The Iraqis can say they are sovereign all they want, but until the UNSC says so, unfortunately, they are still stuck in CH7. Or do they coordinate the release from Chapter 7 on or about 6/7/12? Or can the iqd rv/ri prior to this date, like say 12/30/11 , and they continue searching for people and property after a december 2011 rv/ri?
