Al-Atwani confirmed, "The leader of the Sadrist movement, Muqtada al-Sadr's recent tweet indicates the inability of the Triple Alliance by obtaining 220 parliamentary votes, so he invited the independents," adding, "It is in the interest of the Kurds to agree among themselves on a compromise candidate." 
He went on to say, "The political process cannot proceed in stability and smoothness unless all parties participate in it, and everyone is expected that the political process will not proceed with a national majority. As for the framework, it has opened its arms to all parties for understanding and negotiation."

There has been much talk about the relative numbers and weights of the framework blocs and the Triple Alliance. Will the first be able to break the quorum by a disabled third (110 deputies), or will the second be able to hold the session in the presence of (220 deputies)?! In order to put the numbers in front of the public to judge for themselves, I have listed below the number of members of each parliamentary bloc according to the advertiser (and not the secret agreements that I do not know).  

 

  

 

To begin with, the election of the President of the Republic does not necessarily require a two-thirds majority, but that two-thirds of the deputies must attend the session, whether they voted or not. Therefore, the battle revolves around a quorum, not a vote. As soon as the quorum is achieved, the candidate of the tripartite alliance will most likely pass. According to the official (repeat) announced results, the total of the framework forces plus the National Union is 76 deputies, and there are 5-10 other deputies from individual blocs very close to the framework. In the sense that the total of the framework's deputies and its allies will reach 80-85 deputies.  

That is, they still need 25-30 deputies to break the quorum. As for the Triple Alliance, the total of its official seats in Parliament is 155, plus 10-15 other representatives who are close to them and are affiliated with the small individual blocs or the independents. Thus, they need the presence of 30 other deputies to achieve the quorum.  

Meaning that both teams need to win at least 30 deputies. Although the picture appears almost clear on both sides of the conflict, the oscillating center region does not appear as such. There are 50-60 MPs that we know nothing about and they seem vacillating.  

These are the ones who will be the weighing egg. Logically, these swingers do not appear to be ideologues, and therefore they can be won in any direction, even though they are more vulnerable to the pressures of the masses and the media. But everyone should realize that the policy of delaying or prolonging and betting on time is a very dangerous policy, especially in light of the continued deterioration of economic conditions, which are expected to worsen globally and not only locally.  

Ramadan is coming, and then General (Saif), so settle your affairs before the real battle begins, which is waged by the people on one side and the parties on the other.  


An important note: The media discourse and the ability of each party to mobilize all its deputies, whether to attend or not, will be the most decisive factors in my opinion.

Al-Rikabi stressed, "We put forward in our alliance a package of demands that represent the summary of what the Iraqi people want, on top of which is the accountability of the killers of the demonstrators and the absence of young people. We also put forward a 13-point initiative, and whoever pledges to achieve these demands, our doors will be open to him."    

  

Al-Rikabi continued, "Forty-four days have passed since this initiative, and there have been no serious attempts to engage in direct dialogues with us about these demands."    

  

Regarding the attendance of Saturday’s session, Al-Rikabi said, “We will attend the session and will not break the quorum, because we respect the constitution and because we are an egg, and without us and the independents, there will be no disabled third, and there will be no tripartite alliance that passes the President of the Republic, so we must meet the aspirations of the masses and try to enter into serious dialogues.”

Muqtada al-Sadr Best attribute in my opinion is that he is an Iraqi nationalist. He wants Iranian corruption out of Iraq. The corruption should be strictly Iraqi. We need Al-Sadr to succeed if we are to succeed. Saturday will tell us if this year has any chance of a higher valued Dinar. If the President and prime minister is not chosen on Saturday, our chances are not looking good for any consensus this year.

Well let’s see how soon they form their Government, because if they don’t get it done soon, this guy might continue the I.E.E.P Act Title 50 U.S.C. 1071.

On May 22, 2003, by Executive Order 13303, the President declared a national emergency pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.), to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States posed by obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq.

The obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  For this reason, the national emergency declared in Executive Order 13303, as modified in scope and relied upon for additional steps taken in Executive Order 13290 of March 20, 2003, Executive Order 13315 of August 28, 2003, Executive Order 13350 of July 29, 2004, Executive Order 13364 of November 29, 2004, Executive Order 13438 of July 17, 2007, and Executive Order 13668 of May 27, 2014, must continue in effect beyond May 22, 2021.  Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency with respect to the stabilization of Iraq declared in Executive Order 13303.

This notice shall be published in the Federal Register and transmitted to the Congress.

Earth News/ Independent MP Hadi Al-Salami revealed today, Thursday, the position of the independent deputies regarding next Saturday's session on choosing the President of the Republic.

Al-Salami told Earth News, "The imposition of a single candidate for the presidency of the republic has a separatist position and has other indicators that contradict the tasks entrusted to the president of the republic according to the constitution," noting that "independent deputies will not attend the session to choose the president of the republic."

He added, "We, as independent representatives, have taken the decision of the positive opposition that serves the people."

Mubasher: The Iraqi Council of Representatives announced the final names of the candidates for the post of President of the Republic; Based on Council Decision No. (7) of 2022 adopted in its session No. (3) on March 5, 2022 and pursuant to the provisions of Article (4) and Article (5) of the Law of Provisions for Candidacy for the Post of President of the Republic No. (8) of 2012.
