For his part, the Kurdish politician Rebin Salam said, in an interview with "Baghdad Today", that "these voices are accustomed to chauvinism and racism towards the Kurds, and they carry totalitarian Baathist ideas that want to return to the only totalitarian regime that wants to control the region and make it according to the center and this will not happen in the presence of a constitution and law," noting that "these cacophony voices must stop these statements as they have become part of the past full of sectarianism, racism and incitement for the purpose of political and electoral competition and the government." In the same context, political analyst Aram Mustafa pointed out that "Hanan Fatlawi is known for her hostility to the Kurds and Kurdistan, and she uses this incitement as part of political and electoral competition."

He added in his speech to "Baghdad Today": "I think that these voices will harm the political stability in Iraq at the time under the government of Mohammed Shia Sudani, which is witnessing security and political stability and an improvement in relations between the region and Baghdad and relations with the Arab and international surroundings, so that these voices come to incite the entire political process and want to torpedo the government's efforts."

He added, "Since the first of January of the current year, the federal government has distributed the salaries of employees in the rest of Iraq's regions on time according to the budget schedules, but the actual spending measure was applied for the employees of the region, as it has not happened anywhere inside Iraq that employee salaries are distributed in the form of Loans.

 

He continued; “The last amount approved for the Kurdistan Region was 500 billion dinars in the form of a loan, as the federal government says that the region’s internal revenues amount to 320 billion dinars, and even if these two amounts were collected together, it would not equal the amount of 1 trillion and 375 billion dinars stipulated in the law.” The budget is the region's monthly share.

 

Regarding the oil file, the statement stated: “Since March of the current year, the export of oil to the Kurdistan Region has stopped, but since June 25 of the current year, the Federal Ministry of Oil has received 85 thousand barrels on a daily basis for internal use, and the Kurdistan Region was ready to deliver any quantity they requested, but the federal government, in return, did not bear responsibility.” Pay any amount to extract, produce and transport this oil.”

The Kurdistan Regional Government spokesman concluded his statement by saying: “We do not see any justification for not sending the region’s dues, and they must be far from actual spending like the rest of Iraq’s regions, and contrary to the speaker’s words, the region’s employees not only did not receive three times their dues, but under the name of a loan or sending less than half of their right, and sending salaries of a number was exceeded.” For months, there was no mention of sending it at all. The regional government fulfilled all its obligations, but the rights of the region are always violated under some pretext. 

 

He pointed out that "Mr. Speaker (Al-Awadi) said at the end of his speech that (the best way to solve is to implement the constitution and the agreements). We agree on this, but we wonder who violated the constitution and the laws? And who is changing the agreements and not adhering to them?"

He added that the funds owed by the region amounted to more than three times the region's share according to the state's actual spending, noting that the regional government did not hand over oil and non-oil revenues as required by the budget law.

Shafaq News/ Minister of Finance, Taif Sami, said on Saturday that there is no consensus between the Federal Border Ports Authority and the Kurdistan Region regarding unifying the pricing of customs duties.

 

Sami was speaking while she was hosted by the Parliamentary Finance Committee in the Iraqi Parliament and was attended by a Shafaq News Agency correspondent.

 

Our correspondent quoted Sami as saying, “There is no agreement in customs between the federal border crossings and the Kurdistan Region, given that customs duties in the region are lower than other ports in Iraq, and the best example of this is the entry of cigarettes through the region,” according to her claim.

 

She stressed that "Al-Safra's control must be restored, not only in one location, but in different locations, while reducing customs duties in order to limit smuggling operations."

The Minister expressed her willingness to implement the text of the country’s financial budget law, and for 50% of the revenues of the official border crossings to go to the governorates in the Kurdistan Region, adding that: There are 5 unofficial border crossings in the region.
