So if 14% is still the offer then 17% is well over what the Kurds really need. I don't know what GOI is going to do if the Kurds can constantly throw a wrench into progress on the budget. In my country when there's a budget decrease we call it "budget cuts" and jobs that aren't as important go poof and people are let go. Kurds need to decide who stays and who goes if you're asking me.
