The regional government reveals a political agreement in Baghdad to legislate three laws within 6 monthsShafaq News/ The Kurdistan Regional Government announced on Thursday that the agreement concluded between the Iraqi political blocs that resulted in the formation of the current federal government headed by Prime Minister Muhammad Shiaa al-Sudani provides for the legislation of three important laws, most notably the Oil and Gas Law, within a maximum period of 6 months.

KRG spokesman Jotiar Adel said in a press conference held today, that the KRG had serious intentions to resolve the differences and outstanding issues with the federal government, especially during the ninth formation of the Kurdistan government, adding, “But we were unable to resolve these differences because of many The obstacles we encountered.

He stressed, “We are still serious about resolving these differences,” noting that “the regional government has formed a ministerial delegation to discuss with Baghdad, and we are waiting for a response so that the delegation can go and start negotiations.”

Adel also explained that “what will be discussed during this visit are the files agreed upon by the political forces before the formation of the government,” adding that “these files, some of them related to executive affairs and others related to legislative affairs.”

He continued by saying that among the most important of these files are the budget, the issue of oil and gas and Article 140 of the constitution, and that within the concluded political agreement, this constitutional article must be implemented through the activation of its committee.

A spokesman for the regional government indicated that “we have also agreed with Baghdad to spend the budget and give the share of the Kurdistan Region in accordance with the constitution,” adding that “there is good coordination between the Office of Financial Supervision in the region and the Federal Office of Financial Supervision to solve the financial problems between the two sides.”

He continued by saying that the agreement concluded between the political blocs in Baghdad stipulates that the oil and gas law, the Federal Supreme Court Law, and the Federal Service Council Law shall be legislated within a period of 6 months from the age of the formation of the current federal government.

The Kurdistan Regional Council of Ministers had decided, in a session held yesterday, Wednesday, to form a new negotiating delegation for the Iraqi federal government to resume dialogues with the aim of resolving differences and outstanding issues between Erbil and Baghdad.

The delegation consists of: the Minister of Finance and Economy, the Acting Minister of Natural Resources, the Head of the Cabinet Office, the Secretary of the Council of Ministers, the Head of the Coordination and Follow-up Department, and the Spokesperson for the Government of the Territory.

The Council recommended the delegation start discussions as soon as possible within the framework of constitutional rights and cabinet decisions on outstanding issues, with an emphasis on the implementation of the federal government program and the political agreement that was voted on in the Iraqi parliament, according to a statement issued by the Council.

This just allows or is the perfect example of how, the political thieves continue to steal, pilfer, swindle, cheat and or how ever else you may describe it, the corruption that currently exists within the GOI (Government of Iraq) and the KRG (Kurdistan Reginal Government).

 

To paraphrase and both sides are equally guilty; IMHO and my IMHO only....................

 

So we're going to jump up and down, dance around, call the other guy a camels **s, do nothing but then say;

OK, We agree in 6 month while (WE STEAL MORE) and then maybe at that point, we won't agree, and then we'll  jump up and down some more, while (WE STEAL MORE), then call foul, then call for another "visit" to Bagdad/ Ebril  to "discuss" the issue, then postpone, reschedule, while (WE STEAL MORE), then agree to "make a serious" discussion/position on the issue, while (WE STEAL MORE) and don't forget (put it on your calendar)  that we have a holiday starting Nov. 12, 2022 that lasts thru Nov.15, 2025 ------------- So we'll see you / let's talk then ............

 

Just sayin'; that 7th century political tribalism in Iraq still exists in 2022 and it appears that some cultures are better off left as a dictatorship rather than trying to make them into a Western style democracy.

I guess Kuwait wasn't under the sanctions Iraq has been under. And Iraq and Kuwait still have yet to pass the Oil and Gas Law that will take care of all the citizens, plus a myriad of other problems including horrible leadership who have stolen from their people rather than help their people.

Kuwait had none of these things to deal with.

{Economic: Euphrates News} The adviser to the President of the Kurdistan Regional Government for energy affairs, Biwar Khensi, announced that there are three drafts to initiate the oil and gas law.

The ministerial curriculum paper, agreed upon by the political blocs and voted on by the House of Representatives, stipulates that "the legislation of the oil and gas law will be completed within six months."

"There are three drafts of the oil and gas bill bill, the first of which was the 2007 draft that was accepted by the Kurdistan region to some extent, but it requires amendments now, and may be the best, and there is another draft prepared by the Federal Ministry of Oil, which was not good and strongly opposed to the powers of the regions, as prepared by the Oil and Gas Committee in the parliament, a draft, and the last two drafts will have bad results, and the Kurdistan region should not discuss them, and a new draft can be prepared," Khensi said.

The best option, according to Bewar Khensi, is the 2007 draft, pointing out the importance of "the Kurdistan Region forming a delegation of specialists in law and oil fully familiar with the subject, for dialogue with Baghdad," stressing the need for the delegation to be aware of "all legal loopholes, and the details of the oil and gas production process, to prevent the writing of a draft that is against the interests of the Kurdistan Region."

Last Wednesday, the Council of Ministers of the Kurdistan Region decided to form a delegation for dialogue with the new government.

The adviser to the President of the Kurdistan Government for energy affairs, expressed his belief that representatives of the oil-producing provinces should attend the negotiations between the KRG and the federal government.

He added that the KRG should emphasize the importance of establishing the Energy Council, noting the need to include representatives of the Kurdistan Region and oil-producing provinces, "so that decisions are not taken unilaterally, which at the same time is necessary to consolidate federalism."

The absence of the oil and gas law is one of the most prominent problems facing the oil and gas sector after 2003, and three drafts of the draft law have been sent to parliament since 2007, but differences between political parties prevented its passage, which prompted the Kurdistan Region to issue its own law on oil and gas

and on February 15, the Federal Supreme Court issued a decision, in which it described the Kurdistan Region's Oil and Gas Law as "unconstitutional", demanding that the Kurdistan Regional Government hand over the revenues of the oil produced to the government. Federalism, a decision rejected by the Kurdistan government.

The adviser to the President of the Kurdistan Regional Government for energy affairs, Bewar Khensi, pointed to the possibility of preparing a good draft of the draft oil and gas law if "the will is available," stressing the need for the Kurdistan Region and the oil-producing provinces to be represented in the committee that prepares the draft law, and to participate in its drafting, in a way that ensures justice for all parties.

That is really a good question, however , I still can't find the answer. May be we should ask Mr. Adam or foreign currency experts for the answer.

Maybe because the central bank in Kuwait couldn't blackmail the Kuwaiti govt into playing their dirty games?
