An expert details the importance of the dual connection between Iraq and Turkey

On Wednesday, the economist and university professor in Basra, Nabil Al-Marsoumi, detailed the importance of the double linkage between Iraq and Turkey.  

  

  

  

Al-Marsoumi said in a post, followed by "NAS", (March 22, 2023), that "the importance of the agreement between Iraq and Turkey lies in starting to build a double track that includes a land corridor and a railway that extends from Basra to Turkey within the so-called dry channel that will turn Iraq into a transport station." It is major for European countries after Turkey, as shipments arriving by sea through the port of Faw will pass to Turkey and Europe through the dry channel, and it will also transport Turkish and European goods to Iraq and from there to the Gulf states, Iran, Syria and Jordan.  

  

He explained, "The dry canal is a complementary project for the large port of Faw, the first phase of which is expected to be completed in 2025, through which the sea voyage time for ships loaded with goods traveling at a speed of 15 miles per hour from the Chinese port of Shanghai to the port of Rotterdam will be reduced by about 33 sea days, while it is It takes only 15 days when the goods are transported from Shanghai to the Pakistani port of Gwadar, then to the great port of Faw, and from there through the dry channel to the Mediterranean ports in Syria and Turkey, and from there to the port of Rotterdam, and this means that transportation through Iraq will provide a substantial reduction in the cost of transporting goods up to more of the half."  

  

And he indicated, “It is known that there is a project to link the trade between the Emirates and Turkey through Iran, as the goods will be transported from the port of Sharjah to the Iranian port of Bandar Abbas, and then start traveling by land to the Bazargan-Gorbulak border crossing between Iran and Turkey, and then to the port of Iskenderun on the Mediterranean coast.” in Turkey".  

  

He continued, "which would shorten the duration of the trip to 7 days compared to the duration of the traditional sea route through the Suez Canal, which takes about 20 days, which will reduce the cost of exports and imports due to the decrease in the duration and cost of shipping."  

  

He pointed out that "Iran will reap the customs tariffs that it will impose on the passage of trucks through its territory, in addition to its contribution to the movement of land trade in the region, but the tensions in the region and the differences that occur between the Gulf states and Iran, in addition to the tension between Iran, America and Israel, make the agreement Fragile, which stimulated the UAE and Turkey because of that and a desire to reduce that time by using Iraq as a transit point for trade between them.  

  

He added, "The time can be shortened if railway and land road projects are implemented within the dual track of the dry channel. In this case, goods will be transported from the port of Jebel Ali to the large port of Al-Faw, and from there they will be transported by land through the dry channel to Turkey, especially since the latter will have a pivotal role in the way." Silk, especially after the opening of the Istanbul water canal linking the Mediterranean Sea with the Black Sea, and then benefiting from the Turkish transport network in the flow of goods to Europe, and this link will strengthen the great port of Faw and Iraq's position on the Silk Road.

Saddam told Al-Furat News that: "There is remarkable progress according to the plan drawn up for the completion of the first phase of the port of Faw, and this plan will be supportive and a gateway to the path of development. Therefore, there is an integrated relationship between the path of development and the port of Faw, in addition to that the need to develop policies that would attract foreign investment to Basra and Al-Faw region in particular.


He pointed out, "The arrival of the five berths of the port of Faw to a completion rate of 60% that raises optimism and can stimulate in the future, and it will continue, but it is assumed that there will be trends towards a parallel stage in addition to the berths to expedite the completion of the port."   


And Saddam stated, "The port welcome yards, which opened with an area of 60,000 square meters, can accommodate 4,000 trucks per day, supported by automation programs and electronic uses, and can reduce the time taken from 60 hours to two hours, and will also reduce corruption."


He added, "The development of navigation requires automation programs at all levels, as they are known sectors, and therefore they are supposed to be developed similar to international ports." 


Saddam proposed "the development of the port of Umm Qasr, which could be a basic nucleus to support the development project."

