Committee member Ahmed Al-Hajj Rashid told Shafaq News Agency, "Oil prices in global markets recorded their highest price in years after the OPEC group agreement, especially after the recent increase in demand for oil."

 

He added that "the rise in the exchange rate of the dollar affected the citizens and people with limited income, and this caused a rise in the prices of real estate, food, construction and all commercial goods and merchandise."

 

And Rashid indicated, "The rise in oil prices will contribute to the stability of the dollar exchange rate in front of the Iraqi dinar through the central bank pumping the currency into the market to control the change in exchange rates."

 

Oil prices continued to rise today, after yesterday's rise, with the cancellation of production talks for OPEC + countries, but fears that members may begin to increase production limited the gains.

 

After the Iraqi government’s decision to reduce the value of the Iraqi dinar against the US dollar in late 2020, the exchange rate of every $100 reached 145,000 dinars, which led to a significant increase in prices in the Iraqi market.

The secretariat explained that the legal department in it submitted the appeal to some of the budget items for violating the government program and the principle of separation of powers, with a request from the Federal Court to issue a wilaya order; To suspend the work of these provisions until the case before it is decided.

 

The Iraqi parliament had approved the beginning of last February, the country's financial budget for the current year, with a total expenditure value of 129 trillion dinars, and a deficit of 28 trillion.

 

The budget was approved after months of disputes, as well as after Parliament reduced the value of expenditures provided by the government, which is 164 trillion dinars.

Al-Saffar added that "expectations indicate a rise in oil prices, and they are now constantly rising, and perhaps the deficit will be covered and a surplus will also be achieved as a result of the rise in oil prices and the change in the exchange rate of the dinar and its reduction against the dollar, which provided the government with sums that can cover the deficit and more."

Governorates in southern Iraq complained about the delay in disbursing the financial allocations approved for them in the general budget for the current year 2021, and said that this directly affects the completion of service projects.

Parliament passed the fiscal budget for 2021, on March 31, and its total expenditures amounted to about 88 billion dollars, and included a deficit of about 19 billion dollars.

The deputy governor of Maysan, Wael Al-Shara, told  IQ News , "Most of the projects and plans that depend on the funds allocated to Maysan within the fiscal budget for 2021, have been suspended so far," noting that "the Ministry of Finance launched a few days ago only a few percentage of the governorate's share in the budget." .

Al-Shara asks: "How can we complete the projects and plans if the ministry delays the payment of the full dues when we have completed 8 months of the year."

Diwaniyah Governorate is suffering the same thing, according to Deputy Governor Faris Wanas, who says that his governorate received a few days ago 20 percent of its share in the financial budget.

Speaking to  IQ News , Ounass explained, "Most of this money will go to fill a diwan owed by the local government in favor of companies and contractors... Many matters and projects are suspended in Diwaniyah because its share of the budget has not been spent."

He also wonders, "When will we pay off our debts or implement our plans?"

Revenues were calculated in the 2021 budget on the basis of an average price of $45 per barrel of oil, which represents the basic income for Iraq, but the price rose later until it exceeded $70 per barrel.

The governorates of central and southern Iraq have witnessed demonstrations in the past years and months to protest against the lack of services, the spread of corruption and unemployment, during which protesters and security forces were killed and injured.
