammunition of medicines and the warehouses of medicines to see if they comply with the conditions required to be provided in these stores.

The Committee on Health Affairs, Environment and Consumer Protection held a joint meeting with the Legal Affairs Committee of the Kurdistan Parliament to discuss the proposal of the law of patient rights and duties in the Kurdistan Region, which was conducted for the first reading in the previous sessions of the Kurdistan Parliament, and referred to the relevant committees to prepare the final report.

After discussing the law proposal at the meeting, the two committees decided to send the proposal to the government through the Presidential Body of the Parliament to review it and give their final opinion about it.After the return of the proposal from the government, the legal and health committees will hold a joint meeting to prepare the final report and send it to the presidency of the parliament for the second reading.

As part of concerted efforts by the new Kurdistan Regional Government to establish a stable and mutually beneficial relationship with the federal government of Iraq, Prime Minister Barzani reaffirmed the importance of supporting the delegation leading negotiations with Baghdad. He affirmed the government’s commitment to securing an agreement that protects the interests of the people through continued cooperation and a strong collaborative approach.

Ahead of the new round of talks scheduled for next week, the delegation updated ministers on progress achieved to date. They informed the cabinet that negotiations with the federal government of Iraq regarding the 2020 national budget, as well as a permanent power and revenue-sharing structure, were now at an advanced stage.

Prime Minister Barzani emphasised the role of the Kurdistan Region in maintaining and promoting peace and stability in the region, most recently highlighted by US Vice-President Mike Pence’s visit to Erbil.

The government also expressed support for Minister of Finance and Economy Awat Sheikh Janab’s report on how best to optimise government revenues and expenditure. He welcomed the ministry’s initiatives and reform efforts.

During the meeting, Prime Minister Barzani received an update on a study on private water consumption and waste across the Kurdistan Region. Minister of Municipalities and Tourism, Sasan Awni, presented the findings, which identified that water waste in the Kurdistan Region is costing the government nearly 340 million Iraqi dinars every day.

The Minister of Electricity, Kamal Mohammed Salih, updated the cabinet on efforts undertaken by his ministry to minimise interruptions in the delivery of energy as winter approaches. He added that seasonal heightened electricity usage puts increased pressure on the region’s power grids.

Prime Minister Barzani called on all people to unite in preserving this precious resource and reaffirmed the government’s commitment to supporting water and energy-saving projects. Cabinet members agreed to further discussions on these topics during the next meeting.

ERBIL - The Kurdistan Regional Government's (KRG) Council of Ministers convened on Wednesday to discuss the recent "progress" made in the relations between Erbil and Baghdad.

PM Masrour Barzani, as chairing the meeting, stressed on "the importance of supporting the delegation leading negotiations in Baghdad," as the KRG has intensified its efforts to establish a "stable and mutually beneficial" relationship with the Iraqi government.

"He affirmed the government’s commitment to securing an agreement that protects the interests of the people through continued cooperation and a strong collaborative approach," according to the readout of the meeting.

After several meetings between the sides, the Kurdistan Region and Iraq reached an agreement on the issues of oil and budget, while another delegation from the KRG is set to visit Baghdad for participating in the process of drafting the bill of the 2020's budget.

"Ahead of the new round of talks scheduled for next week, the delegation updated ministers on progress achieved to date. They informed the cabinet that negotiations with the federal government of Iraq regarding the 2020 national budget, as well as a permanent power and revenue-sharing structure, were now at an advanced stage."

PM Barzani also reiterated the Kurdistan Region's role in keeping and promoting peace and stability in the region, which was highlighted during a meeting with US Vice President Mike Pence earlier in Erbil.

SULAIMANI — The Kurdistan Regional Government (KRG) Council of Ministers is expected to hold a meeting on Wednesday (December 4) to discuss a range of issues, including recent talks with Baghdad and electricity. 

The Council of Ministers will discuss details of the KRG delegation’s talks with the federal government and the draft budget for 2020, NRT reporter Herish Qadir said. 

Over the past ten days, the KRG reached agreements with the federal government on oil exports and the Region’s share of the federal budget. In a statement, the KRG said that Erbil will send 250,000 barrels of oil per day to Baghdad and in return Baghdad will transfer the Region’s full share of the budget.

This mirrors the contours of the 2019 Federal Budget Law, provisions of which the KRG ignored by refusing to send oil to Baghdad.

KRG Minister of State Khalid Shwani said on Tuesday that the agreement is equal for both sides and good for the Kurdistan Region. He appeared to indicate that the percentage would be around the current figure of 12.67 percent.

During the meeting, the KRG Council of Ministers will also discuss challenges related to electricity. 

Electricity provision is a persistent problem in the Kurdistan Region, where blackouts are a common occurrence, especially during high-demand periods in summer and winter.

Despite repeated government promises, many people still rely on private generators to filling in the daily gaps when government provided electricity fails.

