Corruption is rampant and as predicted, as soon as one gets squeezed..... the dominos start falling. Every single department in Iraq has corruption. Payoffs and extortion is the way these people have been doing business for millenia. 

Transparency International has said that Iraq has risen one place in its global Corruption Perceptions Index (CPI). From at total of 175 countries, Iraq came in at number 170, slightly better than last year’s position of 171. This result puts it ahead of countries such as Afghanistan, South Sudan, and Somalia.

All nations have their corrupt. Since the UN, World Bank and International Monetary Fund are now trying to steer Iraq's monetary reform & are going through and auditing Iraq's books, the bright light has pierced their veil of darkness that for centuries has prevented the populace from knowing just how much money is being rifled.

If Iraq is going to be serious about gaining international investors, they have to get corruption down to a negligible level. It will NEVER be eradicated but it can be managed and those responsible punished. That is Abaidi's goal & until all these crooks start doing hard time, they are going to continue grabbing and snatching with both hands.

Salim al-Jubouri, Haider al-Abadi, and (possibly) Fuad Mussam appear to be Iraqi patriots and I applaud them.  Whenever going after corruption, the corrupt appear to use false counter measures to deter the investigation of the corrupt.  Looks like al-Jubouri is staying the course and, for that, I applaud him.  There are likely more than one major corrupt characters in Iraq (more than just Maliki) that function somewhat autonomously but may act conjunctively on common interests (like to save their hides from the full extent of the law).  No matter, I think it is a matter of time (hopefully very short) where the major corrupt characters are brought to light, indicted, prosecuted, and have justice served upon them.  I suspect al-Jabouri, al-Abadi, and Mussam are allowing the mechanisms of the constitution and laws play out to weed out the significantly corrupt characters.  I think it a very wise move for al-Jubouri to call a parliamentary committee to investigate these charges against him (al-Jubouri).  I hope the allegations are not true.  After a time or two, the corrupt can no longer use counter measures to through the attention off of their corrupt deeds being brought to light.

In reading these articles, I get the feeling Maliki somehow has a dog in the fight and is stirring up the pot in accord with Obeidi.  No worries, as the pot is stirred, the floaters will rise to be skimmed off and the sinkers will sink to be dredged out.  A stinky mess but somebody(ies) have to clean things up.  Go al-Jubouri, Go al-Abadi, Go Mussam, Go Justice!

I really agree with you TennesseeCherokee.  The dominoes are falling.  Also, there have been articles that seem to suggest foreign investors are lining up to get into Iraq.  I agree, once corruption is significantly reduced to a nominally minimal level, foreign investment will really start flowing into Iraq.