The Director General of the General Company for Iraqi Ports, Eng. Farhan Al-Fartousi, revealed yesterday, Saturday, the latest works and achievement rates achieved in the highway project linking the port of Al-Faw and the submerged tunnel, one of the projects of the great port of Al-Faw.

 

The general manager of the company said, "The work on the highway project linking the port of Faw and the submerged tunnel (63) kilometers, one of the projects of the great port of Faw, is achieving advanced completion rates and according to the planned timelines."

 

He explained that "the road consists of several layers, as the completion rates in the traffic layer (100%), and the general dictation layer (70%), while work is underway on the remaining layers up to the main paving layer."

 

He added that "the works in the bridges within the project also achieve advanced completion rates compared to what was prepared on paper."

 

He continued, "The road consists of (4) double lanes, and extends towards the submerged tunnel, with a length of (63) kilometers, and contains two bridges, three roundabouts, rest stops, in addition to modern safety and security technologies."

 

And he indicated that "the benefit of this road is the transportation of goods back and forth to the port, and it is linked with the international highway all the way to Turkey."

 

It is noteworthy that the highway project linking the port of Faw and the submerged tunnel is one of the five projects in the great port of Faw, for which the foundation stone was laid on April 11, 2021.

{Local: Al-Furat News} The Minister of Transport, Razzaq Muhibis Al-Saadawi, announced that nearly 12,000 Iraqi workers are working in the Al-Faw Grand Port projects, stressing that work in these projects is proceeding at an escalating pace.

A statement by the media office of the ministry confirmed, in a statement that {Euphrates News} received a copy of, that "the recent visit that the Minister of Transport made to Basra Governorate to see and follow up work on major and strategic transport projects, I indicated remarkable progress in the completion stages for the projects of the great port of Faw."

The statement quoted Al-Saadawi as saying, "12,000 Iraqis work in port projects, stressing that these numbers constitute 80 percent of the workforce in port projects, while 20 percent are foreign workers."
 
The statement emphasized that local employment is divided into two parts. The first of which represents Iraqi workers who work with the Daewoo company, which is implementing the five projects in the large port of Faw with social security. And the other section, which is very limited, works with sub-contractors, and these do not have social security because their work is for short periods of time and with limited effort.

The statement added that most of the workers in the five projects work under the management of the Korean Daewoo company and enjoy all Iraqi social security rights, in accordance with the law and government instructions.

He added, "Many countries' interests will be damaged, especially those countries that have investments in the development path and the port of Faw and are waiting for the completion of the project in order to participate in it and export their goods to European countries through it."

And he indicated that “the greatest danger lies in blocking the road to access to the port of Faw through Khawr Abd Allah and Kuwait’s control of this region, which is harmful to the economy of Iraq as well as the countries investing in the path of development, in the event that there is no rapid political move towards arranging the situation and ensuring Iraq sea port.

The Ministry of Transport announced that it will complete the stage of laying the foundations of the five berths for the Al-Faw project during the month of October, while the works on the submerged tunnel projects, the connecting road and the navigational canal are progressing well.

 

Ministry spokeswoman Shatha Radhi told Al-Sabah that her ministry has completed the concrete pouring work for the five sidewalks, or what is called (the universe crete wall), while the process of driving the pillars of the aforementioned sidewalks will be completed during the month of October, indicating the progress of work on the submerged tunnel project. The Ministry of Transport has expressed its intention to operate the first phase of the Al-Faw Grand Port project at the end of 2025, after achieving large percentages of the steps to complete the port and its related projects.

 

Director of the General Company for Ports, Farhan Al-Fartousi, told Al-Sabah that the international companies operating in the transport and maritime shipping sector considered the great port of Faw a promising port in the regional and global maritime system, especially since great strides were made in its completion process, especially after the commencement of the concrete wall casting operations. For the five berths project, in addition to achieving advanced completion rates in the submerged tunnel project, pointing out that the team formed to prepare the requirements for operating the large port of Faw continues to hold meetings regarding the necessity of resolving the issue of its operation as soon as possible and with the best options offered, according to the government's vision using the best international expertise. 