The KRG is currently able to produce 3,500 Megawatts, which is expected to increase to 4,000 Megawatts in the future. However, demand can spike to 7,000 Megawatts during peak use, forcing people to use generators.

The Kurdistan Regional Government (KRG) has confirmed the approval of the Council of Ministers on the draft federal budget law for the year twenty-two, ahead of the resignation of Prime Minister Adel Abdul Mahdi.

The spokesman for the government of the region, Gutiar Adel, said in a statement that the region expressed its readiness to meet its oil obligations, in return for the commitment of the federal government to pay the financial dues of the region, as included in the agreement on the draft budget law for next year, which was approved by the government before resignation.

The Oil Minister Thamer Ghadhban, announced the two sides reached an agreement to export two hundred and fifty thousand barrels of oil extracted in the region, to the Iraqi Oil Marketing Company SOMO, to be exported through a pipeline to the Turkish port of Ceyhan, in exchange for fixing the financial dues of the region, salaries and budget In the forthcoming federal budget law.

The Council of Ministers of the Kurdistan Region, on Wednesday, December 4, 2019, held its regular session under the chairmanship of Masroor Barzani and in the presence of his deputy Qubad Talabani.
At the outset of the meeting, discussed the latest findings of the talks between the Kurdistan region and the federal government on the draft budget law 2020, and presented the delegation of the region - which held discussions in Baghdad - details of the agreement between the two sides.
The Council of Ministers stressed the implementation of the obligations of the Kurdistan Region while defending its constitutional rights and financial entitlements, and decides that the delegation will continue its efforts until the ratification of the agreement within the draft budget in the House of Representatives in coordination with all Kurdish blocs and other blocs to achieve the common interest of the Kurdistan Region and all of Iraq.
In another paragraph of the meeting, the Council of Ministers discussed the issue of electricity in the Kurdistan region and obstacles to increase the hours of processing, and in this regard, Minister of Electricity Kamal Mohammed Saleh detailed information on the size of production and obstacles and abuses on the national system.

KRG's Council of Ministers Discuss Federal Budget
 

ERBIL - The Kurdistan Region's Council of Ministers convened on Wednesday to discuss the talks between Erbil and Baghdad on the 2020 budget bill.

Kurdistan Region Prime Minister Masrour Barzani chaired the meeting and welcomed the efforts to strengthen the ties between KRG and the Iraqi government, as a Kurdish delegation was sent to Baghdad for talks on the recent issues.

"He [PM Barzani] affirmed the government’s full support for the delegation leading the negotiations to ensure that the draft budget bill takes into consideration the interests of the people of the Kurdistan Region and Iraq," said the readout of the meeting.

The Kurdish premier, in the meantime, called on all political parties to come together for the interests of the country, "safeguarding the security of all Iraqi and Kurdistani peoples and preserving the hard-won peace."

Regional government confirms continued negotiations with Baghdad on the budget
The Council of Ministers of the Kurdistan Region on Wednesday discussed the ongoing talks between the region and the federal government on the preparation of the draft federal budget law for 2020.
A statement by the regional government that the meeting discussed the latest findings of the talks between the Kurdistan region and the federal government on the draft budget law 2020, and the delegation of the region - which held talks in Baghdad - details of the agreement between the two sides.
The Council of Ministers confirmed the implementation of the obligations of the Kurdistan region while defending its constitutional rights and financial entitlements, and decides that the delegation will continue its efforts until the ratification of the agreement within the draft budget in the House of Representatives in coordination with all Kurdish blocs and other blocs to achieve the common interest of the Kurdistan region and all of Iraq.
In another paragraph of the meeting, the Council of Ministers discussed the issue of electric power in the Kurdistan region and the obstacles to increase the hours of processing, and in this regard, Minister of Electricity Kamal Mohammed Saleh detailed information on the volume of production and obstacles and abuses on the national system.
In light of this, the Cabinet decided to do everything in its power to increase the rate of equipping citizens with energy, and stressed the support of the smart meters project to measure the volume of consumption and in the interest of citizens, and decided to take the necessary measures against transgressors on the national grid in accordance with the law.

The Secretary of the Council of Ministers of the Kurdistan Region Amang Rahim on Thursday that the region will contribute to raising financial revenues for Iraq, according to the agreement reached with the federal government on the budget and oil.

Rahim said at a joint press conference with Finance Minister Awat Sheikh Janab and Chairman of the Cabinet of the Council of Ministers Omid Sabah that the federal budget for 2020 is still in the process of legislation  

He added that the Kurdistan region will contribute to increase financial revenues for Iraq in accordance with the agreement we reached with Baghdad, stressing that the recent agreement is in the interest of both sides.

"Iraq has borrowed $ 62 billion and part of that debt has nothing to do with the Kurdistan region," Rahim said.

He pointed out that the region will provide Baghdad with information about the debt of Kurdistan, noting that the debt of the region will be installed in the financial budget for next year.

Rahim said there was an understanding between Erbil and Baghdad about the debt.
