In a different thread the discussion was over GOI census of how many Kurds were being paid.  So if 14% is still the offer then 17% is well over what the Kurds really need.  I don't know what GOI is going to do if the Kurds can constantly throw a wrench into progress on the budget.  In my country when there's a budget decrease we call it "budget cuts" and jobs that aren't as important go poof and people are let go.  Kurds need to decide who stays and who goes if you're asking me.  But it sounds like GOI claims the 14% covers it all.  SANDBOX DRAMA!!!!

The Ministry of Planning announced on Sunday that the amount of 200 million dollars included in the draft federal budget for 2018 will go to establish small-scale youth projects, pointing out that it falls within the policy of empowerment and integration of the poor with the community.
“The federal budget included a sum of $ 200 million to go to set up small projects that will support young people,” said ministry spokesman Abdul Zahra al-Hindawi.
He pointed out that “the allocated amounts fall within the strategy of poverty alleviation in Iraq, which includes a set of goals and axes that seek to reduce poverty in several areas,” noting that these areas include housing and education.
He added that the money will be launched in the form of soft loans for people with limited income to enable them to establish income-generating projects and secure their living conditions.
Hindawi pointed out that it is part of the policy of empowerment and integration of the poor in society, noting that “wishing to obtain the loan to provide economic feasibility for his future project.”
“Several amendments have been made to the budget, including the allocation of 200 million dollars for the establishment of small and income-generating projects for the employment of young people rather than remaining unemployed,” said Majida Abdel Latif Tamimi, a member of the parliamentary economic committee.