 

Al-Fartousi stated that a memorandum of understanding was concluded with a Singaporean company to train Iraqi port employees in Singaporean ports on the use of the single window and control the handling of goods inside the port, as well as developing the company's staff in the field of converting ports to work within the single window, and cooperation in the field of developing logistical work within Iraqi ports.

Director of the Media Office at the Ministry of Transport, Maitham Al-Safi, told “Al-Sabah”: The road contains “space” layers with high specifications that were stacked in the form of a group of compressed layers, which makes it bear various weights, as through this road goods will be transported from Al-Faw port towards Turkey. Then Europe, indicating that the completion stages of this project have reached a higher rate than planned.

He added that the work of covering the “concrete” layer before asphalt had begun for the highway project linking the cities of Al-Faw and Umm Qasr in Basra Governorate, indicating that the road extends a distance of 62 km from the port of Al-Faw towards the submerged tunnel after that to the Safwan Road area and then the international highway. Which passes through all governorates.

Al-Safi stated that the current phase of the five berths project is witnessing accelerated completion rates, and it is hoped that full rates will be achieved by the end of this year. It is expected that the Ministry will operate berth number one within the five berths project at the end of the current year as a result of the significant increase in implementation and completion processes in the five port projects. .

Iraq has made progress in completing the first phase of its multi-billion-dollar Al Faw Grand Port Project. In a statement to local media last week, Iraq’s Minister of Transport Razzak Al-Saadawi said the port project is nearly two-thirds complete. The phase one completion date is set for 2025, including a five-berth container terminal with an initial capacity of 3.5 million teu per annum.

 

“About 68 percent of the five berths in Faw has been completed after it was only 19 percent 3 years ago. We expect berth one to receive its first vessel soon as part of a trial operation,” said the Minister.

 

The construction of Al Faw Port project in southern Iraq began almost a decade ago but has experienced considerable delays, partly due to funding and political issues. The port’s masterplan envisages a massive set of container, dry bulk and oil terminals with a total capacity of 99 million tons per year, as well as a dry dock and a naval base.

 

If fully built out, Faw Port would be one of the largest ports in the world. Its ambitions are grand, including rail and road links through Iraq into Turkey and Europe. A 36-mile road connecting to Iraq’s current Port of Umm Qasr is in the works, and a 745-mile rail and motorway project linking the Grand Faw Port to Turkey was recently launched.

 

The $17 billion project, dubbed “The Development Road,” aims to turn Iraq into a transit hub by shortening travel time between Asia and Europe. Like Russia’s Northern Sea Route and China’s New Silk Road rail line, it is a bid to rival Egypt’s Suez Canal for speed to market.

 

South Korea’s Daewoo E&C company is building the first phase of Faw Port under a $2.7 billion contract it was awarded four years ago.

 

Phase two of the project yet to be initiated comprises an industrial area that include a refinery, a steel plant and other industrial utilities. Phase three include Al Faw New City, consisting of housing, a trade and commercial center, a school and mosques.

Though it has been beset by delays, construction at the Gulf port, which has the potential to boost Iraq's economy, is steadily progressing.

Progress is being made on the Grand al-Faw Port project in Basra, with some of the key infrastructure more than 60% finished and the government keen to have it completed on schedule, Iraqi government sources said.

Work began on the port project in 2010 with the construction of an 8km eastern breakwater and a 16km western breakwater that will keep silt out of the shipping channel on the estuary of the Tigris and Euphrates rivers.

This work is being carried out by Archirodon, a Greek firm, and Daewoo, a South Korean company.

Construction on the massive seaport project -- which occupies a total area of 54 square km -- was hindered by the battle to oust the "Islamic State of Iraq and Syria" (ISIS) and other pressure on the federal budget.

The project also faced obstruction from influential supporters of Iran, which fought to have the project awarded to a Chinese company instead of Daewoo, which eventually received the award.

In December 2020, the government signed a $2.625 billion deal with Daewoo after excluding the Chinese Maritime Customs Service (CMCS) company from competition as it was not specialised in port construction, Iraqi officials said.

Iraqi financing

Though the port project was offered for investment several times, notably during a 2016 conference in Basra attended by representatives of dozens of giant companies, competitive investment offers were not forthcoming.

In the absence of outside interest, the Iraqi government decided to finance the port's infrastructure construction itself, in a bid to encourage investors.

The construction of infrastructure -- the first phase of the project -- is scheduled to be completed by the end of 2025.

After this is completed, contracts for the operation of the port and expansion and development works will be offered as investment opportunities.

"Work at Grand al-Faw Port is progressing at a good pace," General Company for Iraqi Ports director general Farhan al-Fartousi told Al-Mashareq.

"We have achieved a completion rate of more than 60% in some works related to berth construction," he said.

Initially, the port will consist of five specialised berths for receiving ships, in addition to operating and loading equipment and a yard for handling and storing containers.

Through investment, the port has the potential to expand to 90 berths, with a total annual capacity of 99 million tonnes, which would make it one of the Gulf's largest ports and the 10th largest in the world.

Supporting infrastructure

Al-Fartousi said a good percentage of the work in related infrastructure projects has been completed, including the construction of a road linking al-Faw port with the highway in Umm Qasr.

This will be the starting point of Iraq's Development Road project, which is expected to link Iraq's seaports with Turkey and onwards to Europe.

The al-Faw port-Umm Qasr road will be 63km in length, with four lanes in each direction, two bridges, three roundabouts and service facilities.

It will pass through an underwater tunnel -- 2,250 metres long and 38 metres wide, with three lanes of traffic in each direction -- that is being built under the Khor al-Zubayr Canal as part of the port's construction works.

The tunnel will be the first of its kind in the Middle East in terms of its ability to accommodate the passage of giant transport trucks.

The construction of the new road and tunnel is meant to create a shorter alternative to the old Basra road, which is more than twice as long.

Al-Fartousi said the government is giving much attention to the Grand al-Faw Port project, and is keen to complete it without any delay, because of its importance and benefit to the country.

Labour market boost

The port's estimated revenue, after completion, will exceed $5 billion annually.

Iraqi MP Zahra al-Bajari, who chairs the parliamentary transportation and communications committee, told Al-Mashareq that the port, if completed, would bring about a quantum economic leap for Iraq.

It is expected to boost the state's financial resources and reduce its dependence on oil, she said.

It also opens the door for investment and puts the country on the path of development and prosperity, especially if it is integrated with other economic projects such as the strategic Development Road, she said.

The Grand al-Faw Port project has so far created more than 10,000 jobs for Iraqis, with Iraqi workers -- the majority of whom are from the city of Basra --accounting for about 70% of its workforce.

It is expected that upon the inauguration of the port, it will provide thousands of jobs and revitalise the Iraqi labour market.

Al-Bajari said that the necessary financial allocations for the port will come from Iraq's general budget for the next three years to ensure its completion on schedule.

Iraq will complete Phase 1 of the sprawling Al Faw Grand Port in 2025 and it will operate at a capacity of 20-45 million tonnes per year, a government report said on Friday. 

 

Phase 1 of the Port in Southern Iraq comprises 11 infrastructure projects, including quays and canals, at a cost of around $4.7 billion, the Planning Ministry said in its report, published by the Iraqi Shafaq News agency. 

 

It said six of those projects have been fully completed and the remaining five would be finished in 2025 as nearly 37 percent of them have been executed. 

 

“The initial operational capacity of the port ranges between 20 million and 45 million tonnes annually…when it is totally completed, Faw Port will have a capacity of 99 million tonnes per year, making it the world’s 12th largest container terminal,” it added. 

 

South Korea’s Daewoo E&C is building the Port’s infrastructure under a $2.6 billion contract awarded by the Iraqi Transport Ministry four years ago.
